Book Reveals How C M Ibrahim Blocked Tata Airline, Bangalore Airport

New Delhi, April 20 (IANS): In 1997, then civil aviation minister C.M. Ibrahim acted under pressure from Jet Airways to thwart the Tata group's bid to start an airline in India in association with Singapore Airlines, a former top bureaucrat has said in a tell-all book.

"The history of civil aviation in this country would have taken a different trajectory, if Tata Singapore Airlines had been allowed to float an airline," wrote M.K. Kaw, the civilian aviation secretary in the government of prime minister I.K. Gujral.

In his book "An Outsider Everywhere - Revelations by an Insider" (Konark Publishers), Kaw said Ibrahim refused to clear the proposal despite policy papers being put up before him.

"The minister did not clear the file, despite several attempts on my part."

Later, Ratan Tata - whose group started India's first airline, Air India, which was later nationalised - met Kaw and inquired about the chances of the proposal coming through, the bureaucrat wrote.

"I said that it was difficult to guess. He (Tata) said that he had been approached, but it was not the policy for Tatas (to give bribes).

"The Tatas finally got tired of waiting and withdrew their proposal. Recently, Ratan Tata explained that one person had stood between the Tatas and the fulfillment of their aspirations in the civil aviation sector," Kaw said.

"But he (Tata) did not elaborate."

Kaw said when privatisation of airlines was permitted, Jet Airways had come up with 40 percent equity contribution by two airlines in the Gulf.

"The Tatas had mooted a proposal for a private airline with 40 percent equity contribution from Singapore Airlines. As this would have been a formidable competitor, Jet tried hard to upset the rules regarding foreign equity contribution.

"One of the last decisions taken by the outgoing Deve Gowda government had been to disallow such contribution in new proposals. This would block the Tata proposal effectively. Jet was given a time of six months to buy back the equity from its foreign contributors."

He said the Tata group was not allowed to open an airport. "They had wanted to set up an international airport at Bangalore. They had a foreign collaborator with all the expertise connected with setting up of world-class airports. Normally the proposal should have been through.

"I submitted the case to the minister (Ibrahim). He did not okay the proposal."

Kaw, who was later shifted out of civil aviation, said it was a pity that even 15 years later, the country is yet to have a civil aviation policy.

"It is the considered view of many experts in civil aviation that FDI investment will not be allowed in India till this is permitted by the powerful owners of Jet Airways," Kaw wrote.

The official, who retired from the Indian Administrative Service in 2001 and was known for uprightness and outspokenness, said the history of civil aviation in India was "a fascinating saga of benami ownership of airlines, demands for bribes, destruction of rival airlines one by one, unwarranted purchase if aircraft, mismanagement of bureaucrats and politicians, free jaunts on inaugural flights, subsidized travel for many categories of travelers, VVIP flights, Haj flights and so on."

"It is a story of shameless exploitation and ruthless corruption."

    The "Aviation policies" of successive govt in India since last two decades is complete failure.Airlines are starting and vanishing without trace.The central govt.is simply investing in Air India which never made profit in her history.The second failure is excessive tax in terms fuel,Airport and handling.If this situation continues there will be more job losses in Aviation sector which saw tremendous growth with introduction of "Deccan Air".
    The central govt.should revise this with open air policy,more landing rights,direct jet fuel import by the operators and reduction of taxes.

    What better can you expect from CM Ibrahim. Its a well known fact for many people from the erstwhile DK who recall this man , who started small time in DK and migrated to Shimoga then to Bangalore . He was also convicted of a petty robery case in Bhadravathi years back. Classic chota chor got into politics , when JD failed got into Congress. He is a man with one principle in life where is Money , there will be Ibrahim.

    Greed has no boundaries, the aim of characters like Ibrahim is mainly to beat another rival who is in the same boat race. What is most distressing is the fact that the family (JRD Tata) who started the airline industry in India should be treated in such a disrespectful manner. It is a national shame.
    I sincerely hope that characters like Ibrahim are punished for their actions but given the rampant corruption even this can be avoided. I wish and have hope that things will change for the better in India.

    M.K. Kaw, the civilian aviation secretary in the government of prime minister I.K. Gujral.Was an upright officer of the highest caliber. It is a fact that CM IBrahim (an angutachaap) was the epitome of corruption and was instrumental in JETAIRWAYS being what it is today and the ruination of not only TATA airways / airlines but also many others... to date India has not had a single Civil aviation Minister who had the interest of the country FIRST.. big money ......

    I believe in the revelation of then Aviation secretary Mr Kaw.However after retiring so much years why he conceived the facts was not known and a mystery.Having said that,TATA is not a small individual or firm to bend,what CM Ibrahim dictated the terms to TATA nor Ibrahim not alone in the Council of Ministry of IK Gujral.I wonder why TATA kept mum all these years.CM Ibrahim,then minister in Gundu Rao's ministry forced to quit his ministerial post,for well known Rollex Watch scandal(a gift,Rollex Watch, accepted from the Arabian king when AK SUBBAIAH then oppn leader pursued his case in and outside of Assembly which forced CM Ibrahim to resign).

    Anyway,other than Jet Airways all well known Airways like East-West,Sahara and @ present King Fisher Airways grounded from Indian sky!!!So, Tata might lucky enough to not to venture Airline Industry in Indian sky which CM Ibrahim's obstacle might come as blessing in disguise.

    Rs. 15 crore to the Aviation Minister to get a license to start a new
    airlines but he flatly refused to yield to that illegal proposal. Now, the secret and the details of the string pulling are out.
