Mangalore: Bajpe GP Goes Hightech - Installs Cameras to Nab Garbage Rule Violators

Daijiworld Media Network—Mangalore (NM)

Mangalore, May 18: The issue of dumping waste in the region of Bajpe Gram Panchayat is causing a lot of problems. The amount of waste that is dumped here near the highway in Ekkela of Bajpe is the right example.

“Severe punishment was given if someone neglects such cleanliness in public, but it was futile. We have not received any co-operation from the public,” complained the office-bearers of Bajpe gram panchayat.

Even though many dump yards were put up across the region, people rarely make use of it, and most of the waste is spilt around the container rather than in it. In order to solve the problem, the gram panchayat has come up with something new. By now, an amount of Rs 40,000 has been spent on installation of CC cameras in the places where the spill of wastes is more.

“The camera is on all the time and the control unit is fixed in the chamber of the president of the gram panchayat. Those who are found to be breaking this rule will have to pay a penalty,” said the office-bearer.

Earlier, to solve the problem of dumping waste in public places, the Panchayat had also started a method of sending a tricycle to houses in order to collect the waste. In addition, for this job, the Panchayat had appointed four laborers paying an amount of Rs 4,000 per month.

But, due to the problem of waste management, by the end of March, the Panchayat had to stop this method and think of something out of the box. Presently, the CC cameras have been installed to maintain cleanliness.

“Since 15 days, the CC cameras have started their work and many faces have been captured for throwing the waste places other than the designated spot. The amount of penalty is yet to be decided,” the panchayat member said.

One has to wait and watch how effective this method will be but the persisting concern of the panchayat is exemplary to the other panchayats.

Attempt For permanent solution

Across Bajpe panchayat region, the CC cameras have been installed to regulate waste discharge. But it is learnt that this method will never completely solve the problem of waste management.

Garbage disposal problem is going on for quite some time in and around Bajpe. For e.g.close to Muranagar which is on the old airport road, there is "Sangam" of three panchayats viz, Bajpe,Khandawar,& Malavoor. With the influx of workers for MRPL, ONGCC, MSEZ( Water pipe line from Sarpady / Tumbe to MSEZ)Bajpe & surrounding Panchayats can not take the load of migrant workers. Added to this the indifference of our Panchayats, wheather Bajpe, Malavoor, Khandawar, from the time I rtnd from Abu Dhabi, I made it a point to attend all Malavoor grama Shabhs,Jama Bandi. Put in writing nine suggestions when the new panchayat came to power some time in July 2010. But the story is the same. Something of interest 25 cents have been allocated by the Govt at Mundar for making a garbage disposal but the Bajpe panchayat members with their disagreement not able to come to a amicable settlement. Same is the case with Malavoor panchayat, Rs 8 lakhs have been sanctioned may be 15 months ago, the story is the same like Bajpe panchayat.
With the involvement in Rotary, and "Jana Hetha Kemdra"( on the lines of RTI) I know to a certain extent how things work in our Panchayats. As somebody mentioned there is no sincerity in our Panchayats, some thing they do routinely once in six months. Added to this is our peoples indifference.
What's the point putting CC cameras and wasting tax payers money? Let the Panchayats put their house in order and provide dust bins with common sense and clear the garbage at least once in two days and things will fall in place. There is no point in having the blame game. Let the Govt/Panchayat join hands with the civic society and I am confident things will improve. yes, nothing can be achieved over night. While we assure the Panchayats in our vicinity our support and good will, the action should come from them, because they are in power. I heard many times Panchayats are the Govt for villages.I hope that day dawns soon to us villagers with active Panchayats raj.

what a joke? using 21st century technology by the concerned persons who employ thier 18th century mind! One must visit Bajpe Panchayat entrance to understand this.Their efficiency and priority of the management of waste is a example which is very harmful to the health of the citizens. They are burning this waste at the entrance 24 hours a day causing bad smell and health problems to the residents. This is going on since many months. This Panchayat is working in this manner in other matters also. This is nothing but waste of tax payers money and show business. There are many specific examples showing this panchayat is not honest and duty bound in solving the problems of the citizens in providing fundamental facilities.

Why blaming the residents who throw the garbage. First of all, depending upon the locality and the quantity of garbage is dumped everyday by the residents, more garbage bins to be installed. Just a "AJJANA KAALADA CONCETE RING" will not be enough. When it is full, where should the garbage be disposed? Surely, people will throw near to the garbage bin. This will make way for stray animals to come and spread it over and here and there. First of all, you all concerned authorities wake-up and make proper arrangements for the people to dispose off their garbage and then erect CCTV cameras. Who knows, in the name of people's garbage, another chance to swallow more money by installing CCTV cameras!!! You all relevant authorities, correct yourself first and then preach others. Install CCTV cameras in your offices and check, who is working honestly and how many hours.

Educate people through TV channelby showing documentary films on cleanliness. Keep garbage bins each half a kilometer with a trash bag on it so that the cleaners can tie the bags and collect garbage without giving any bad smell to the city. Open drums will not only unhygienic and also spread diseases. Implement hefty fines for throwing the garbage outside designated areas. This might take long time for Indian culture to adapt but I am sure they will learn practice.

Picture indicates complete failure of gramapachayat/municipality to provide right waste bin with right size .A cement ring ( 30-40 yrs old) permanently fixed on road side is called waste bin? when this is full you put poor labourer to stinking bin to unload.Concerned authority , you collect tax so pl provide right size, movable type waste bin which is easy to take away & dump .Then you use 21st centuary technology to monitr 18th centuary waste bin.

Our people are smart - just stick 'chewing gum' to all cameras - and go on dump garbages - as done in airport by officials while taking bribe.
