There is an old age saying:
To drive out all sheep, FIRST head of the herd should be driven out!
So is the case with corruption, Unless corruption on top is removed, corruption at bottom line will not go!
As Justice Santhosh Hegde pointed out, we also have to restore peace, fight out, CORRUPTING OF MINDS, which is bigger cancer to the society.
Many nations are destroyed by corrupting minds.

It's all well known that the Lok Ayuktha is a toothless tiger. As long as we have corrupt governments and corrupt ministers who make (break) rules, having Lok Ayukta is absolutely meaningless. Those who are corrupt only keep improving and even the sky is not the limit for their greed.
The common man and the Middle class citizen is left stunned to solve his problems which eventually dies with him. Living in today's Garbage city has become a nightmare for the Garden City Common man of the 1950's & 1960's. Those good times, there was no Lokayukta then only a small anti corruption cell which was 100 % clean and comprised of the top and totally corruptless officials
( Those times, most officials were honest to the core. Only the very best amongst them attained the top position in the Anti Corrupt Cell. Chief Ministers (Like Kengal Hanumanthiah and others ) would have greatest respect for these officials and their word was final.
Indeed today we have only Garbage in and Garbage out these days from the corrupt cells of Vidhana Soudha.
