Mangalore: High Court Orders Stay on Plastic Ban in City

Mangalore, Jan 16: In a setback to Mangalore City Corporation's drive against the use of plastic, the high court on Tuesday January 15 ordered a stay on the blanket ban imposed by the MCC.

The MCC's complete ban on plastic carrybags, plates, cups and other plastic items had come into effect on November 1, 2012. Since then, the MCC has carried out several raids across the city on violators and also conducted several awarenes programmes including free distribution of cloth bags.

Following the ban order, the city-based Canara Plastic Manufacturers and Suppliers Union filed a petition in the high court urging revocation of the ban. They contented that as per the Plastic Waste (Management and Handling) rules under the central environment ministry, only carrybags less than 40 microns are banned, while those above 40 microns can be manufactured, sold and used.

Hence the district administration should allow the manufacture and use of plastic above 40 microns, the petition urged. The high court thereby ordered a stay on the ban of plastic in the city, said B A Nazir, president of Canara Plastic Manufacturers and Suppliers Union.

    This Highcourt order to stay on plastic ban in city is not only set back to MCC but also to some business people,Malls like Big Bazar,City Centre,Empire Mall,Hospitals etc becasue they used to mint little extra money by charging extra money on us for the bag they give us.They were enjoying the plastic ban.Banning plastic is good by MCC but it should have been with some alternative arrangement and public awareness.Talk only does not cook the rice.Collecting garbage from the door steps remains only in paper not in action/practical.Besides I have observed collection of garbage system so filthy over here and it is anybody's guess.It is not being collected on daily basis giving room to spill all over the road/street making paradise for stray animals to play thereby place for emanating unbearable foul smell.Guys wake up and take your precious time to visit the affected places of our beautiful city and educate the people to keep our city clean.It can not implemented only by sitting at office and scribbling on the paper and standing in front of media person.

    C K DAYANANDA, MANGALURU, we are listing things which has more priority then just banning the plastic there are lots of people who are making their lively hood from plastic Do you need some Multi national to an alternative after 10 years with lots of grants and research they will say it is carcinogenic and pollutant and more hence should be banned with immediate effect all these are money making racket in one way or another in fact the present alternative being used is a derivative of Geo tex which it self is non biodegradable material and being substituted for Plastic at present
    you have mentioned that other things that we pointed out is lesser evil than plastic for example lots of places has more mosquitoes than Mangalore then why only Mangalore has a wide variety of diseases spread by Mosquitoes ?!! is it by plastic ?!! why do not MCC try to eradicate Malaria , dengue etc etc from our district before going on hyper drive only with Plastic ban !!!

    Good Decision by the Court. Use of plastics is always debatable. There are good and bad of it. I think, plastic is an great invention of the century, western countries do beleive in the same, it has to be used in a proper way. Banning it is like an dumb idea, the ban might have been imposed due to some individuals trying to setup an cloth bag industries for their financial purpose by striking at the plastic manufacturers who have already established their businesses. I have also observed, individuals marketing their own cloth bags by conducting ralies and fooling people in the city. For me, use of plastics above 40 microns is an great idea, not completely banning it, as there are positives of plastics bags at the same time, qutie many 2 list and a less of negatives at the same time.

    MCC is doing good work but we have to act as per the court. I am taking gony bag or cotton rice bags from dubai. I have plastic bags also but do not know how measure its thickness. I am supporting MCC but if they catch me others will laugh at me. I am in a miserable condition. Any how I will use those plastic bags inside the gony bags, no body can see what is inside. If MCC is distributing free cloth bags, let us support them. I will see those bags.

    Thank u 4your valuable suggestion. The problem is I do not put garbage directly into the bin. I cover it with a plastic inside to keep the bin clean.Isnt plastic a useful item?
    Idea is fine. But the bin, bag and plastic is mine.

    MCC has started door to door collection in our area. But we have not been provided bins as announced. The garbage collectors are taking the garbage in plastic bags from us and the same is being taken in a tempo. Also they come at their own sweet time daily. One day they will come at 7 30 am. Next day 11 am. We keep the garbage at our gate and leave to work at in the morning. And in the evening when we return the garbage is strewn all over near our gate by cats dogs and crows.

    Banning plastics is not a solution. MCC please take steps in educating people about waste management. Creating awareness by limit the usage of plastics and not to loitered in public.

    MCC is not bothered about Noise pollution, Air pollution water pollution which happens without MCC objecting even today, on Plastic they went Hyper drive which was so impractical, why are they not so aggressive in Managing and disposing off the garbage and cleaning all the gutters and providing proper pedestrian walkways clearing the city from unwanted hoardings and banners etc It was really unpractical Idea , plastic should be Managed not banned none of the developed country has this stupid ban , Good thing that only Mangalore Fisher Women rose to the occasion and taught all the officials a lesson of their life time first let them clean all the surroundings of DC office and Bunder area !! then do your raids and impose fines etc First the Mangalore citizens should raid their houses to see If they are using any plastic in their own houses and in their daily life's

    Many were worried how to carry 'fish'. This 'ban'too had something 'fishy'links to it! Now
    fish can RIP in plasic bags and fisherwomen can breathe free because male 'buyers' need not spread their 'lion cloth' or 'mundu' in front of them
    while purchasing them!Talk of 'big fish'catch and marketing!

    Good decision! Plastic ban was non practical and it was needless! Even Hon. Supreme Court had once said in its order that plastic should be managed, not banned! If plastic is utilised in the right and appropriate way then it would be beneficial and der wudnt be a need to ban it at all!

    We are living with various threats.Air polution threat,water polution threat,noice pollution threat,food adultration threat,garbage accumulation threat,power shortage threat,water shortage threat,communal threats,castism threat,public nuisense threat,corruption threat etc.,List is only indicative and not exaustive.So I do not think that we should think too much on plastic threat when there are greater threats posing us today.Plastic bags with less than 40 microns could be used as per rules.Let us not be too harsh on implementing certain rules.First educate the people then implement it.Whether anybody has given serious thought to the 'threats'mentioned herein which are very much partinent for a healthy soceity.

    I was in Mangalore in December and was very impressed with MCC's drive against the use of plastic. Coming from a developed country and knowing how much these countries do towards protecting the environment, I felt it was one of the best decisions made by MCC and a commendable one. Sad to read that the high court has put a stay on this drive. This is one more example of how good things do not stay in India and how people of India do not support this. Just look at the comments written so far, everyone are supporting the use of plastic. A cloth bag on the earth's surface is safe, but not PLASTIC. Only citizens of a place/city can help by supporting a good cause. So wake up Mangaloreans and do not support some plastic manufacturing company,they are here to do business and would do anything to protect their interests. Do you and your children want to live a safe healthier life or a unhealthy cancerous life. The choice is YOURS! Wake up before it is too late and support some good leaders who are trying to bring a change for the good. In the end we blame our politicians for being corrupt. Unless we change there is no point blaming the politicians for being corrupt.
