Bangalore: Congress majority in Assembly, but still a minority in Council

Bangalore, May 12 (DHNS): The Congress is all set to form the government, but the party is still a minority in the Legislative Council with the Opposition BJP having an upper hand with 40 seats in the 75-member House.

The Congress has 17 members in the Council, the JD(S) 12, there is one independent and there are five vacancies. The Congress will have to tread cautiously as the Opposition BJP can strike down any motion or bill in the Council as the numbers are in its favour. The Congress can always get the defeated bills passed again in the Assembly, but will have to bear the embarrassment of a ruling party losing on the floor of a House.

At the same time, there has been political churning in the Council during the last few months in the run-up to the Assembly polls. Three members - Mohan Limbikai, Shivaraj Sajjanar and K R Mallikarjunappa - quit the BJP to join the KJP. All the three contested unsuccessfully in the Assembly polls. Another member Sashil Namoshi quit the BJP for not being given a ticket from Gulbarga South. He too contested unsuccessfully in the polls on a JD(S) ticket.

With these five members resigning, the Election Commission will announce bypolls to fill four seats in the next few weeks. These include one graduates’ constituency, one from the Legislative Assembly and two from local bodies’ constituencies.

But, even if the BJP loses all the four seats, the party will be ahead of the Congress in terms of the numbers. The BJP numbers may dwindle little more in the days to come if the disqualification petition by the party against four of its members - Mumtaz Ali Khan, B J Puttaswamy, M D Lakshminarayana and Bharati Shetty- is accepted by the Council Chairman.

The Congress predicament in the Upper House will ease a bit in June 2014, when seven members elected by the Legislative Assembly, including former chief minister D V Sadananda Gowda and M C Nanaiah (JD-S), and five nominated MLCs, including S R Leela, Doddarangegowda and M R Doreswamy, retire. The Congress can nominate all five members and can bag five of the seven seats from the Assembly constituency based on its present strength in the Lower House.

Sadananda Gowda is likely to be appointed as the Leader of Opposition in the Legislative Council, BJP sources said.

In case the JD (S) becomes the prime Opposition in the Assembly, the BJP may appoint Suresh Kumar as the floor leader, though Jagadish Shettar is senior to him.

    Legislative Council is nothing but accommodating party workers and defeated politicians in assembly election.It is waste of energy,tax payer's money and waste of time.Kerala/TN has no MLC .Some are how if Council sends back any Bill,that could be rectified by Assembly by second time which may passed with out stricture.Congress will not get majority in Council till 2015-16 and may reach near to majority.

    Many writters earlier were of the opinion that BJP will bounce back after some time.But the present situation in Bangalore is that there is strong under current in favour of ruling Congress party and heard in some corners that 50% of grass root workers/i,portant functioneries of JDS and BJP are going to side with Congress party in coming days.Therefore,for 2014 general election Congress may pick up nearly 20 MPs to its kitty if things work in its favour and also next one years rule is carefully done in favour of masses.CM Siddaramaiah therefore has be to to be very care full/intelegent to accomplish this task.

    May be true Mr. Prabhu, but you fail to understand the ground reality from all over Karnataka that, DKS and Kharge supporters started to create problem for Congress too. It is quite natural to join hands with ruling Party since these people are comes under opportunist category only. Moreover people not only from Karnataka but all over from India too know very well that, Congress means business as usual. In India, Congress is the only Party can accommodate all corrupt Leaders those who makes money for themselves and contribute to their Party funds. For many my wordings are little bitter but true too

    Strange and peculiar situation but true!

    Opposition BJP  may strike down any motion or bill in the Council as their numbers are more,
    But the way out is Congress can get the defeated bills passed again in the Assembly, where their numbers are more!

    Moreover, congress should make all attempts to regain people's confidence by restoring collapsed law & order in the state.

    The solution is simple. Bring laws and bills which are beneficial to entire section of the society. There is no way BJP and others can turn down these bills in the Council. If they turn down good bills, it will come haunt them during the elections.

    Whenever the elections will be held for MLC, please consider H Gopala Bhandari from Karkala, Ivan D'Souza and Vijay Kumar Shetty from Mangalore. Karkala needs development and it is must that Gopala Bhandari gets some position so that he can develop the constituency. Ivan and Vijay Kumar Shetty deserve the nomination as they selflessly worked for the party despite being denied MLA tickets.
