Bangalore: Govt formulates guidelines for safety of college girls

Bangalore, Jul 25: The government has formulated special guidelines for the safety of college-going girls. The move comes in the wake of the gang-rape of a Manipal University student last month.

The guidelines have been formulated to prevent rape, sexual harassment and any other form of crime against young women.

All universities, colleges and educational institutions have been directed to follow the guidelines strictly with immediate effect.

The guidelines were formed by higher education minister R V Deshpande in consultation with other officials of his ministry.

The guidelines are as follows:

1. Universities or educational institutions must, without fail, form a committee of teachers and officials, headed by principal/vice-principal or dean to address and resolve the problems faced by girl students.

2. The committee should consist of a police official and a psychologist as members. The committee should meet at least twice a month and discuss the problems the girl students may face.

3. The committee should encourage girl students to bring to its notice any information about a stranger or unidentified person, or about threatening/obscene SMS or e-mail received by them. Immediate steps must be taken to lodge such complaints in the police station.

4. The committee should communicate and build a rapport with the parents of the girl students once or twice a month.

5. The girls should be cautioned against providing their personal details to anyone, including on social networking sites.

6. The campus must be amply lit with street lights and CCTVs must be installed at important points. Two officials must be appointed as incharge of these arrangements.

7. Transport facility must be used by girl students to go to library or other places in the university campus or to go outside the campus and to hostel.

8. College drop and pick up vans must give priority to women staff and girl students. Also, two transport vehicles must be available in the campus.

9. Two lecturers must take turns to go around the campus at the end of the day for inspection.

10. Two lady lecturers must compulsorily accompany the students on educational tours.

11. There must be a 24-hour toll-free helpline for students in the campus security office. A trained person must be appointed to respond promptly to any emergency call made by any student.

12. Hostel wardens must ensure that the students strictly adhere to hostel timings and follow the rules. Details about person or persons who come to take any student out must be noted down. Also, if students have to go out, details about where they are going must also be written down.

13. Details about security guards appointed by the college or by security agency must be recorded in the police station.

14. No security guard can be stationed at the same point for more than a year. The security guard at a spot must be changed at least once in three months.

15. Only those security officers who can go to any spot in the campus without problems should be appointed.

    Firstly ppl should stop judging if it's the gals fault or culture or govt... Rape is done in pure lust or revenge right state or intoxicated. No third person or party can instigate a rape.. A gal in bikini or even our women in saree get raped. So clothing got nothing to do with it. Rapes wea taken place even during kingship so govt got nothing to do wit tat too. Ppl should analyse the mentality of the rapist than play the blame game.. A gals lifestyle cannot be a reason for rape.. Then all women in Brazil or vegas would have been raped.. It's always seen tat curiosity is more when the gift is wrapped in a box not when kept open

    That is very true. I have experienced it , when the auto details are noted down in phone auto driver minds his own job. Sending details of auto would be a very useful to be safe and even if something goes wrong it could be tracked easily. May be we need to familiarise this method by social networking sites..

    What about huge fees in ordinary college like B Com aided colleges minister? Some charge RS 20,000 for B COm then why why grant to such collegess? Poor, Sc, ST are they not not eligible to go to aide d colleges?

    When boarding an auto or taxi alone, all girls must SMS auto registration number to their close friends or to parents. If the driver creates any nuisance show him the sent SMS and tell him that his vehicle number is already with his friends/parents and if something goes wrong he will be in trouble. This is one of the proactive plans one can use such plans for her safety.

    Then there are no need for Deshpande's guidelines.These guidelines are based on the very fact that all College Girls are not saints!! Got my point?

Eventhough the Central Govt. has ordered tough laws recently the no. of rape and sexual harassment cases on the rise as could be read in dailies. Its just a eyewash.

    The guidelines are good and might help if followed.

    First of all, please deal with earlier pending cases, which are dragging inspite of fast track courts. Deal with firm hand on the rapists first. (death penalty whereever applicable) Without due shock/proper punishment the criminals will never learn lesson in their life.

    It looks like this Govt. is in 1950’s or even older. 

    This Govt. don’t have enough daring to bring strict laws to punish the offenders. Every case is taking decades in all the courts and money power will decide the verdict. I mean justice is sold in the market. This comment is with due respect to all the Indian judicial system.

    The guidelines will not of any use and the need of the hour is to educate the people of all category and implement strict laws to maintain the safety of all the people.

    Govt. is wasting its time and resources on useless things.

    This is a good move to at least ensure safety while the students are in the educational institutions. In addition to this the committee should be part of a Women's Cell where AWARENESS of social and legal rights is given from time to time to both men and women students. Whether a committee or a cell or an association, male members should be part of its activities.

    Who will do the follow up of all these guidelines if they are being followed or not? What if a institution fails the adhere to these guidelines!
    And these are guidelines, more of like if you want you can follow it, no hard and fast rule that they have to implement!
    Looks more like back to square one, women and female students have to take care of yourself!
