Bangalore: State govt moves to clean up cities armed with stricter law

Bangalore, Jul 25 (PTI): Karnataka government is appeared set for a crack down on those who fail to segregate waste, and indulge in littering and spitting and things of that nature as it tabled in the Legislative Assembly amendments to a 1976 act to clean the state's cities.

As per the the Karnataka Municipal Corporations (Amendment) Bill, 2013, littering, spitting, urinating, open defecating or committing other acts of nuisance on road, bus station, railway station, street, playground, park and other premises of public utility would attract a penalty of Rs 100 for the first offence.

Penalty for the second and subsequent offence is Rs 200.

Similarly, the domestic occupier who fails to segregate dry waste from wet waste and hand it over separately to collector of waste as per norms would be fined Rs 100 and bulk generator or commercial complex Rs 500 for first time, and Rs 500 and Rs 1,000, respectively, for subsequent offences.

The amendment bill also proposes fining those who fail to segregate other waste, irregularly deposit rubbish or filth or any solid waste, allow filth to flow in streets, deposit carcasses of animals or filth in proper place and dump building waste irregularly.

The bill comes at a time when the solid waste generated by all the city corporations of the State, especially in Bruhat Bangalore Mahanagara Palike (Bangalore city) is very high.

"These solid wastes have to be disposed systematically through scientific manner and as per the guidelines prescribed in Solid Wastes (Handling & Management) Rules, 2000, by the Government of India", according to the "statement of objects and reasons" for bringing in the amendment bill.

Removal of unauthorised cable including optical fibre cables laid under, over, along, the across, in or upon the streets or property has now been added as part of obligatory functions of the city corporations, in addition to the removal of obstructions and projections in or upon streets, bridges and other public places that figures in the 1976 act.

    At the outset I would like to comment that at last the Govt. has thought of it. Better late than never.

    In this connection, first of all, the Govt. should direct all the TV channels to carry messages spreading civic sense mandatorily on a daily basis and the government's proposed plans to implementing them, the penalty and the facilities, the difference between dry & wet waste and how to segregate them etc.,

    Government should provide toilet facilities on every road at least within distance of 1-2 kms, if possible, near bus stops, with proper maintenance. Private companies / citizens could contribute for construction/ maintenance of these toilets.

    Schools should educate children about building civic sense.

    Government plans can work only when it first provides such facilities and creates awareness amongst children and general public on a daily basis.

    The government first has to build common toilets for the general public, maybe specify that utility areas like petrol pumps, government offices, commercial buildings with over 5000sq ft are to have toilets for the public. Otherwise where will the public go to attend to their needs. It will become like the parking spaces, all converted to shops & now we have to park on the road. Before passing laws ensure there is compliance from the government's side.

    This is a good move from the government to be stict in maintainig the cleanliness of the cities.The first and imporatant work is to clear of garbage,have good clean toilets,make the roads good by repairing the path holes.Then automatically city turn into clean city and then government take other steps to maintain it.NGO's are the best choice to supervise this work.Thanq.

    Another way for cops to make money, before introducing the fine Mr.CM please introduce the following:
    1) Corporations/BBMP should place waste bins every kilometer distance and this needs to be cleaned atleast once a week.
    2) Build enough number of public toilets, because people cannot control urinating they may get some other disease.
    3) Build spit holes, people cant swallow their cough/spits it will lead to lung infection.
    4) Educate the common man on what do you mean by dry waste and wet waste and how to seggregate them.
    5) Congress government has a slogan " Congress ka hath gareeb ka saath, if no garreb will make people gareeb for Congress sake"

    Congratulations to the New CM:
    He has good ideas- strong implementation -discipline .
    let us help him excel by doing our bit.
    1/Let there be compulsory military training for every student in Karnataka for strong discipline.
    2/ Let yogas be conducted in every school as well.
    3/ Let there be course on Etiquettes -mannerisms-attitude- respect etc.
    4/ Children should be mad e to keep their schools- house surroundings-compounds
    clean.
    5/ one day in a month all schools -colleges should get down on streets to clean the city- markets- beaches In conjunction with municipality and govt agencies -just for total awareness. to imbibe in our culture.
    Let us lead the crusade by being pragmatic and practical and not hypocrite.
    start now.
    Less talk and only action needed.

    Government Employees should be taught to keep their sorroundings Clean. Lets us consider , the Courts in all districts, let us consider the MCC office, lets consider the Government schools , let us consider public bustands, Railway stations, etc . The Officials who are engaged to do their Cleaning job do not do it in the right way what can we expect from the public. What about the public walls which are disfigured by Political posters everwhere wishing for Birthdays and Good Luck ?What about plastic bags below 40 Micron used by shop vendors. Did the BBMP in Bangalore or Government track on the use of these plastic bags?The Earlier BJP Govt was only involved in Corruption and fight ,for 5 years went into the drain.BBMP is only into corrupt practices and not doing their duty .

    I see it as a step ahead than keeping silent seeing these. At least some steps. Now , how effective this will be implemented is the question. As some one highlighted, how will you track the defaulters as it's first time or second time ? Will you have any system to track them ? Only computerised system can arrest such things which is beyond expectation in this matter. So, I feel something else could have been planned as penaulty. Of course there should be a penaulty for defaulting or else our people will never realise. It should be along with the awareness. May be I feel all of us who feel something neeeds to be done are responsible to work on this , at least from our family, neighbours and friends circle. Then only we can achieve it.

    Fine for spoiling nature and in public is a good thing. However i don't understand the fine for non-segregation of waste.. I feel this is to help the third party contractor who is managing the waste in Bangalore city. In Bangalore i think there are much more bigger problems to be addressed by the government. I am sure when you compare cities all over the world for air pollution, Bangalore tops this list and the pot holed road. Government can put restrcitions to transport people and builders to cover the area of work with thin construction cloth which filters 80% of dust entering into air. Roads should be properly laid with drainages at both ends will clear the scope for sand on the road and hence when vehicle moves no dust will fly into air. Bore well rigs should be asked to surround rig area with thin cloth to avoid the fly ash being transferred into air. Why government is not taking any of these moves and instead fines common man for not segregating the waste properly.

    Cleaning up Cities, Villages and all premises, Rivers IS VERY IMPORTANT.
    But more than that, how the Government is going to implement cleanliness is STILL MORE IMPORTANT!
    Many times, good intentions doesn't yield FOR WRONG METHODS.
    As Mr. Bhandarkar said, it is very important to continuously create mass awareness in people about clean surroundings and its impact on health and well being.
    If India is cleaned, along with name and fame surely our medical bill will go down, life span/ national productivity/ Tourism and Economy of the Country will also improve.
    Sadly CLEANLINESS is not election manifesto of our great political parties!

    The previous govt could not even clean the garbage.Look at this great initiative we will soon reach european standards if people do support and encourage such initiatives.     Strict laws are not made this way.
    A sense of awareness has to be created first.The kind of nuisance sought to be punished by this amendment is more than likely to be committed by those not having a penny with them or the poorest of poor .How are you going to collect Rs 100 or Rs 200 from them?By maintaining a register or a recovery officer?Isn't this a big joke...something like the Rs 5 meal
    or the Rs 12 meal or the Re 1 meal
