Mangalore, Aug 19: Commissioner of Mangalore Urban Development Authority (Muda) Mohammed Nazeer on Sunday August 18 stressed on the need for vision in planning the development of the city and said that it would be possible only through public-private participation.

Delivering a talk on 'Mangalore 2025 - A Vision' organized by Rachana at Pio Mall here on Sunday, Nazeer admitted thatmuch of Mangalore's development had been unplanned as compared to that of Bangalore and Mysore. "Development of Mangalore has been unplanned in terms of greenery, open space and roads. We are weak in these three aspects, but in terms of construction we are the fastest in the state. Therefore, we need a proper vision for development," he said.

"This can be possible through private-public participation in formation of rules and projects. There is a need to take stakeholders into confidence, which has not been done. Due to this we are facing several problems," he added.

"If the land is residential or commercial and one wants to convert it into indstrial, one needs to get permission from Bangalore, but the permission for converting industrial land into commercial or residential can be sought at the commissioner level," he said.

He said Kadri Park in the city would be developed at a cost of Rs 2.8 crore, and so also the deer park. "This is the only green and open space in the city apart from Pilikula, hence we will develop it further. We have already got the approval from the government," he said.

Other plans include conversion of 75 acre of land in Chelyar and 13 acre land in Konaje into residential layouts, he informed. There are also plans to renovate Urwa Store, Urwa Market and the old bus stand.

"At Muda we do not get any grants from government, we have to generate income generate income ourselves or take loans to implement any programme. Although there is a reserve fund of Rs 20 crore, it is only for land acquisition. However, we still have plans and projects to develop Mangalore," he said, adding that Muda was not financially strong.

"There is a some false assumption among people about Muda due to which they fear approaching us. I want to make Muda people-friendly so that anyone can come at any time. In order to help the people we will publish zoning regulations on Muda website and also make hard copies available at a nominal price," he said.

On a query about the Yettinahole project, he said it was not under his purview.

Prior to the talk, a brief programme was held during which NRI entrepreneur Leo Rodrigues was the chief guest.

On the occasion, he released the Rachana news bulletin, the first in 15 years, edited by Brian Fernandes.

Addressing the gathering, Leo Rodrigues said, "I had the opportunity yo release the first Rachana bulletin. I wish its publication continues for many years. It will facilitate better communication between members."

Rachana president Ivan D'Souza welcomed the gathering while John Monteiro thanked.

Roy Castelino, Marcel Monteiro, Rudolph Rodrigues, office-bearers and members of Rachana were present.

    Come on Mr Nazeer.......To be true recently I had been to MUDA for some approval and i was happy to see a big cutout asking the common people to complain if anyone who asks for bribe in MUDA office. I went inside the office and I was very much surprised to see that there was no question of giving bribes but MUDA officals just they just put hands into your pockets and remove money.....in simple words HAGALU DHARODAY.......Also I heard a person (could be a broker) talking to his client that even if GOD himself comes to MUDA office then he too will not be spared from bribes...........Mr Nazeer if your are a clean person please first clean your office staff and then go for Mangalore City development PLEASE.

    High rise building licenses should not be given in congested areas. MUDA has already given such licenses which can be seen behind Ocean Pearl hotel where there is nearly 400 apartments & also near C V nayak hall, kadri another 300 . Even if the land is suitable for construction, MUDA should look for the surroundings like Peak hour rush, floating population etc. in particular area while giving license to high rise buildings. MUDA should be liberal for small plots where they should reduce the setback area & increase the floor area ratio.

    Mangalore Growth is unplanned. This is not a new story but an old one that is totally forgotten as every person in this city is there to claim a pound of flesh of Mangalore illegally. The Rachna Catholic Chamb. of Commerce & Industry have held a programme like we hold for better roads, lots of greenery, cycle & walk for health and so on and then to be forgotten. We need to have a super or hyper vision for mangalore which is next to impossible. Any holding Private or Public will not solve the problems. Everybody are selfish and are prepared to take a pound of flesh but will not give one to Mangalore. If we are to plan for growth then we have to think of 100 years plan and that too not for mangalore but out of Mangalore. Mangalore is already and totally congested and there is no scope to grow either wider/longer/higher and even deeper. The city is nearing a dangerous level ready to collapse. I can give several examples. No Super or hyper vision can solve them. Just talk is not sufficient but action is required. We walk today, talk of greenery today, think of good roads but tomorrow it is all forgotten and back to our usual routine of city destruction. Can we change, "Yes we can". Do we have the will to bring that change, "Yes we have".

    no doubt.So the population is also
    increasing.So my question is Tumbey
    dam water is enough to meet the
    requirements of the Mangalore city.
    According to me water scarcity
    problem will be there within a year
    or two.Therefore an alternative
    arrangement is a must to meet the
    requirement of the city.

    I appreciate that. We need to think outside box and think big, to begin with. Just imagine the sharp corner on State Highway near Padil. Before the high rise buildings were approved right at the corner, no authority had the precious brain to insist that the road be made straight first. This is just one example. There need to be a vision, but it cannot come from the people whose world is limited to Mangalore. Let the future generation in 100 years see a beautiful and big modern Mangalore. Planning begins now. Let the concerned authorities give to the public hotline number to bring to their awareness if anyone notices irregularities.

    For the past 20 years we are hearing about plans for development of Kadri Park from different people on different occasions. Every one had the plan and govt approval ready. So far this plan and approval never brought into action. People lost interest in such talks.

    Lay out a master plan -mega plan like singapore/dubai.
    Develop Bajpe as Airport city.
    Ullal as knowledge city.
    Establish industries on defined Free zones.
    Shopping malls to be set up on all corners of the city - Govt offices- muncipality - all govt establishments should have smaller offices in north/soutth/west/east zones so Hampankatta is not congeted.
    Total Hampankatta from Bunder should be bulldozed and design-build clean -neat - Central business developt area with high rise towers of equal heights.
    First lay down infrastructure- parking -parks and then build structures.
    Lay down layout plan -conduct road show -make models -scaled down for display and consultations with public.
    keep the city clean- sweep and clean the roads daily.

    Dear Thomas. Appreciate your points. But, we are used to '5' year plans since independence. No long term plans as everyone needs opportunity to grab something which is possible only through repeated short term plans. We are blind & do not want to realize whose shit is being carried forward year after year since last 60 years post independence.
