Doing business in Karnataka is tough, say investors

Bangalore, Sep 9 (IANS): Most investors and entrepreneurs find doing business in Karnataka an uphill task due to hurdles faced in land acquisition, poor road connectivity, inadequate power and slow rate of approvals, reveals a survey.

"Over 70 percent of investors and entrepreneurs feel the overall ease of doing business in the state difficult due to various factors, especially the land acquisition process and road connectivity," the survey conducted recently by the Associated Chambers of Commerce & Industry (Assocham) said.

Though communication infrastructure and availability of skilled workforce have improved over the years, stakeholders bemoan that infrastructure development has not kept pace with demand for rapid industrial growth across the state.

"Apart from providing quality roads connecting state and national highways, the state government has to improve other modes of transport such as rail, air and port for investors to make optimal use of the natural resources and human capital available," Assocham southern regional council co-chairman J. Crasta told IANS here.

Noting that the policy framework and taxation structure need to be fine-tuned to make the state more investor-friendly, Crasta said the approval process had to be put on fast track through a single-window agency to minimise delays in implementing projects.

"About 1,000 agreements were signed by the state government at the two Global Investors' Meet (GIM) held in 2012 and 2010, attracting investments worth $10-12 billion from across the country and overseas. Political instability, bureaucratic delays and infrastructure deficit have, however, held up their implementation," Crasta recalled.

Based on the survey findings, the trade body has petitioned the new government in the state with a slew of recommendations on land acquisition for the industrial sector keeping in view the amendments to the relevant law passed by parliament last week.

"We have represented to the government to ensure that the cost of land is fair and just for both parties (buyer and seller) and the allotment should be made at the earliest to kick-start the projects," Crasta said.

Other recommendations include speedy approvals through a single window and in a transparent manner; improve connectivity to major consumer markets like Chennai, Hyderabad and Mumbai and special incentives to make best use of Mangalore port.

"We have also sought of the state government in building human capital by setting up vocational training centres in industrial clusters and promoting entrepreneurship through skill development," Crasta pointed out.

State additional chief secretary M.N. Vidyashankar, however, maintained that the conversion rate of business proposals received during the GIMs was better than the national average.

"The conversion ratio of agreements signed at the GIMs is around 46 percent in the state as against the national average of 30 percent," Vidyashankar told IANS here.

Assocham southern region task force chairman and Jindal Steels chief executive Vinod Nowal said there was an urgent need to tweak the state's policies to attract more investments in the manufacturing sector, which creates more direct and indirect jobs across the chain.

"There is a misconception that industry is rolling in profits, when, in fact, it is under severe stress due to various factors such as economic slowdown, inadequate investments, infrastructure deficit, policy paralysis, high interest rate and inflation," Nowal observed.

Admitting that the ban on mining iron ore in the state following the multi-crore mining scam had severely affected the industrial sector, especially manufacturing, Nowal said about 50 percent of sponge iron units have shut down in the state due to shortage of raw material (iron ore).

"The remaining units are operating at 30-70 percent of their capacity. As the state government had failed to allot a single captive iron ore mine to any industry, all the mines are with merchant miners. The entire industry is suffering due to ban on mining in the state," Nowal lamented.

    BJP Ministers and other BJPians grabbing land at very low price from poor farmers, threatening of dire consequences if they do not hand over land - The idea behind this land grabbing was to sell the land to industries to start their projects at a higher price. They also grabbed big tracts of Govt. land for free.

    This price was too high for those who wanted the land as such no one came forward to establish their projects.

    Now the present Govt. should recover these big tracts of land taken up by the BJP ex CM, Ministers and make available to the Investors for their projects.

Did he implemented any Chinese technology.Probably U r unaware that the Garbage Clearance & filling potholes is the job of officials of BBMP & not the job of CM.We have 198 corporators in BBMP in Bangalore.What is their duties & responsibilities for the salaries & benifits they r paid from Tax payers money.Most of the Corporators r belonging to BJP.Garbage problem & pothole problems started from the BJP took over to rule our State.Corrupt people from BBMP claimed RS.1,500/-
    crores of rupees submitting forgery
    bills without doing any development work during BJP rule.3 Bjp Chief ministers spent Rs.68 crores for their air travel.Italian Lady was not involved in politics from 1947.

    Business done with good business ethics is always good for individuals and for nation. Karnataka is suffering in attracting investments bcz of various factors listed out by Assocham. Previous BJP government organised ambitious GIM two times, both attracted many projects to karnataka. But the BJP goverment was in policy paralysis crises and filled with corrupt practices. Instead of allotting land to projects, leaders of BJP grabbed lands for themselves. Each BJP politician grabbed acres of land in Karnataka. One example is Shobha Mams 700 acre land in coorg. Yeddy identified land at will and distributed to his parivar members. Ashoka alomost gobbles all empty lands in Bangalore. If all land and natural resources is swallowed by such corrupt leaders, how can businessmen get land to do business in legal way ?

    For manufacturing sector, raw materials are very important. Because of mining scams of Yeddy government headed by Reddy gang, Supreme court had to ban iron ore mining in Karnataka. Such crook people are primarily responsible for spoiling business opportunities in Karnataka and also spoiling many employment opportunities. Siddaramaiah have to seize all properties owned by these corrupt leaders and recover wealth looted, including loot of natural resources, to create healthy environment for business. There is no easy way out for siddu now.

    I blame earlier BJP government for ban on mining of raw materials.

    I appreciate your honesty and believe in BJP. However, the domestic requirement such as land acquisition process, road connectivity and water supply etc, etc responsibility of state government, there is a time to think and comment, I will refresh your memory.
    10 years ago SM Krishna government was brought extraordinary revolution IT & BT industry sector, the all roads were in very good condition after that JDS / BJP (Illegal relation) Government was in our state and then as you can see real estate scams land scams involvement of CM to MLA’s, they were busy in illegal activity raping nurse & friend wife’s, watching porn sleeping with prostitute etc, etc.
    So now Congress government elected by the people since just 110 days so wait and see there will be a huge changes.

    Petrol Price are rocking up.
    Gold Price are soaring high.
    Food items expensive day by day.
    Scams endless ( 2G Spectrum, CWG, Adarsh, Coalgate, Thorium, Tatra deal.......)
    Siddu is trying hard to make work force lazy, with 1 Rupee Rice, & if possible with cheap liqour.

    With these things, not only industry, whole system may ruin.

    Inflation during NDA also existed, but it is of control in past 7-8 years. The Central Govt. is adding twice the cost to the total orginal cost before selling the fuels as gas-petrol-diesel. Whenever Crude price hikes, if interested the central govt. can reduce the tax & maintain the stability of price. For bulk purchase of Diesel, the price is around 6-7 Rupees more than general sale, & for this sake KSRTC buys diesel from local Petrol pump. Even cost of living will come down if fuel prices are controlled properly. But our UPA doesnt do so.

    One important hurdle these Investors have not disclosed intentionally. That is pathetic corruption of Ministers & Govt Officers for giving licenses, approval & NOC to set up Industries . Even a Multinational Company like ACC is facing hurdles in setting up cement plant in our Padubidri as the Politicians & Officers are demanding bribe in Crores.
    When Devegowda was Prime Minister, C.M Ibrahim who was Aviation Minister demanded Crores of Rupees bribe from Ratan Tata himself for giving permission to Tata Airways, and this project could not materialize only due to corrupt C.M. Ibrahim.

    Yes or No, we can argue on both sides. When it comes to Land Acquisition, almost all Industries would like to acquire the land at throw away prices that also double the area actually required for Industrialization. They need convenient place where Airport or Port is nearby and close to any National Highway but least bothered about environmental issues and present fertility of the land. These Industries would keep in their mind long ahead forecast of their running costs. They want to make huge profit but with tax concession too. They would like to bring their own people in Top Management giving little importance to local youths and skills. On another side, we being common public never willing to give our land for any development citing fertility of land, present civilization, religious structures, etc, etc. But same time our Government also not interested in providing alternative homes with better infrastructure for the affected civilians. They always follow existing Government registration prices which is always the lowest of lowest since our own people believe in saving registration charges whereby dealing in cash only instead of showing actual deal money. Some time we unnecessarily blame one Political Party but the fact is when it comes to business, all Political Party Leaders treats them brotherly

All of the above need revival of our minds and hearts that will also bring connectivity amongst people of all ages and classes. This is a simple fact of life, and this is what "Insaahn" is all about.

    The World Bank as well as the World Financial Institutions who are headquartered in Washington DC as well as in New York thru the United Nations are keenly watching India from a distance and seeing our internal stability and integrity to make things happen. It is purely thru this sense of confidence the experts of the world provide a " Favorable Rating" for India. This is how Investors and Speculators prepare themselves to focus on India and enable us to move forward.

    Let us therefore join our hands in order to provide the best united front and see how we can mobilize our transportation, communication as well as Education systems so as to enjoy the best possible confidence all over India, particularly Karnataka so that each and everyone of us will be the recipients of public confidence for our mutual welfare in life.
