Udupi: Move to enhance passenger safety - Software, id card for autos launched

Udupi, Nov 1: With a view to enhance safety of passengers in auto rickshaws and taxis and make the drivers more responsible and accountable, the police department has developed a software that will maintain detailed information of auto rickshaw and taxi drivers in Udupi district.

The software was launched by IGP (western range) Pratap Reddy here on Friday November 1. The project has been implemented throughout Udupi district on a pilot basis with immediate effect and will be extended to Dakshina Kannada, Uttara Kannada and Chikmagalur soon.

As per the new rule, every auto and taxi driver should enrol himself in the 'travel safety register' in the police station in his area. The sub-inspector in every station will scrutinize the registration form and provide a display card with a unique identity number. This card will include all the details about the driver and help the passenger to identify him.

The should be compulsorily displayed behind the driver's seat so that it is easily visible to the passenger. The drivers are required to register themselves before the end of this month.

For the next two months, the project will be implemented on a trial basis, and after January it will be made compulsory. A driver who fails to display the id card will be fined Rs 2,000. Police will start checking the autos and taxis to ensure that the rule is followed strictly.

Sometimes, the auto or taxi may be driven by a different driver temporarily. Even in such cases, the driver and id card should match. For example, if the make-shift driver takes over in the absence of the actual driver, he should be first authorized by the police department with the id (display) card, which should be displayed in the vehicle while he is driving. If the passenger finds that the driver and the display card do not match, a complaint can be sent on the spot through SMS to 9480805400 (mentioned in the display card), and immediate action will be taken, the IGP said. Only those with valid driving licence will be issued the card, he added.

The IGP said that this move will definitely be helpful for passengers in tackling harassment. The database in the software will help in quick identification of the driver whenever the need arises. Moreover, the id card will include details like the driver's blood group, contact details and address, which will enable one to respond to driver's need in case of any emergency, like medical assistance.

At times, the passengers forget their belongings in the auto rickshaw or taxi. In such cases, if the detail in the id card is provided, the police can trace the vehicle easily.

He further said that though it is not a new system, it is being implemented in Udupi for the first time and the id card is more detailed than in other places. Soon, another id card will be issued with details of the vehicle, like name of owner, registration number etc.

    One more thing I want to bring to the notice of concerned. Whether they know the meaning of meaning of Atithi Devo Bhava far too seriously. Reason I am visiting India frequently and from our dress the people can make out that we are visitors. If we go to fish market the rate is different, Riksha/texi driver, tourist agent all will try to cheat by charging more. What is result ? The person who are visiting India will take negative understanding about these people. I am not asking them to do favor. Please treat us as normal people, Value of our Rupee and Indian public rupees is same. Don’t also think that to earn this money we also worked hard.

    Excellent move.

    All these new safety measures going to be implemented as a result of the brutal gang rape incident at Manipal.

    I think the new passenger protection move should be named after the rape victim - Nirbhaya Passeger Safety Cover.

    Anyway, hope new measures will certainly reduce, if not totally eliminated, the crimes.

    Good efforts by the police.
    What about overloading?
    What about bus owners transporting goods on the baggage cabins on the side the bus and on the roof-carrier?
    What about the passengers carrying fire hazard materials?
    What about the driver and conductor smoking?
    What about a single driver in a long distance route?
    What about the frustrated drivers over-speeding to reach earlier?
    What about habitual rash and arrogant drivers who don't care for the RTO rules?
    Please make it compulsory to fit speed checking governor in public transport vehicles.
    Please strictly instruct the slow moving bikes, auto-rickshaws and over-loaded lorries to move on the slower second-track and not on the fast moving first-track.
    The emergency exits and doors on all buses (including school buses used in interstate commerce for non-school bus operations) must be marked “Emergency Exit” or “Emergency Door” followed by concise operating instructions describing each motion necessary to unlatch or open the exit located within 152 mm (6 inches) of the release mechanism.
    It is said that where there is a will, there is a way.

    Good Effort. I wish the Police Department was effective enough in removing the harsh air horns from the buses/autos of both the districts. I am sorry to say, No Officer/RTO/MLA/MP was efficient enough in tackling this menace! Its a pain to travel in Mangalore because of the blaring horns!!

    You are right Stan, unlike Bangalore, Mangalore and Udupi auto drivers, Bombay drivers are decent, disciplined and sincere. They even return one rupee change although their meter starts from Rs15/-.

    This is a great idea. I have written this once earlier also that passengers especially young girls have to SMS the details of the auto to her near and dear ones or someone at her destination.
    If she doesn't reach the destination within expected time, they can immediately contact auto/taxi driver or police. Passenger can also tell the driver that his details are with her relatives, if he attempts any misadventures.

    In the first place, Auto rikshaw drivers in Udupi are very notorious and the Auto dirivers of Manipal are worst. Even today, some of the Auto drivers in the region refuse to switch on the meters. If you insist on switching on the meters, they do it with great reluctance. The proposed change being put in place by the police/administration is a right thing in the right direction. At least passengers, in case of harassment by the auto drivers can complain to the authorities. Hopefully innocent passengers will not be harassed by the Auto rikshaw drivers going forward.

    Yes, I agree with Stan's point of view. Recently I had been to Mangalore, I also faced the same situation. Where as in Mumbai,auto drivers promptly drive to the required destination without any hassle.I feel IGP and SP should experiment with this situation to know the real fact in Mangalore/Udupi. Any improvement is always welcome in the society.

    Instead of enhance passenger safety - Software, id card for autos teach them to start meter to charge the correct amount. Last week I was in Udupi, majority of the auto drivers are not using meter and when I asked them, they are arguing that I must first enquire whether they are ready to go that place and how much they will charge me. Just if you keep Id there is no use. No one is there to check whether the same driver is driving the auto or taxi.My son visited Bangalore last week and he also complained same thing. But In Mumbai we traveled in Auto's without any hassles.
