Union cabinet clears land acquisition ordinance - Yettinahole, Niddodi, certain

Mangaluru, Jan 2: Although local politicians have been shouting from rooftops that they will not allow Niddodi thermal power plant and Yettinahole river diversion project to see the light of the day, it appears that these two projects will go ahead as scheduled. The central cabinet has given its clearance to a proposal to promulgate an ordinance for acquiring land needed for pending projects by skipping certain important conditions set out in the law.

The union cabinet has given its go ahead for land acquisition for a number of pending projects. It is gathered that the decision taken by the cabinet has also got the assent of the President. It will be needed to be approved by the parliament next.

The union government has also been bringing ammendment to The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act 2013. As per the ammendments, which are being made through ordinance, the precondition of obtaining consent of farmers, and study of social impact by the project do not apply to projects meant for national security, defence, electrification including rural infrastructure, industrial corridors and public-private-partnership projects involving social infrastructure.

These ammendments, ostensibly brought for speedy implementation of infrastructure projects, have bewildered environmentalists, who were hoping to stall several projects including the above two, by rallying people's opinion against these projects. Not only barren land, even irrigated land can be acquired by the government without conforming to the earlier condition that 80 percent of land owners have to give their consent before the land could be acquired for certain projects stated above, as per the ammendment.

It is said that the government will ensure that compensation for the acquired lands will be paid four times the market rate as in the earlier act.

    Tulu Nadu people are useless and therefore these projects are taking place? Why not have these projects in kannada land? Unless Tulu Naud separates itself from kannadiga's karnataka we will have these problems and we will never improve.

    The pro-development agenda does not specify whose development and at what cost? If the people of a particular place, don't want the project, why are they thrusting upon them those projects., eg: Yettinahole. By such anti-people moves, no development could be achieved except that of powerfull industrialists like Ambanis and Adanis and not of poor people. Govt. should formulate pro-poor policies and not of uprooting them from their ancestral lands to benefit a few industrials. These measures will backfire in the long run.

    This reflects, they are no different from the other government. Sad thing is that, while in the opposition, they try to pull the legs of of ruling party, and once they are in the power they follow the same policies adopted by the former.

    just to name : Take example of Aadhar card issue and now this issue.

    Regardless of the result, instead of joining hand in hand to develop the country every (99 %) politician are using their valuable time is finding fault with others, whether it is ruling or opposite.

    It is the need of the hour Supreme court to intervene in the major religious conflict, which creats unrest among the people and society. There is a serious need to neutralize this issue for the progress of our country. Politics and religion to be dealt with separately.

    However, since Union Govt passed an ordinance making changes in the Land Acquisition Act by removal of consent clause for acquiring land, I think projects will go ahead without hurdle.

    Today most people register their land transactions at less than 20% to 50% of the actual value thinking they will evade stamp duties and taxes. The government takes the average/median value of the recent transactions to give compensation when they acquire land. Therefore many people will get peanuts when their land is acquired.
    With this ordinance land will get into the hands of rich industrialists in the name of development. They anyway generate enough money from the public or banks to finance their projects while the displaced landowner will be penniless.
    Development can happen without wanton destruction of the environment. The yettinahole project if not properly implemented will leave mangalore a dry place for sure. It is better if the people of mangalore plan for alternative water sources right now instead of crying later.
