Bengaluru, Mar 7: Dealing with cases involving sexual abuse of minors by priests and religious and implementation of anti-sexual harassment policy as well as child protection policy are new sections in the completely revised Pastoral Handbook of the Bengaluru Archdiocese, which is being implemented in the Archdiocese of Bengaluru with effect from this month.

The 736-page revised pastoral handbook since the publication of the first edition in 2009, according to the Archbishop Dr Bernard Moras, contains a few "new additions that are found to be essential for effective and better pastoral ministry."

Some of the new additions and guidelines based on the Code of Canon Law and the latest thinking in the Catholic Church as enunciated by the present Pope Francis are certainly worth implantation in other dioceses as well.

The pastoral handbook has been "revised and updated to maintain currency and relevance," the Archbishop said pointing out that the main objective was to "set the framework for the planning and designing of new ministries and upgrading the existing ones. The priestly character is the root of the specific action of the sacred minister, who acts in the person of Christ as his extension, on behalf of the local and universal community, he said.

Archbishop Moras said the pastoral handbook represents a continuing effort to systematize and streamline the pastoral and financial administration in the Archdiocese. The directives given in the pastoral handbook and other guidelines given for the Archdiocesan Educational Institutions, administration of the Archdiocesan Pastoral Centre at the Paalana Bhavan, Bengaluru Multi-purpose Social Service Society, the Family Welfare Centre and the various commissions and associations will remain in force until their revision, the Archbishop said.

The entire pastoral handbook divided into two sections dealing with the Pastoral Manual and Finance Manual comprises of a total of 33 chapters with a large number of annexures besides a brief historical account of the formation of the Archdiocese. The handbook also mentions the constitution of two new Archdiocesan Commissions for Migrants and the Disabled taking the total number of Commissions in the Archdiocese to 20.

The new chapter on dealing with cases involving sexual abuse of minors by priests and religious lays down the norms for dealing with such cases and the policy as well as procedures to be followed regarding sexual misconduct by Archdiocesan priests, deacons and seminarians.

The other chapter on anti-sexual harassment policy is rather elaborate as it incorporates preamble, introduction, definition of sexual harassment, forms of sexual harassment, preventive steps, complaint mechanism, confidentiality, conflict of interests, victimisation, information, education and training, non-waiver of statutory rights, submission of annual reports and review.

The new chapter on child protection policy to be followed in the educational institutions governed by the Archdiocesan Board of Education (ABE) is also elaborate with introduction, aim of the child protection policy, how to protect children, instruction in schools, protection against sexual misconduct, duties of an institution, procedure for lodging a complaint, dispute resolution prior to enquiry, charge-sheet and enquiry, rules of evidence before complaints committee and so on.

    Jossey, how many years it took take responsible for sexual offences..its the present pope who is bold enough to take decision/accept the reality..money laundering also going for years,even Govt not able to Audit the financial transaction all these years..recently only it started..

    I totally agree with A.S. Matthew. For some, priesthood has become a profession and their goal is not to serve in the ministry but serve their own purpose. You choose to become a priest in order to preach but if you don’t practice what you preach, then you are not fit to be there.
    Revising and updating the Pastoral Handbook will have little effect. The best solution to stop child molestation by priests is allowing them to marry. When there are no hard and fast rules in the Bible that the priests should not marry, then why are they deprived of their rights? When humans modify God’s rules, this kind of mistakes are bound to happen.
    The Vatican is struggling to address these burgeoning sex abuse scandals by priests all over the world. In the US alone, many Churches are gone bankrupt because of compensating many child victims who were sexually molested by some priests.

    Thank you for your honoring response. The Bible tells very openly that the elders must be married and must have training running a family before running the Church.

    In the first century, the church was a local body of believers and they had their elders. Later on, thousands of man-made ideas penetrated to the Christian Church and the various denominations were turned like secular corporations with a battalion of jobs in varying ranks.

    If some of the Priests and Bishops have a special calling to be single like St. Paul, let them do so. But, the first Pope, St. Peter was married because we read in the Bible that JESUS healed his mother in-law from high fever or pneumonia.

    My suggestion is the priests should wear their priestly dress / rob while out of the church also. So as to know whereabouts and where ever they go.

    Not just wearing a formal dress or T-Shirt and go anywhere they wish.

    Dominic Savious W., Bangalore, what are you suggesting? Internal memo to priests and religious, who are responsible for sexual abuse of minors and other sexual deviations? My understanding is that the Pastoral Handbook is for the clergy and the laity, who constitute the church. Just as the priests and religious, the lay people also have a right to know the church's position and remedies available to them.

    Don't be offended or scandalised. Please read the comment made by Joe Gonsalves, Mangalore, and get enlightened. Or is it too much to ask? Are you by any chance supporting the deviants among the priests and religious?

    Archbishop B. Moras is again in the news. With the increased number of sexual abuse cases in the Archdiocese, Archbishop Moras has taken the right decision at the right time. In today's scenario it is seen that there are any number of cases of sex abuse and it is in the fitness of the situation Archbishop Bernard is taking trouble to take remedial measures to get the situation under control.

    Hope his clergy responds well - understanding the difficult situation the Catholic Church is going through.

    Does the hand book deal with how to handle the abuse victims?
    Hurt people hurt Hope not.

    Mr. Dominic Savious: JESUS said " you are the light of the world" Mathew 5:14. The Church, which is the body of Christ is called to serve the humanity so the Church's moral failures can't be kept as an internal secret. We are watched from every side in our life, especially at the Ministers of the Church of all denominations, and when we deviate from the divine calling, the world will be questioning us.

    Those people who are called for the Christian Ministry, if they don't have a real calling and the total dedication of self-denial with the total focusing to serve the humanity, then they shouldn't proceed in this divine calling.

    Keeping a double life through endangering innocent lives will not be tolerated there is no excuse for that.

    Dear Mathew. They are also humans. They are from our own families. They too have emotions,desires same like others. The thing s that they have chosen to serve our community n our Lord by sacrificing almost everything. It's very difficult for them and they deserve respect for that. Mistake can happen from anyone Modern world provokes everyone. If u can live at least this lent period without commuting any sin u have right to talk like this.
