Order soon to make hospitals display rate charts: Khader


Bengaluru, Mar 24 (DHNS): The government will soon issue an order to make 10,912 private hospitals in the state to display charts showing how much they charge for consultation and medical procedures, Health and Family Welfare Minister U T Khader has said.

Responding to a question raised by BJP member Y A Narayanswamy in the Legislative Council on Monday, the minister said his department would take strict action against hospitals that did not comply with the Karnataka Private Medical Establishments Act, 2009.

“Different hospitals can quote different rates based on their infrastructure and facilities provided to patients. But all these rates must be displayed. We will take action against hospitals that do not fall in line,” he said.

When asked about what happened to the 260 notices issued to errant hospitals, Khader fumbled for words but said he would get back to the member with the proper response.

In a separate response to Congress MLC, A V Gayathri Shanthegowda, Khader said his department had called for 100 Ayush practitioners, eight Unani, 22 homoeopathy and 144 yoga and naturopathy doctors.

Besides, through the Karnataka Public Service Commission, the department has also requested for recruitment of staff nurses. It also called for directrecruitment of medical officers.

    Medical profession used to be noble, at least that was what I was told to believe. I was also told to believe that there is someone 'up there' who is looking out for me. At some point in my life I realized that both were 'BS'. We are constantly told something that is way different than what we expect.
    I do understand the cost of education has gone up for these doctors, but it is a supply and demand issue. Parents are willing to pay the 'crores' of rupees to their child's medical college as long as they are able to recover this cost and make more. This will drive doctors from going all out to make money and avoid taxes to recover the money spent on education, so this is a vicious cycle between medical schools and the profession.

    The big plan here, which I would like the readers to think about. Medicine is not what it used to be, there is no more 'compounding', no prevention or public health initiative to reduce epidemics. We have seen rampant Malaria cases, H1N! which are money making for little work from the doctors. With so many colleges and doctors around, I would expect that these epidemics to be prevented. 'Big pharma' is controlling the doctors and hospitals on what to prescribe, what procedures to conduct etc.. Now that health insurance is in the picture they will collude with 'big pharma' to control health care. Ministers and health evangelists will be employed by these two giants with deep pockets to 'educate' the masses on how doctors are abusing the system over and over again. Until now everyone allowed the doctors to bill patients at their whim and not pay taxes. No checks or balances put in place this is all a method to set precedence and give it a bad name until the insurance/pharma duo step in to set it right. Another vicious cycle.

    Ultimately insurance will dictate and referee health care, our insurance premiums will go up, doctors will make relatively less money but a guaranteed stream of patients and get stuck in the billing/accounting nightmare recovering payments from insurance. We will be forever paying insurance, our days of neighborhood doctor will be out the door. We will end up working till the day we die to pay for insurance which will be a perpetual expense.

    Brace up folks, with development comes a price and that is our labor. Theft of labor will be the norm and the average Indian will be stuck for a long time with this 'new age slavery', gosh did I say slavery .. ?? I may be politically incorrect here.

    Mr. Health Minister, if implemented, this would be a great step towards giving justice to patients. However, you may also know that hospitals have a different rate list for insured patients. You should also issue guidelines so that hospitals charge both insured and non-insured patients same charges.

    Black and illegal money making is rampant in Medical and legal community because no proper billing and invoicing applicable.

    Last year I have faced shocking treatment from one of the famous eye hospital in Udupi. Owners of hospital is very famous with his philanthropic work with so many trophies and awards hanging all-around the wall. but for my utter shock not issuing proper invoice for the treatment cost of Rs. 32,000/- paid in cash. initially hospital refused to issue the invoice, since I insisted invoice for insurance claim finally after one week they issued invoice that too with different particulars !

    On the other side Minister saab, ESI hospital is referring most of cases to medical colleges, like Fr.Mullar, AJ, KMC,Unity etc.It’s trure that thies Medical colleges charging (ESI) and other insurance facility holding patients ten times more bill,though patient is not paying this directly,the govt has to incure the huge money( This is also tax payes money) How can we stop this hidden bills!!!!!!!!!!!?
    Why govt can’t upgrade ESI hospital to superficiality hospital like one which we have in RajajiNagara Banglaore.So that we can stop referring patients to this private hospitals.

    Doctors today, want turn over more patients. The profession has become totally commercial. The minister's order will not have any desired effect since there are many loopholes.
    What we need is that government produces more doctors by opening more medical colleges and also open small clinics all over on a PPP model.

    I REALLY APPRECIATE MR KHADER OUR BELOVED MANGALOREAN FOR HIS COMMITMENT FOR HIS DUTIES.

    after observing a few facts about medical practice in various places of Karnataka: please note these facts mr minister khader...

    let ayush doctors also do night duties. they can treat emergency in ayush methods. why only MBBS doctors should do night duty & reside in PHC campus. ayush people are claiming that they are competent. let them show competency..give them opportunity to work like MBBS doctors when you are paying equal salary to them, why they are exempted from night duty ?

    one doctor who stays in my apartment i really feel pity for his working hours.. in addition he has to attend night calls..

    funny thing is even after spending sleepless night for some emergency case previous day, he has to attend duty next day morning after clean shaving,wearing necktie..and his wife was on duty at some other hospital during previous night..

    who will work like that for white money of 70-90 k pm....

    and another ayush govt doctor staying in the same apartment is always enjoying "good night" iafter getting same salary as MBBS!!!

    the inherent nature of doctor job & dis-organised working system of health care delivery is itself the need & creation of black money.

    my opinion, stop treating doctors as god. they are also human beings like all of us with greed/biological requirements. ( i dont think it as wrong!!)

    second dont mix allopathy/homeopathy/ayurveda/unani/naturaopathy...

    third, make health insurance is compulsory for every individual only for proper/defined modern medicine(for poor let government pay the insurance premium) automatically black money circulation stops..

    and for quacks,it is like astrologers !! we cant help!

    and doctors, please try to become transparent, you can not dictate patients, if you want to survive.

    i 100% agree with abdulla. it should be the way how it is described by abdulla. everything should be white transaction only.

    for every medical procedure protocol should be followed ( the expenses to be handled by the patient & if patient is poor then by the government)

    the land for hospital should be available only with white transaction. the bribe to be paid for construction permission & haftha to be paid to all organisations to avoid creating nonsense after unfortunate death of a patient at hospital should be white, there may be some insignificant irregularity of record maintaining / compound wall /waste management/etc, then the bribe to be paid for authorities should be white, the lakhs of donation for MBBS seat should be white, bribe to be paid for permission to start extra facility should be white,white,white...

    if the patient is not having enough money,then everyone talk about humanity, that also should be in white. when some complicated case may die in hospital, then damaging hospital, abusing the doctors & staff should be white..

    harassment by " yellow journalism" by defaming doctor / hospital should be white, spreading wrong information by semi-literate should be white.. political interference in medicine should be white..

    because my friend is hospital administrator... i got this findings... worst thing is all "humanity" & " emotions" will not come in white?

    who want to become doctor for a white income of about 70,000/- to 1,10,000/- pm from your 35th birthday to 60th birthday,after studying hard for about 13 years after PUC, spending significant money of parents , compromising your health,social life,especially sleepless nights, facing "goondagiri" of "sanghatanes" & apathy of government, agony of suffering poor patient, curse of spouse & children for not spending quality time with them?

    yes everyone has to pay tax. before doctors, catch hold of builder / land mafia. stop bribery. without bribe & black money you can not run any clinic in india !

    Now a days if you go to any Doctor even for ordinary Fever or headache the Doctors de-clare that it is H1N1-swineflu even without proper blood test and immediately they prescribe Tamiflu tablet which costs not less than Rs.450/- per strip and which is meant for Swine flu only.
    Since this Tamiflu tablets are manufactured by only two multinational pharma companies they are paying hefty commission to all those doctors who prescribe these costly tablets. In fact it has been proved that H1N1-Swineflu is not more dangerous than typhoid or malaria, still the high pitch publicity given by pharma companies about the imaginary fatality of this disease through paid media and also pay hefty amount to politicians for asking questions about this disease in Parliament or Assembly there is too much hype about this ordinary disease and doctors use this opportunity to loot the patients.

    Death of poor children by Malnutrition in rural areas is 100 times more than Swine flu. It is a 'National Shame' that even after 67 years of Independence still our Govts could not stop the death of children due to Malnutrition. But such deaths are not given publicity by money-minded media and also govt itself is suppressing the facts about such deaths by malnutrition just to hide their inefficiency. This is quite shameful for both media as well as for the government who are unnecessarily concentrating on H1N1 for favouring big pharma companies.

    Hospital.. management..Administration should be professional and scientific just like European /American style..
    1/Registration procedures..
    online..
    2/ waiting.
    3/emergency.
    4/ All Lab test..
    5/reports..
    6/Ambulance
    7/ Para medics.
    8/ All with clean Uniforms. and name plates to register their performance .. for evaluation on line by the Patients/ public/
    9/Hygiene/sanitation : etc should all be all as per American standards.
    in all let the hospitals be run at par with American/European standards..
    Clean/quality/professional service.

    Hospitals will display rate boards, but at the bottom in very small words they will write : Terms & Conditions apply. It is sufficient to legally circumvent the rate board and charge exorbitantly by stating false acuteness of the disease by using very confusing medical terminology.

    most of india doctors income is black. by the time a doctor starts earning he/she will be crossing middle age.

    now because of mushrooming of more medical colleges & money sucking corporate hospitals, individual practice is becoming difficult for them.

    MBBS,MS,MCH - UROLOGIST will be 40 year old, by the time he is in a position to do kidney surgery independently. and at the age of 60 you have to retire. and for twenty years of earning period, the salary offerred by govt / corporate hospitals is one lakh. the time / money / energy spend by an individual is not worth for that money, and patinets will never have gratitude for the doctor.

    getting up at mid night from deep sleep & attending emergency case at hospital for peanuts is it worth? all doctors are suffering from bp/suagr/cholesterol/heart problems because of hectic studied from puc level itself & horrible life style while doing pg & political interference of medical practice.

    no one understands that doctor is also a human being with biological necessities. it is the most difficult job.. to acquire skills / emotional pressure / stupid legal issues / medico-legal issues...

    if you investigate properly.. you blame that doctor is making money by doing so many tests. if you dont ask for tests/scans, later medical negligence is sewed.

    if he comes late due to traffic jam operating a complicated case, you fight with him in most uncivilized manner, nobody is bothered if he had food or passed motion !!!!

    people want granite flooring / good ac/ 24 hours hot water/ highly qualified nurses/doctors/good canteen/ 24 hour service even if it is not emergency,lift,parking,clean toilet ( who will clean the dirt made by of patients party by spitting,throwing fruits,chocolates), 100 % guarantee of recovery ( nobobdy can give guarantee of cure!!) & at the end concession & if possible free.

    remember quality healthcare will not come in charitable hospital,except puttaparthy. CMC vellore is most expensive !!!

    Private Bus owners give big Suit Case to the concerned minister once in six months to ensure that the KSRTC buses are not introduced in all private routes.
    Similarly Private Hospitals will also give biggest Suit case once in Six months to the Ruling Party so that Govt does not bring in any legislation to make Rate Boards in Hospitals compulsory.

    Affordability means finding out the financial capacity of the patients - to which extent he can be fleeced or his relatives can be looted!
    The Private Hospitals talk in 'Robinhood style' as if they loot from the Rich and give it to the Poor. But they loot the rich as well as the poor just like ordinary decoits. They loot rich people more and fleece poor people little less!
    Many people do not know that depending on the higher tariff Room you book, the hospital's treatment charges also differ. For example if you take general ward they charge you normal charges of-course just bore a hole in one pocket. But if you take deluxe rooms or AC rooms then their charges for the same disease will be so high that all your pockets will have big holes. This was disclosed by a friend of mine who works in Billing section of a big hospital in Mangalore.
    When we went to that hospital to admit our relative for a disease we asked for deluxe room as per the eligibility of Medical Allowance in our Bank. Then that hospital staff confidentially advised us to take ordinary room because that way we can save atleast 30% even on ICU, operation charge, doctors Fees & internal medicines. It really worked out. Other patients who took special rooms for same type of disease were charged too high by same hospital for same days.
    So my advise to all the people is that Hospitals calculate your paying capacity (affordability) based on the rooms you book in that hospital and also based on your business or Job. So always go for lower tariff room and also do not disclose your real income. Also do not disclose that you will get reimbursement of medical expenses from your employer company. Only if you have Insurance cover then only disclose the same and make the hospital to claim the bill directly from Insurance company on day-to-day basis which means they should treat you on CASHLESS basis as per Insurance rules. It is the Right of all the people who hold Health Insurance.

    You go to any clinic in Mangalore none of the doctors issue receipt for the consultation fees. The consultation fees range from Rs100 to Rs. 500 or some times even more. Just wonder the number of patients walk in & earnings the doctors make without paying tax. Whereas a salaried employee is taxed right from the pay check & also the goods/services he buys. So I request the Hon minister to make it compulsory for the doctors to issue receipts.Let them charge but they should pay tax like everyone..

    I went to a well known dentist near bunts hostel for a tooth problem. He charged Rs.400/- and when I asked for receipt he wrote Rs.40 and then put a small dot instead of second zero. When I told him to write second zero boldly he refused and told that the dot means second zero. This is the way they cheat Income Tax Authorities.
    I frequently read in newspapers about Income Tax raid on all other types of Businessmen or Professionals. But I have never heard even a single Income Tax raid on any Doctor or an Advocate since last 20 years in Mangalore. Why I.T dept is also favouring Doctors & Lawyers ?

    Make it compulsory for all hospitals to give pukka bills and receipts for the Doctors Fees they charge to the patients.
    Usually while discharging patients all hospitals give computerized Bills & receipts only for all other hospital charges except the doctor's fees. For Doctors' fees they just give hand-written kaccha receipt. If we demand pukka receipt for doctors' fees then they ask us to come after ten days under the pretext that the Doctor is not available to sign the same. After running three-four times to the hospital they give pukka receipt but signed by Hospital Manager only and not by Doctor personally. If Manager is authorized to sign Doctors Fees Bill & Receipt then why the Patients are made to run around for 10-15 days unnecessarily. Why Doctor's fees are also not computerized to enable them to give it while discharging itself? Why different rates are charged for direct cash payment and under Insurance claims or claims from Employer of patients? Why there is no Uniform rates for all patients for similar diseases and similar treatment? How can the Doctor's fees & Hospital Charges can differ from patient to patient depending on his financial strength while the treatment is the same for rich and poor alike.

    The BJP government in budget should have introduced at least 1% service tax on healthcare bills. This is not to inflate healthcare costs. But, to arrest rampant black money transactions without bills at most of the hospitals. Most hospitals give bills for 40-60% charges. Rest all in cash !!!! Say Doctors charges...What is wrong if you bill it properly ???

    Khadar sir, this is an excellent decision. Because there is not even a single private hospital in our district which do not loot the hapless patients. Even they make money on dead bodies! That is even after the death of the patient they keep the body in ICU without informing the relatives about the death and charge heavily for that. Private Hospitals including the ones run by charitable trusts or Religious institutions and their Doctors, are the most heartless section of our society now.
