Mangaluru: Complaints against census surveyors - DC warns of strict action

Mangaluru, Apr 12: Following complaints of laxity and irregularities in the collection of census data that began from Saturday April 11, deputy commissioner A B Ibrahim on Sunday April 11 issued a notification ordering the surveyors to follow the guidelines strictly or face disciplinaty action.

The order came after the census awareness committee wrote a letter to the DC, a copy of which has been made available to the media, regarding sloppy work by surveyors in collection of census data.

The committee had said though it had visited houses, conducted information workshops and training camps with regard to census, surveyors in Bantwal taluk had failed to follow the guidelines.

"Surveyors who came to Irwathur and Parlia in B Mooda Grama of Bantwal taluk, Inoli in Mangaluru, Belthngady taluk, Moodbidri, and other places filled Form 3 with pencils, took signatures on blank forms saying they would fill them up later, and handed over photocopies asking the people to fill them up. They also left out those who staying abroad. Moreover, some of the surveyors left the forms with shopkeepers asking them to get them filled by customers. When questioned, the surveyors gave evasive replies saying that they do not have proper information," stated the letter to the DC.

The committee urged the DC to ask the surveyors to fill Form 3 without any mistakes and also offered to send their workers alongwith the census staff if needed so that the census may be completed without any glitch.

Responding to the complaint, the DC stated in his order, "Two rounds of traning were provided to all surveyors, supervisors, and in-charge officers to visit every house in the district and collect and fill in all required data in Form 3. They were given guidelines on how they should collect data and also given handbooks.

"All surveyors must abide by the guidelines they were given during training and visit every house and collect all the required data, as per the directions of the State Commission for Backward Classes. The surveyors must be cordial with the public while collecting data and should not hurt anyone. They should complete the task with the cooperation of the people and ensure that there is no scope for any complaint," he said.

"Any surveyor found filling forms with pencils, taking signatures on blank forms, distributing photocopies of forms, leaving out those staying abroad, asking shopkeepers to make their customers fill the forms, or failing to respond to questions from the people or violating guidelines in any other way will be dealt with and strict disciplinary action would be taken," the DC warned.

    Sam,,, I fully understand.. I haven't wo of my sisters who are teachers who go everyday early in the morning for this exercise.. Their children look forward for the summer holidays to spend some time with their mothers .. .. And it does not happen. This is pure e exploitation of the teachers.

    We are not happy with this type of census.It has not given proper information to the people.Use graduates who are unemployed and are in need of some financial help.Since there are 55 questions to fill with code surely the teachers need to spend a lot of time on one family.Census time limit is very short.

    Forcing school teachers is totally amounts to torture. How can anybody who are running the govt dare do this. Don't they have daughters,sisters, mothers,in this noble profession. When we mention teachers in image comes in front of us, that of a feeble smiling face harmless human .an agitation by the relatives, neighbors N.g,Os, massive by itself should be held in front of the D.C.s office. Our elected reps should be garlanded in public with things we wear at the lower end of our body.

    I feel the Questionnaire forms should be provided by the respective Municipal Office to the Residence and give a month's time to fill the same and take the acknowledgment of the Residents while handing over the questionnaire and issue acknowledgment on the said form duly filled in. I feel involving teachers in such activities of census etc. is just burdening them even during their vacation period.

    hi ppl plz do think before commenting..i know how difficult it is to do this so called srvy in this hot whethr...my mom goes morning at 9am and comes home at 8pm daily...in this summer holiday...just to do this duty...y shud teachers do this in the first place...cant these ppl appoint some team to do all these census...there r so many unemployed ppl out there..y teachers ?? this is really horrible..and thy are forced to do this inspite of their health problems....ths is the worst country .....

    Teachers are Doing Good Work , Please Give That Form 3 In All News Papers So Peoples Can Keep Ready Their Own Data On That News Papers . So Teachers Get True Data Without Missing Any data.

    Primarily the system in place for data collection is flawed. School teachers who are posted in far flung villages are used for such work, with no tangible remuneration. This work also coincides with the summer holidays, which is the only time they get to have some quality time with their families. If they are forced to this kind of work, I am sure there will be a lot of short cuts. Why should the teachers in the first place be used. Why not a professional organisation put up purely for such work be created. Thoughts????

    Will any one be so cruel as to enjoy in the sufferings of the surveyors as thoughtfully questioned by Shri Nilesh. In that case Don't we need to worry about police who control the traffic day in and day out. What about the people we see repairing/making the roads throughout the year & during monsoon too. Can any one be more cruel than those who make them work & don't pay them their due & on time.

    It is hot in Mangalore it doesn't mean that you don't do your work properly you have been paid for that are you one of the survey man? give some good suggestions. It is better to do online survey instead of sending people home to home and also I heard that the survey man writes in pencil so that he can change the information written on the paper do not know the reason why they do that any idea?

    Regarding the the mindset of our Honourable D.C. to serve, ( make life easy by solving their problems) there is no two opinion about that.If only our corporators(most of them come from uneducated family background & interested in making money as fast as they can) M.L.A. &M.P. Adapt his motto into their outlook & try to help the people under their constituency life would have been much much easier. God alone can do this happen. So let us pray for it.

    It is easy to comment here without knowing anything. Have you ever given a thought on how hard it is to go walking in the scorching heat all day long. What is the compensation you pay to the employees who do this survey in this boiling heat sacrificing their summer holidays. Pay them well and "on time" and then see them work.

    In a secular country like India every one knows that it's people belong to innumerable number of religion, castes, sub castes, sections, & groups. In the 84 years they say that no attempt is made to ascertain their numbers, as to which group has how many. Now this is being done. What is unsecular u find this. What can be uncomfortable questions. Now adays even prostition is given a respectable name. Something like health workers or similar one.why this data be called sensitive and why it should be confidential.every one is aware that in our country 70:/: of ou population live in villages. Out of this a major portion are poor, & most of them below poverty line. To help this people we need facts & figures. This an attempt to achieve this. Why should anyone object to this program unless & otherwise he or they have ulterior motive.

    Primarily, is it a survey or a census. At one place, a top official clarifies it as a a Survey and elsewhere repeatedly as Census. Totally confused. Is all questions mandatory. Is it legal and constitutional to conduct a caste survey in a secular country. Can the government force the citizen to answer caste/sub caste related queries and uncomfortable questions when the constitution holds-up the ideals of secularism? Is the Government in present dispensation capable to maintain this sensitive data as confidential? Can any citizen feel truly secular and abstain from participating in the process? Why not economic condition not figuring as a criteria either in the process or in offering state support? What bars the Government from supporting BPL families belonging to forward castes atleast at par with backward castes. Why a caste-based reservation followed during the past six decades has not impacted the landscape of so-called backwardness? Rs. 100 Crore is reportedly spent on this exercise. If this amount is directly sourced for a welfare scheme, I feel, the issue of backwardness can be tackled at one stroke. In the name of PPP and CSR, Government role in funding welfare schemes are coming down year-by-year. In this context, is this data worth its efforts and controversies?
