Bengaluru: Officer who spoke out against graft slapped with 'compulsory retirement'


Bengaluru, May 2 (PTI): A Principal Secretary-level officer in Karnataka, who had spoken out against alleged corruption in the state government, has been penalised with 'compulsory retirement' for "indiscipline", just three days before his tenure was to end.

M N Vijayakumar, a 1981-batch Karnataka cadre IAS officer who was last posted as Officer on Special Duty, Department of Personnel and Administrative Reforms, (Departmental Inquiry Manual), has also been denied of his full retirement benefits.

"In Order, dated 27th April, 2015 the Government of India, Department of Personnel and Training has imposed the penalty of Compulsory Retirement on the Charged Officer, M N Vijayakumar, with the direction that the retirement benefits admissible to him shall be two-third of the admissible amount of pension prescribed in the All India Services (Death-cum-Retirement Benefits) Rules, 1958," Karnataka government said in a notification.

Pursuant to the order, Vijayakumar was relieved from service with effect from the afternoon of April 27, 2015, it said.

Vijaykumar's style of functioning had reportedly upset many of his senior colleagues as he complained against alleged wrong practises within the administration. He has also faced repeated transfers.

Chief Secretary Kaushik Mukherjee had said a few days ago that the recommendation on compulsory retirement was sent three years ago and the decision was taken by the Union government as he had been charged with indiscipline.

    Some have missed the vital point-
    3 years back the file had moved to center & they took this decision on his termination for indiscipline.
    People with corrupt minds do support corruption of their party people while condemning others.
    Some License require applicants to pay Rs 100 to govt. treasury, while to get the registration certificate they demand Rs 1000. Well Aap government only makes them stop these or it might go underground below the Rangoli.

    No politician is honest. They just put up a show to grab people's vote. We vote for them and they squeeze us from every side. They never allow us to live in peace. They do not realize that we came alone in this World and have to depart alone from this planet leaving behind all the wealth. We the people must get the rights to recall the politician who is corrupt and in-efficient. Today people with fake degree can become the law minister of the State. False educational claims can fetch you Cabinet Minister Post in the Central Government. Bureaucrats are made corrupt by these politicians. If you do not fall in line you will have to face harassment, discrimination,dismissals and finally forced retirements. We cannot trust anyone. Every corner we have dishonest people. There are hardly any honest persons left in India as they are eliminated by these corrupt politicians. India has no hopes of recovering from these dirty decease.     Karnataka Govt is doing all the things who are against them, I heard TV Interview on same person Supari killer entered his house and said I had already made 3 murders, just vacate the place like that, we hats off to Siddu govt. but it is better than DK Ravis case at least better than murder.

    Compulsory retirement just 3 days before his actual retirement!
    This is just to cause him loss of many Terminal Benefits like gratuity and also adversely affect his Pension benefit throughout his retired life including family pension. When pathetically corrupt goonda like DKShi is a minister no honest govt employee can work safely.
    Couple of days back another upright officer named Rashmi was transferred for the sixth time as a punishment for being honest.

    Whether he was slapped with compulsory retirement for speaking out against graft will remain a mystery. We heard about Khemka too in Haryana who claimed was hounded by the then Congress Govt., for fighting graft and now continues to be transfered by the present BJP Government. Trial by the press in such cases are always partisan and flawed. However it is uncharitable on the part of the Govt., to deny benefits to a Government official who has rendered dedicated service to the State for many years. In the interest of Justice the Govt., should give the officer his due benefits which he would have got had he retired three months later on attaining superannuation. Hope the Chief Secretary and the Chief Minister will consider thison humanitarian grounds.
