Mangaluru: Sign boards violating rules - Police serve notice to NHAI

Mangaluru, Jun 5: The public may be facing inconveniences and disturbances on account of the highway widening work between Suratkal and Kundapur, progress of which has been painstakingly slow and chaotic, but the police have problem with the work for a different reason altogether.

It is learnt that inspector of traffic police station (north), Manjunath, has served notice to National Highways Authority of India (NHAI), objecting to the manner in which sign boards are being put up at various places on this stretch of the national highway, duly throwing all traffic norms to winds.

As per the instructions of the highways department, Navayuga company, which is executing highway widening work, has put up boards specifying speed limit of vehicles at various spot. Sign boards which specify speed limit of 100 km for vehicles have become the bone of contention between these two departments.

As per the rules governing transport sector, cargo vehicles and heavy vehicles carrying passengers have to move on national highways within the speed limit of 40 km per hour, the police say. Two-wheelers can gain speed up to 60 km per hour, while other vehicles can travel at 65 km per hour. The police have provided documents to prove their claim on speed limit rules to the department of highways, it is learnt. The police notice has sought to know reasons for suddenly coming up with sign boards about speed limits without holding consultation with the police department.

In response, the highways department has suddenly covered the sign boards all along this stretch of national highway. It is being widely felt that NHAI should have discussed the issue with at least the traffic police before setting up these sign boards.

The traffic police, who have been at the receiving end of the erratic functioning style of the highway widening work undertaken by NHAI, have largely brought the situation under control in spite of paucity of staff. As per records, over 200 have lost their lives after the widening work was undertaken on this part of the highway. NHAI has been sounded through this notice about the danger posed by increasing the speed limit unreasonably, which has the potential of increasing loss of lives manifold.

How about advising the adventurous 2 wheeler riders on the risks they can cause to others and themselves while riding/overtaking at high speed and that too in the residential areas; and the disturbance in rushing behind a reversing vehicle!
There are many who follow lane discipline and ride safely.

Let's encourage and support the inspector who issued notice. At least one officer who is taken initiative. We have been seeing this road work struck from last few years but none of the politicians interference. Thanks to Mr Manjunath

John, you are absolutely right with your comment! The fact that the express buses ute speeds of over 100 kmph but have a safer outcome these days is because the highway is designed for 100 kmph. This fact was made known to all people somewhere in 2013.
Having such a high speed limit, it will be very difficult for traffic police to collect fines for over-speeding.
I believe that the mere intention of the traffic police is this rather than the safety as the highway is already designed for quite a safe vehicular movement at high speeds.
Besides, if they want the speed limit to be 60, 65.., why do they permit manufacture of vehicles whose top speed violates the highway speed norms? If maximum speed in India should be 65, then all vehicles in India should be having a top speed of 65 rather than collecting fines unnecessarily.

Speed limits of 40, 60 and 65 Km/Hour? These limits were there when we had bullock carts on the roads. If we stick to the old rules, India will never progress. Since we have the better roads, IT IS TIME TO CHANGE THE RULES.

    Ahmed,

Those speed limits are ridiculous. Just imagine travelling in a car at 65 KMPH. In modern cars you may need to go only upto 3rd gear. This is the same Police who put up barriers on the main road with no warning lights and they speak about safety.

A lot needs to be done for Road safety. The police have taken right initiative. First there should be lane discipline. The heavy vehicles should always keep to the left and not come on the fast lane. Over taking from the left should be totally stopped. There should be directions about the speed and lane discipline. Erring motorists should be fined. Else even after 100 years from now Indian roads will remain the same.

boards are put up wiyhout any application of mind.
At Baikampady junction there is a board which displays 80 Km limit !!... just the spot where hundreds cross every minuite !!

At Surathkal..no Board warning of Approaching traffic/Busy junction/School/college etc
there is no approach/service road for people staying on the western side.
Accidents have taken place besides arguments n fights break out on a daily basis.
the NHAI,RTA and Police should clarify if it is in order to drive the way it is now done...All vehicles move on the WRONG side from the Bridge underpass junction till Govindas College...hope Someone Wakes up finally.....

When our traffic police themselves don't know the rules, how do you expect public to know the rules?

It is only in India that i see traffic police speaking on their mobiles (and sometimes even scratching his crotch) while directing casually traffic on a busy junction like Nanthoor circle... We need the Abu Dhabi police to teach our jokers some basic traffic rules....Does our traffic police think public will listen to their parkat whistles, like referee whistling in kabbadi match...???

Traffic police should first implement existing rules properly. For the last few years I have observed big gasoline tankers and trucks using wrong side of the road between gudde angadi and kulur junction on the kavoor-kulur road. The reason is simple. There is a service station on the left side and next available U turn is about a kilometer away. Big trucks cannot take U turn there as well and have to go 1 more km to get some space. Simple solution is to cut the road divider near the service station which is not done. Because of this lack of common sense, people face risks and inconvenience daily. I am sure there are many such place in mangalore where commuters take wrong side of the road to save time and fuel. Either implement road rules strictly or remove inconvenience. I don't see both happening. But, I do see a lot of active efforts is fining motorists for helmet and seat belts.

In Nanthoor the board reads 80kmph speed limit and this is a place where four educational Institutes are located.Over 3000 students have to cross these roads every day dodging bullet tankers and two wheelers who move like a swarm of flies with absolutely no lane discipline.
Request to the Lawmakers. Please construct a bypass road outside the city that will not only save lives, reduce pollution and also increase connectivity to other parts while increasing the chance of developments in those parts.

Police have done a good job in segueing notice to NHAI. Rules should not be only on paper but should be obeyed. Apart from the specified speed limits certain kind of vehicles should be ordered only to drive on slow lanes which would greatly avoid the serious accidents about which one reads aboutevery day.

first teach lane discipline before issuing driving licence.. after mulki towards udupi i have seen many vehicles driving dangerously on the wrong side which can lead to damage or loss of innocent lives.. people are so ignorant and lazy that they can even take others life to save fuel and time.. if any one want to see an example of corrupt infrastructure of national highway .. do visit surathkal.

Money making new gimmick. If you observe from Udupi to Mangalore the speed limit is more where there is dense population including schools and very less where the roads are clear and they keep radars and swindle money.

i agree with you John. Speed limit of 65kms and 40 Kms for public heavy vehicles on a NH is joke. Ok, I agree to drive at 65km Mr Manjunath, but can you make these 40kms vehicles to keep to the left and stop those
idiots coming from the opposite direction on my side of the NH.

Looks police are sleeping all the time!. Express buses move on the highway(only Mlore-Udupi) at speeds exceeding 110 kmph!. Also on two lane roads the slow moving vehicles always have to move on the left lane and only the overtaking vehicle within speed limits has to move towards right lane and after overtaking again move to left lane!. Does the police department knows this!?. I am writing this because I have never seen any police official booking vehicles for this gross violation!!!
