Dont think this gold goes to Indian government coffers.
Once the case is taken up by the Customs and Central Excise, a different department will go through this, and might take few years to close this case.
Depending on the court directive, it could be wholly confiscated, or returned with high penalty.
Together with penalties and court proceedings and underhand buttering, the value of the gold is just becomes zero for the smuggler.

I dont understand the reason for such a risk to smuggle gold in.
The international rate of gold is 1165 dollar for 1 troy oz, which is Rs 74150 for 31.10 gms in 24 carat, a price of Rs 2385 per gm of 24, works to Rs 2186 per gm of 22 carat.
India rate is Rs 2600 per gm, effectively a margin of just 20% maximum.
It is better to keep money in bank and get that yield in 2 years than taking such a risk and losing all the money.
    Or am I wrong somewhere?
