Mangaluru: Smart City - District administration laments lack of public response

Mangaluru, Sep 30: The district administration on Wednesday September 30 urged the citizens to participate in the Smart City challenge and give their suggestions for the proposal to be sent to the union government. The district officials lamented that despite several meetings and publicity, the people of Mangaluru have not responded enthusiastically enough.

Addressing a press meet at his office here, deputy commissioner A B Ibrahim said, "Mangaluru city is in the list of 100 cities to be developed into Smart Cities. It is the duty of every individual to give feedback to enable Mangaluru to be selected in the list of top 20 cities in the first phase of the Mission. We have held many meetings in this regard but the people are not coming forward to give their feedback."




"October 5 is the last date to send the vision statement and December 15 is the last date to submit the Smart City proposal to the union government. Citizens' participation is the main criterion and suggestions can be given at www.mygov.in. Some people have started to give feedback. We have received a total of 320 feedbacks out of which 109 are through email. We have put up hoardings in the city. We will circulate pamphlets to every house. We have also started sending bulk SMS so that the message reaches at least up to 3 lac people. The district administration has announced Rs 1 lac for the best vision statement. If we do not receive a suitable statement, we will divide the prize money and the best four statements will be given Rs 25,000 each," A B Ibrahim said.

"We are starting TV shows where discussions will be held from September 30 with the officials, a NGO representatives and representatives from various organisations. On Sunday October 4 at 5 pm, we will have a public interaction in the premises of Mini Soudha. From this we will be able to know the people's points of view. We are currently in the third place as far as citizens’ participation is concerned. In the Smart City concept, citizens’ participation is very important. We have tried our best to reach out to every individual but people are not showing much interest," he added.

Minister Ramanath Rai saidm, "The district administration’s aim is to bring Mangaluru city in the list of first 20 cities. An American agency named Bloomberg will finalize the list based on the specified criteria. In the first phase, 20 cities will be made into Smart Cities and we need to be in that list. The state government and the central government will pay Rs 100 crore each year for 5 years for the development of the city. People’s participation is an important criterion and we need to fulfil it. People think that Smart City means development of the roads, but it is not that type of a programme; it has a different angle."

Consultant Dilip Kumar said, "One of the main criteria for selection of Smart City is people’s involvement. We need to collect the feedback from the people and prepare a report based on it and send it to the government by December 15. The media can play a vital role in reaching out to the people. A Smart City uses digital, communication technologies or information to enhance quality and performance of urban services, to reduce costs and resource consumption, and to engage more effectively and actively with its citizens.

"Sectors that have been developing Smart City technology include government services, transport and traffic management, energy, health care, water and waste. Smart City applications are developed with the goal of improving the management of urban flows and allowing for real time responses to challenges. A Smart City may therefore be more prepared to respond to challenges than one with a simple ‘transactional’ relationship with its citizens,” Dilip Kumar added.

Karavali Utsav 2015 to be held from Deceber 23 to January 3 in city

Prior to the press meet to discuss the measures for the Smart City, district administration held a meeting to discuss about the upcoming annual Karavali Utsav.

"It has been decided to change the location of Karavali Utsav to a place near the petrol bunk in Padua, Kadri. The exact location will be revealed in the next meeting. The Utsav will be held at a cost of Rs 75 lacs. The government has not yet decided to provide grant and if the government gives grant then the cost can be increased," said the DC.

Speaking about the Beach Festival, the DC said that it would be held on January 3 for a day.

Pradeep Kumar Kalkura, Manohar Prasad, Roy Castelino, Mohammed Haneef, Kodijal Ibrahim, Mohammed Nazeer, Janaki S Bramahvar, Srividya and others were also present on this occasion.

    They need to first inform people what exactly smart city means. And also should provide adequate time to prepare the vision statement. They are going to distribute leaflet to every house and 5th Oct is the final date for submitting vision statement.

    I agree with lack of response. Mangaloreans are really frustrated with politicians and officers who turn deff to voices and concerns raised by citizens. Lack of basic amenities abd services rendered by mcc n govt bodies are pathetic. My dad had submitted a letter to mcc couple of months back requesting them to fix road and drainage issues that have been a problem for more than a decade.Not sure when they'll fix????? So what's the point in giving them feedback for smart city????? I can provide MCC acknowledgment if daiji is interested. ..

    Aspiring for Smart City is ok...my doubt is about funding the project.Whether the envisaged plan will work with d quantum of resources shared by center and state equally in five years?

    Smart City?

    1.Install electronic scanning of vehicles at the toll gate like I-Pass system in the USA. This will save lot of money and time in addition to possible embezzlement of toll.(Send a team to study how the I-Pass system works in USA)

    2.Access to free wi-fi in the city.

    3.Mandatory acceptance of credit cards by all the businesses in the city without addl. charges. Set limit on cash transaction.

    4. Wire the city and government offices with surveillance cameras.

    5. e-government with minimum face-to-face contact with government officers i.e. by appointments only.

    I can understand your concern about illegal Cow slaughter, illegal Cow trafficking etc. But U must have seen in Begaluru main roads our holy Cows r let out freely to roam around & to graze in the dirty garbage mounds. U may be aware that last month one Cow was hit by a Motorist. Can U explain to the readers why U r not at all bothered on these basic issues. In fact I have sent an SMS to our Mayor yesterday to take action on these issues. Have U taken any initiative in this regard?

    Just 3 days back our Urban Minister gave a press meeting on Tourism Development Shirva-Udupi sector.
    He mentioned that the CRZ relaxation application has been sent to the Union Govt. since 1 year. To have same rule applied also to Karnataka. When Kerala and Goa are having this facility since long why our govt cannot get this done for our State. It is taking over 1 year. How often is our CM going to Delhi. Cant he just get this job done. Why does Karnataka be deprived of this. Are we inferior state ? If these stupid politicians cant manage something that is our right, what can you smart city can you expect from these politicians ?

    Smart suggestions:
    1. Understand the necessity of multistory parking places in areas that will develop. To compare Mangalore even with smallest towns of the developed world- easing traffic congestion, reducing accidents this is a must. Let it be paid parking.

    2. Roads are not meant for walking. Side walks are meant for walking/ pedestrians. It is disgusting to see school children have to walk on the roads near their school for the want of foot paths. Perhaps people of Mangalore do not want to indulge in Tamasha of getting money for smart city and allowing the politician to get richer. Perhaps the time has come to recall some of these faces seen in the pictures/ posters from their public office.

    3. Water for the coastal region.
    Use the money to create lakes in all the villages in the coastal region- almost every town in the developed western world has a lake to take care of its needs of water. Scrap the Yettina hole. If we do not heed to our water needs of future - what is the use of smart city?? May be the richer politicians will move to greener pastures?

    4. Proper planned drainage and solid waste management system. Absolutely no open drains. Malaria Dengue is absent in USA but is prevalent in neighboring Mexico . Why?

    5. Enforcement of building standards and start heavily fining the violators. We can start a digital photo contest - for the public to send in the pictures of their violators in the vicinity ( too many floors in the alloted space for example).

    The main builders in Mangalore hand in glove with some of the persons in position are the main culprits.

    Let the District Administration introspect why the people of Mangaluru not responded enthusiastically to give suggestion to the Smart City proposals.

    The District administration has so far failed to provide the basic amenities to its people. There were proposals only on paper and no will and conviction to implement it.

    Parking lot in old bus stand in Hampankatta, new bus stand at Pumpwell, Rangamandira at Kadri, Mangaluru as topmost tourism centre, new look to Kadri park, development of beaches, upkeep of all the roads with footpaths, shelters, toilet facilities for the people, proper traffic control, proper functioning of signal lights, marking of roads with white and yellow paints for effective control of traffic, presence of police at every circle where 4 roads meet, buses to stop only at the respective bus stops as provided in the permit, control the rash driving and competition among buses, auto rickshaw menace on the road, rude behavior of drivers and conductors, Zebra crossing at the places where no signal lights are provided, honk free city, garbage free city,cleanliness, health, new central market for vegetables,fish and meat, converting Wenlock and Lady Goschen as Hitech hospitals and the list goes on.

    The District administration, the elected representatives to the Parliament, Legislatures, Civic Bodies, Ministers have not taken any interest and shown any enthusiasm to implement the above necessities or solve the problems of the people of Mangaluru, protect their lives while on road or traveling.

    When Mangaluru was granted Commissionorate in the matter of policing, Mangaloreans thought that there will be excellent traffic control system and law and order, protection of people,control of moral policing, etc.

    Let all people's representatives as we call them, District administration, the Commissioner of Police,DCPs, ACPs and the rest go round the city and have a look at the system.

    First create a proper footpath for pedestrians, create systematic parking for vehicles. Ensure there is proper follow up of road signals by motorists. Ensure there is no loot from KSRTC, PRIVATE BUSES & other small motorists. Ensure there is no digging after completion of work & plan accordingly with the departments concerned. Ensure there is accountability in each & every problem / issues. Give a free hand to the police without transferring them after each & every incident to maintain law & order. Maintain cleanliness & fine those who don't follow the rules. Ensure there is 24*7*365 days of Water / electricity ( doubtful even after 68 years of Independence ). So smart city chances are very rare. If you have buildings but no basic facilities are not the qualities of smart city. Ensure there is no call s from Mobile Operators. Most of all there should not be any accidents.
    Ensure there is no abuse of passengers from Conductors & bus drivers / no overload in the buses. Ensure there should not be blowing Horns ( too much irritating) in the city limits. Ensure there is sincerity in each & every public department.
    Finally stop the fashion of VIP treatment of MP, MLA & MLC's on roads, there should not be any red beacon vehicles except for Ambulance, fire & Police.

    "We have received a total of 320 feedbacks". No wonder why people are desisting from sending feedbacks. DC and In-charge Minister shall be or at least appears to be with people on important issues like Yettinahole Project. Why we need a smart city when entire city is running to shortage of water. Politicians and bureaucrats cannot survive without so called people-friendly schemes. Self interests are always at the forefront and welfare of people in real terms remain as a unpreferred bye-product. Public transport is lifeline of a city which is not even smart. Inclination of these people towards common man was evident during hurdles created by vested interests on JNURM buses in the city. Even 20 paise of every rupee spent on welfare schemes fails to reach people. People has realised that smart city project is a novel way for a few to ively out-smart others. Common man has lost faith in elected governments and the present response level is an indicator to this. Politicians and bureaucracy had always been with aristocrats and creating pseudo/neo-aristocrats. Policies were tutored to their favour in the guise of public interest. Everything disguised to be delivered to common-man is in fact targeted indirectly to the elite class. DC shall announce good decisions in company of preferred. Let the person sitting next to you his position on Yettinahole project rather than sliding on slippery surface. Let him first become true elected representative of people. Somebody needs to remind him to represent his people first and to remain with them during hard times. Being the part of government is next step and that can wait! By telling "I have sought permission from CM to speak on Yettinahole project in the cabinet meeting", he has become a laughing stock in the district.

    Does public have a SAY in the development of our city to say "lack of public response. Public does not have footpaths to walk, public cannot cross roads due to signalless roads. Public does not have any idea, what "Smart City" actually is.

    Why can't the Local Administration appoint experts from the already existing Smart Cities in and around the world.

    Even after putting up the facilities in place, the Public has to be taught to make use of it.

    Look at our ONE AND ONLY "KADRI PARK" and its maintenance. Look at our ONE AND ONLY TOWN HALL without existence. Look at the Government Offices. Do we public have a say in this.

    Just by putting up 100 hoardings, we cannot achieve the impossible. By hiring right people, we can. Let GUIDELINES BE IN PLACE for using public places, parks, railway stations, roads and other facilities already existing. Cleanliness should be the TOP PRIORITY.

    Littering in public, spitting on roads and public places, putting up dirty hoardings has to be stopped. Painting Government buildings and guidelines to paint even private buildings and properties are to be in place. We need to do this AS A RESPONSIBLE AND SMART CITIZEN OF A "TRYING TO BE SMART CITY".

    Not now... it was around 10-15 years ago, Mangalore was called as district of intelligent people and peaceful city in India. Ever since, immoral rowdies started their activities & spread like cancer, most of the educated people ashamed to call themselves Mangaloreans.

    Nobody is interested in 'Smart City' project because of uncivilized, indecent, brainless Immoral Rowdies.

    Spending money on City development will be total waste of money and resources as long as they are made human beings.

    a) Efficient Police force backed up by good NGOs (young blood)
    b) Effective monitoring of Garbage collection/disposal (inspectors to punish people dumping garbage on the roadsides)
    c) Effective Drainage connection (sewage/drainage). Concerned Authorities take money but no implementation of this. For e.g From Kaikamba bikernakatta to Nanthoor junction - Drainage is stalled, fees are collected.
    d) Ensure Safety of Mangaloreans in the hands of Mangalorean comrades - there are many doing rounds and causing injury to people. We need strong police force.
    e) Effect laying of Foot-paths (walk ways), Zebra Crossings at all important cross-sections of the city.
    f) controlling of speeding menace of buses, autos and private cars. If we do not do this, we will be like lawless Delhi.
    These are a few of my suggestions
    g) Restriction (strict implementation) of undue loud-music late nights. Cut of time should be around 10.30 pm for all social and religious functions
