Bengaluru: Upalokayukta Adi 'overstepped' jurisdiction to favour BJP leaders: Ugrappa

Bengaluru, Dec 11: Karnataka’s Upalokayukta Justice Subhash B Adi had "overstepped" his jurisdiction and dismissed a corruption case involving Rs 676 crore in the Hubballi-Dharwad Municipal Corporation (HDMC) to protect leaders in the previous BJP Government, alleged Congress MLC V S Ugrappa in Bengaluru on Friday.

The Karnataka Legislative Assembly has adopted a motion for removal of Justice Adi on charges "misuse of office, misconduct and overstepping jurisdiction."

Ugrappa, who is a close confidant of Chief Minister Siddaramaiah, has accused Justice Adi of disposing off a complaint lodged against the HDMC Commissioner and other officials in 2013 without conducting a probe.

Addressing presspersons, Ugrappa, who has been unearthing documents, claimed that Justice Adi had overstepped his jurisdiction while clearing the alleged corruption case,

The Congress MLC alleged that several HDMC officers, engineering and contractors siphoned of funds sanctioned during the previous BJP government for various developmental works in the HMC limits.

Though the Dharwad district falls under the jurisdiction of then Upalokayukta-I Justice S B Majage, the Congress leader said Justice Adi overstepped the jurisdiction and handled the case.

Justice Adi gave a clean chit to officers accused of indulging in misappropriation of funds sanctioned for solid waste management, drainage and other civic works, he alleged.

Following the instructions from Justice Adi, the Dharwad Deputy Commissioner conducted the probe into the charges levelled by Mohan BheerappaMaligere, advocate, into the misuse of funds in the HDMC.

However, the probe report had given the clean chit to all officers mentioned in the petition.

Based on the probe report, the Upalokayukta disposed of the case without indicting any official, Ugrappa alleged.

    It is lower judiciary and high courts both are incredibly corrupt. One must admit this fact and look for correction. Politicians have used that weakness to their advantage. If judiciary acted promptly and fairly on all cases, things would have been different. If a advocates pleading the case has a meeting with another client, the court is adjourned. If the police not following even basic procedures, they are given time, which can go years after years.
    This should stop. The court must direct dismissal in case police do not follow basic procedures within set time. Further, court should not adjourn hearings.

    This is the only way to fight corruption and fair criminal justice system.

    MR. ADI MUST BE DISMISSED AND A CASE MUST FILE AGAINST HIM. IF HE IS INNOCENT THEN HE MUST PROVE. ADI IS THE SUPPORTER OF LOOTERS OF FORMER BJP GOVT. HE MUST QUIT AND ANOTHER GOOD AND SINCERE WILL RESUME THE POST. PLEASE MR. SIDDU APPOINT A GOOD LOKAYUKTHA OFFICER. DONT CARE ANY ONE WHEN YOU AE DOING JUSTICE TO THE KARNATAKA.

    Seeing the country from its independence in 1947, it wasn't worth fighting for independence and losing lives. We would have been better off under British rule who had better administration, justice system and much better governance in spite of thier descriminatory ways which would have worked itself better as time passed than our own corrupt, selfish and murderous leaders.

    very good observation n i too endorse ur views...my father used to tell us that during british rule there was justice n no discrimination n if a police jawan happens to visit any village people used to lock their doors n are afraid of police n govt officials...if u complain to administration within no time ur grievances are redressed...every product was of good quality n hardly one used to find adulteration..bribery n corruption were almost not existed..but today we are front runners in corruption n briberies...no social justice...judiciary takes nearly 20 to 30 years to deliver primary verdict n after appeals n appeals one doesnt get justice during his life time...devision n hate are order of the day..

    what legacy we are leaving behind for our next generations to carry forward?? Sincere whistle blowers n RTI activists are gunned down..people kill each other for trivial matters..followers of one religion hate n kill followers of another religion...is our independence worth enjoying?? Were we not safe n secure under colonial rule?? Is it the way our political leaders paying tribute to the people who sacrificed their lives for gaining independence?? Very sad n shocking state of affairs...i prefer to be ruled n managed by intellectuals who have concern for human lives n human rights than duffers n uneducated selfish low calibre current day leaders...i can see our freedom waning away in the horizon....the day shall not be far that again we are enslaved n ruled by foreigners..
