Kasargod: Police unable to deport foreign national for want of documents

Kasargod, Dec 14: Police are in a quandary regarding a foreign national who had come to Kasargod two years ago and was arrested in the absence of necessary records. He was sentenced to imprisonment by the court and is now out having completed his term in prison.

Police do not know how to deport Abdul Basheer (32), who was said to be residing in Saudi Arabia. Suspected to be origanally from Pakistan, he is in Kasargod police station for the last four days and police have to inevitably provide food, clothing and other facilities to him. Though the court has ordered for his deportation, it has not been possible due to absence of documents.

Police had taken him into custody in September 2012 when he was found wandering suspiciously. But the police have not obtained clear information about him as he has no records in his possession. He knows Arabic and Urdu languages and seems mentally unsound.

Kasargod CJM court had sentenced him to two years imprisonment and fine. He spent his jail term in Kannur central jail, and as he had no money to pay as fine, he was made to spend another month in prison and was released on December 9, 2015.

Police only have the address stated by Abdul Basheer as 'son of Sayyad Hussain, Makkanakkas, Arhathul Ulam, Saudi Arabia'. Police are trying to find out the address in Saudi Arabia with the help of Indians in Saudi Arabia.

As he appeared to be mentally unsound while in prison, he was treated in a mental hospital for one year from April 24, 2014. Even though the officials contacted Saudi Embassy when the case was in progress at the court, they were not able to obtain any information about him.

Police had decided to accommodate him in an orphanage but the officials there have refused to admit him in the absence of suitable records.

Basheer, during questioning, has given a statement that he was employed in a mosque in Saudi Arabia and was deported to Bangladesh due to his vices. From there he reached Kolkata with migrants. After spending a few years in Hyderabad, he reached Kasargod by train. However police have been unable to establish his nationality.

    I am sure this fellow will be very soon a victim of assault,or someone do harm him.Usually if govt.is intersted,why cant take him as a Asyl/refugee?afterall he is alone,no papers,instead of pushing hin and there?afterall he is not in a stage of looking afterhimself.India is having so many citizens in crores,so one more will not be heavy for India.India has no other possibility.Some human rights People can apply for him.

    Is it not possible to check records at other embassies like Bangladesh/Pakistan/Nepal/Srilanka etc.
    May be he is mentally unsound and his family waiting for him.

    Let some restaurant owners or industrialists in Kasaragod provide him some job. When some money falls in his pocket he could turn sound and start his own life.
    We have embraced so many Bangladeshis, why not one more?

    He is not a Saudi national for sure from the racial features. From his face its almost certain that he is a Bangladeshi intruder into our soil. Saudi authorities have deported him to Bangladesh, surely on the basis of the documents, proof and nationalities.. Our police should do the home work..as its quite clear that Saudi authorities deported him to Bangladesh and from there he came to Kolkatta and then to Kerala...why they have to approach Saudi embassy??/ Please send him back to Bangladesh...He is neither a Pakistani or Saudi but purely a Bangladeshi....

    He must be 100 percent bangladeshi from the information itself and his looks. He was working in Saudi and due to his vice he was deported to bangladesh and from there he came to kolkotta Hyderabad and Kasaragod.....If he is mentally sound he has to be given basic facilities until a decision made to send him back to his home country on humanitarian grounds

    By facial appearance(no to be prejudicial) he doesn't look like like a Saudi.it's south Asian appearance. My guess is case of mistaken identity. Whatever may the case why sentenced to prison? Against humanity, does nationality really matters?

    The man does not have the appearance of a Pakistani. Instead he looks like a Bangladeshi.
    The fact that Saudi Arabia deported him to Bangladesh, and the latter allowed him to disembark an aircraft, is proof enough that he is a Bangladeshi and not a Pakistani.

    So, his knowledge of Urdu might be limited to conversational.

    He may not be able to write in Urdu/Arabic. But should be able to write things in Bengali.

    So, in my opinion, instead of contacting Saudi Arabia on the matter, the police must contact the Bangladeshi Embassy in New Delhi.

    Indians in Saudi Arabia may not be able to go far with this "address".

    Makkanakkas just means "Private place" in Arabic (مكان الخاص). "* al alam" means "(something) of the world", but not capital ('aasimah) or centre (markaz).
    So what the young man has provided to the police is a general description of the dwelling. The "* al alam" could be the name of the building.

    The English transliteration can be incorrect or easily misleading.

    The police must get him to write the letters in Arabic/Urdu - which might throw a better light. It might be more helpful if the young man could identify a city in Saudi Arabia.

    Regardless, the words provided by the police do not at all suggest that it is an address.

    Very difficult to findout who he is.Atleast they can ask him about his mothers Name,where he went to School etc.He seems to be a citizen either of bangladesh or Pak.sad that a personcannt tell his origin.May be S.Arabia is not interested in having such a Person without papers.Also sad one had no house and Family is not interested whoever it is.
