Karnataka government will provide free power for farmers from August 2008 in an effort to fulfill one of the election promises made by BJP. 
 
Bangalore, Jul 17:
Chief Minister B S Yeddyurappa presented a pro-farmer budget that also focuses on urban infrastructure development  in the first budget session of the Karnataka Legislature after the BJP came to power in Karnataka. The Chief Minister  who holds the Finance portfolio, spent more than a month in preparing the budget. He began his budget speech with a poem penned by Rashtrakavi Kuvempu.

Calling his hat-trick budget a 'pro-farmer' one he appealed to the centre to check the rate of inflation. The rise in petro fuel prices has had a huge impact on the financial situation, he said.

However, in an effort to keep the promise made by the party during elections, he proposed to provide free power for farmers from August 2008 and allocated 2050 crore for the purpose. He said the target for this year would be to produce 1000 megawatts of power.

On the infrastructure side, he said there would be  high speed rail to Bengaluru International Airport in Devanahalli near Bangalore. A bio –IT park in Bangalore, direct communication link from Vidhana Soudha to Taluk and district power centres, and an allocation of 700 crore for Metro rail, Mono rail in Mysore, Mangalore and Udupi, raising the retirement age of State government employees to 60 years, were among his other proposals.

The government also proposed development of "Suvarna Karnataka Development Corridor", and Rs 10 crore was earmarked to prepare the plan report. The proposed corridors are: Bidar-Bangalore via Chitradurga, Tumkur-Honnavar via Shimoga, Chitradurga-Mangalore via Udupi and Bangalore-Belgaum via Hubli.

Highlights of the budget:

  • Physically challenged to get RS 1000 monthly allowance
  • Agricultuarl loan 3 percent interest
  • 700 crore for Metro rail projects
  • Senior Citizen to get RS 25 off on monthly bus pass
  • High speed rail to BIA
  • 136 crore for Hubli-Dharwad transportation
  • 950 crore for Sarva Shiksha Abhiyan  
  • 1800 crore for Bangalore’s improvement.
  • 37 ITI institutes to be upgraded
  • Cyber centers at grampanchayat level
  • Free Electricity for farmers from Aug 2008, 2050 crore sanctioned
  • 5 crore for Rajkumar memorial
  • 30 crore for the improvement of Basava Kalyan
  • Retirement age for state government employees up to 60 years
  • 136 crore for drinking water scheme in Hubli-Dharwad
  • New railway lanes  from  Gulbarga-Bidar
  • Hubli to have international airport
  • Four corridors to come up: Bangalore-Hubli-Belgaum corridors, Tumkur-Shimoga-Honnavar corridors, Chitradurga-Udupi-Mangalore, Bidar-Chitradurga-Bangalore
  • 40 multilevel parking facilities in Bangalore
  • 20 crore for Vishwa Kannada Sammelan in Belgaum
  • BBMP to get 300 crore
  • Multi specialty hospitals in Indiranagar
  • Bangalore to have a Bio-IT park
  • KSRTC to get 3200 new buses
  • Vidhana Soudhas to be directly linked to District Taluk offices
  • 36 crore Kims Hospital in Hubli
  • Emergency ambulance service in rural areas
  • Higher education loan at 6 pc interest
  • 3000 crore for peripheral ring road
  • 60,000 houses to be built in BDA lay out, Kempe Gowda Nagar
  • License given to set up 1000 liquor shops across the state

    Free electricity to farmers so that politicians can get popularity. Free electricity to Ministers and politicans, so that they don't have to pay for it. Who pays for all this electricity, it is the middle class.

    In CM’s budget speech he said ‘free electricity for farmers’ he also added two more words in his mind ‘if available’ because their party is going to oppose the nuclear deal for political gain.

    Good budget, but I didnt understand the point of increasing the age limit of government servants to 60 whereas in our neighbouring state kerala it is only 55. I think the govt should have revoked the arrack ban. We very well know what has happened in Kerala where Mr. Antony brought the arrack ban.

    Now you get liqour every where in kerala. Previously there were liqour shops where the liquour was sold, now everyone has become a retailer and there is no check on spurious liqour. Anyways all the best to Mr. Yediyurappa.

    Hope he will deliver the goods to the people of Karnataka. May Goddess Bhuvaneshwari help him in his good work and give him strength.

    While elderly people allowance, school children travel, school or agricultural loan being taken care in our budget, but still it does not address all issues. These are micro issues. Also there should not be feel good factor. All depends on how budget is presented and points are highlighted. If the target point of budget is to keep happy rural public happy budget would be detailed on the development for rural areas. It is important to note duration in which projects mentioned could be accomplished. Specially, in India project has no deadline and hence, points related to infrastructure - rail, airport, IT become integral part of every year’s budget.

    Why feel good about it? Secondly, buses for KSRTC are dealt by KSRTC as an entity - infrastructure costs and government need not budget or account this point. Thirdly, issuing permits for liquor shops is not budget or cost allocation but it is part of revenue it generates money from kickbacks so on…If the government considered 1000 hospitals instead of 1000 liquor then issue point would have been different. Why not our government think positively? Why not budgeted for public library in each and every village or rural areas instead of liquor shops?

    Please divert the 5 crore rupees of Rajkumar memorial to the releif of Chikunguniya which is very dangerous. No need memorial for Rajkumar in taxpayers money.If wanted let his family built memeorial or temple.

    Budget presented is o.k. but implementation of the budget is very important.corruption is one of the greatest challenge. Why we need liqour shops when there is already enough and more. Its nice that interest of farmers taken care in this budget. Our state is one of the best but there are shortcomings in the budget could be rectified. I have full confidence in this daring and dynamic Chief Minister. Let KARNATAKA shine......... may Almighty God enlighten and bless you.

    Presentation in Crores, but outcome will be peanuts. Most of money will be swallowed by their own contractors and putting the burden on next government. Reduce the taxes and meet the need and cry of the poor. Roads,healthcare, water supply, housing and care for the needy are greater then boasting in crores.

Over all good budget but have to watch and see the implementation .How far its practicle and real at the end of year.Politcal party give promises and least bother to fullfill what is given in budget.

    What is the fun in protesting when one gets money, Saldanha? I don’t think that the family of Dr. Rajkumar ever will do that. They will be too happy to get such a sum of money!!! And by the way 1000 liquor shops will provide the money at the cost of all those poor families making them poor yet.

    What about ordering for payment of 30% of Basic Pay as HRA to State Govt. Emoloyees working in Bangalore from retrospective period of Bangalore Based Central Govt. are getting? Why not Medical Allowance for Gr. A & B Staff? Should the employees continue to work in Foreign Service with FSA of Rs.200/- p.m.?

    I do not see any plan or commitment for the people of Bangalore to ever get Water Supply from Cauvery - People living in apartments in near SomsundraPalya HSR Layout are fighting and struggling for water- I believe first those basic needs to be fulfilled before spending on others and corruption by BBMP -

    5 crore for Rajkumar Memorial: Just spending tax payers money to please the political circle & the family. We are in a democratic country and we all are same - wheather he / she is a President or a peasant or a coolie / daily wage worker. Disgusting, misuse of power.This money could have been spent on housing the down trodden / poor people of Karnataka.  I am sure the soul of Rajkumar will not be happy to see this money spent on his name. The public & Dr. Rajkumar family must protest this act.

    Looks like balanced budget. He has kept development of city and rural alike. Best part I saw is Along with bangalore other sisiter city like namma kudla, mysore and hubli got lot of focus. corridor for mangalore is good news. this could be "NICE" company effect. also metro to mangalore is big news. all the best. But will this stop the farmer suicide is the one which need to wait and see

    It is a good move to bring up the downtrodden, by providing bicycle and free electricity, but the credit should go to all the tax payers not any party. No provision in the budget to keep Bangalore city clean and pollution free.
