Bangalore, Jul 3: The state government wants to make sweeping changes to the existing Cow Slaughter and Cattle Preservation Act, 1964 and bring a new act in place of the old one. Home minister Dr V S Acharya, law and parliamentary affairs minister Suresh Kumar and animal husbandry department minister Revu Nayak Belamagi held consultations on this issue here on Thursday July 2.

Speaking to reporters after the meeting, Acharya informed that it was decided to move a bill on the new act in the session of the legislature scheduled to commence on July 9.  "Even though the Karnataka Cow Slaughter and Cattle Preservation Act 1964 has been in force, it has not been implemented effectively.  As per article 48 of the constitution, cow slaughter has been banned completely. The slaughter ban law is in force in nine states, he revealed.

It also refers to prevention of slaughter of milch and draught animals. The Government tried to make some minor amendments to the prevention of cow slaughter Act in the Belgaum session of the legislature. It will now redraft the legislation with Article 48 of the Constitution as the theme.

Asked whether the Government was contemplating total ban on slaughter of animals, the Home Minister replied in the negative.

    Banning the Beef means, you are blocking the food supply to certain community. Dear minister,by banning the meat,you are totally taking responsibility for the scarcity of other food supply and the price rise for other meat and vegetables products.

    Stop wearing leather items, beginning from your side, use wooden sandals and use jute products. Stop drinking milk and other milk products as you are depriving the baby Calf from drinking milk.     400 Liquor stores are going to be opened and Beef will be banned. All these Boozers will be loosers because they will miss that "Beef Sukka" for snack with the booze in Restaurants. Mr.Dinesh from Chikballapur,please let us know what Farmer should do with the Cow that does not give Milk.

The "worship" of cows is a mystery to most non-Hindus. Many wonder why people would want to worship an animal as submissive as the cow. Ancient Hindu scriptures, such as the Rig Veda state, "Cows are God they seem to me to be Indra, the God of Heaven." (Rig Veda 6:28) Hindus have "worshiped" the cow since the earliest time in our civilization. They are considered a form of wealth, even today, in many parts of the world. They provide us with milk, which helps to sustain life, adult and children alike their dung is considered a useful, year-round fuel supply that is inexpensive., the cow became known as a good luck charm.

    The term "worship" has been taken too literally by those who do not comprehend the laws of Hinduism. Respecting the cow is meant to instill the virtues of gentleness and openness into the human mind. In order to guarantee that this treasured resource was not abused the cow was given respect by being treated as a pseudo mother. It was given a special place in society and thus the same social status and respect as a "parent."

    The cow is a symbol of divine love and grace. Without thinking of itself, like the Divine Mother, it produces milk to provide nourishment for other creatures. Cows are honored and garlanded in festivals all over India in the Hindu tradition. The sacred gifts of the cow, namely milk and ghee (clarified butter), are essential elements in Hindu worship, sacrament, and rites of passage.

    Gandhi once described his Mother India and the cow by saying, "one can measure the greatness of a nation and its moral progress by the way it treats its animals. Cow protection to me is not mere protection of the cow. It means protection of all that lives and is helpless and weak in the world. The cow means the entire subhuman world." "Let us return the cow to its rightful place, culturally, religiously, and economically. Let us not misunderstand the past for the present and let not the sacred become something we, as Hindus, are scared to talk about."

    Most of our Ministers wear leather shoe and belt and use leather wallet. Let them show us by example, by using plastic or wooden accessories, which does not contribute to cow slaughter. Many ministers wear leather or woollen cap for greater appearance, which of course contributes to animal slaughter. We steal milk from the cow and deprive its calf from sufficient food, which some people think a fare deal because we need curds, butter and ghee.

    I am not supporting the beef eaters. Red meet is not good for health it increases the cholesterol level not only meet milk products as well. Hence let us stop wearing leather products, eating meat and consuming milk and milk products and support our government in their endeavour.

    Guys, these sort of jokes (ban on cow slaughter )can happen only India. I work for Meat processing company in Canada and 80% of the meat supply comes from Australia and US. I plan production of beef strips, burgers & meatballs in 3 plants for raw & ckd production. . Point is I consume 10 x 40 ft containers beef meat every week. Without any kill, be it US or Australia my production stops. If cow slaughter is banned in Karnatka, is there a impportunity to import live cows to Canada (for our slaughter plant)just kidding)...

    Once this law is enacted, minority may be safe as there may be less chance of being scrutinsed, on cattle transportation. Again, if a cool atmosphere is needed some sort of adjustments, is needed & better to take this as good opportunity to heal. If possible, rehabilitation work will definetly improve a hygenic atmosphere.

    What a great development and achievment by the Karantaka goverment to come up with these type of restrictions. Let us see, we are monitored and partially restricted to practice our faith, discouraged from visiting pubs, and now we are restricted what we eat also. Please take steps to inform offically all foeign nationals and intrested citizens residing currently and those are willing to visit or invest in Karnataka, in detail these type restrictions so that they do not comply or fail to meet the requirments of the state goverment laws. Please compelte the DRAFT law soon so that we can distribute these to all the blogs and readers of intreset so that they can decide to stay one more hour in state of Karanataka which is becoming or getting to be most unfriendly state for business investments and lif style with these type of trends and requirements. Mr. Achyara, please make sure you keep you word as discussed above article and finlize the DRAFT of the planned law soon so that we will provide these details to all beef eaters who are currently resdining in state or planning to invest in Karnataka in the near future. Please do not blame anyone later when key investors and business people leave Karntaka for other States or leave India for good.

    Folks - I don''t think Banning cow slaughter has anything to with a religion. Of course a lot of hindu''s consider it sacred and associate it with the ''mother'' for milk debt. These days with lactose intolerance, most kids are on formula so that debt does not stay valid. The early hindus did eat cow, in fact the ''vedic age'' was a beef eating one.

    The vegetarian revolution came with the advent of jainism and buddhism. In fact the earlier custom was to sacrifice the best bull for the feast. With population growth and culling of the best of bread for guests the quality of the heard declined. To avoid further deterioration it was considered Aghanya that which may not be slaughtered. So again, we are with the ''way of life'' concept where the decision was a socital one and not ''religious'' as hinduism is not a religion.... I love my beef and pork ....

    Before proclaiming Cow to be God..please respect Cows!!! Please don''t try to ban cows just to give pain to those who eat them!! Ask one question to oneself...What have i done good to cows???what am i doing to the cows wondering our roads???who will look at the old cows or those diseased or those incapable of milking or weak male cows???Is there enough fodder for all cows??? etc etc...     A recent article was published stating 18 cows captured by Bajrang Dal during Illegal Transportation are dying in Starvation at Mangalore Police Station. Bajrang Dal are nowhere to be seen now as their job is over. It costs Rs. 500 every day to take care of these Mute animals. What wrong these animals did to put them into starvation death which is more painful and a great torture. If these animals are fed very well, take care for many years and then slaughtered to fill human stomach there is nothing wrong in it than put them into starvation death. Enacting Law or Act in Cow Slaughter is nothing but a joke. We have seen enough laws and acts over the past 60 years and every law has flouted. Also the leaders play a greater role in flouting these laws/acts. By bringing these laws there will be more illegal Cow slaughter at Karnataka/Kerala Border - Mark my Words. The Best Solution is - Cows is useful for Field Cultivation, For Milk and for various religious activities - make best use of them and when they reach a age - they should be slaughtered legally. Create an Abattoir managed by the Government and Slaughter cows legally. The Government will not do it as enacting another law is giving rise to a New Field in Corruption.

    A vast number of Indians irrespective of the faith they profess eat beef so much so that the Communist government in West Bengal had subsidised it in order to provide cheap source of protein to the economically backward people.     Farmers with little plot of land own cows for milk and cow dung. Though they love their cows they can't keep aged ones as feed is limited, so they sell off to get some money. Baning cow slaughter will limit their ability to breed new cows as they cannot sell off aged one. Therefore, prior to baning cowslaughter, govt should provide adequate resting place for aged cows. Naturally, this would help the farmers and cows. If not this policy will be viewed as another anti-farmer policy of state govt.

    There is no need to amend the cow slaughter and cattle preservation act as the govt cannot stop the cow slaughter with legislation. Its a matter of demand and supply. No one can deny the fact many hindus eat and enjoy beef along with their muslim and christian friends and will continue to do so legally or illegally.

    Coming to preservation of cattle, they are growing uncontrolled and there are no resources to sustain them. People are dying without food and the govt wants to waste state funds to maintain millions of cows at the cost of tax payers money. Again its a religion issue in a secular state. It may have been a faith and practice in the past but in the present day it is impractical.

    Well Acharya should first find a solution to provide enough Beef to Beef Eaters. The state should make arrangements to import Beef from neighbouring states. No matter it may be more expensive. This will solve all the illegal cow transporting and most of the unnecessary disputes. If for any reason cow slaughtering may be banned, but not Beef eating. It's the previledge of the people who live in a democratic country and choose what they want to eat. It will keep the cost of food items well balanced. There may be a misconception that Beef is only eaten by Christians and Muslims but it is also consumed by many other communities as well. All know!!

    Its a good decission and it should be implemented by the law enforcing agencies only and by the self styled and self prolaimed morale policing organisations. All citizens of karnataka must respect it once it becomes a law. At the same time, the government must act on rehabilating those section of the population who are earning their daily bread in cow slaughter related business, from meat to leather.

    Redundant cows must be treated with mercy and rehabitate these redundant cows and should not be left at the mercy of generousity. Once the law is enacted, its the duty of the government to treat these redundant cows with mercy and take care of them until natural death takes away their soul.

    It is interesting to see if this stands scrutiny of the court. Article 48 relates to animal husbandry and the improving and preserving of animal breeds and the prevention of slaughter thereof of cattle used for milk and draught. Article 48 is NOT meant for a wholesale ban on cow slaughter unless of course. The governor who is a legal luminary will not sign this for sure, and even if signed it can be challenged in the courts.

    I think , it's high time MR Acharya, realises that more no of human beings are slaughtered these days when compared to that of the cowsunder his regime. I suggest , he better work on human slaughter than cow slaughter, for which he is appointed as the Home Minister.When a few people died a year ago during the granide attack they said , nothing to worry only few died.... i think he is brought into power just to make a fool of himself and of course the RSS and BJP. My advise to the BJP team is to think twice before making such comments, else all will vanish one day, there will be no kamala, just the roten part of it under an eligible leader
