Such illiterate people ,and not human way of acting is not acceptable. His duty was as a animal(Dog) owner to see that it doesnt roam about and harm people. It should be taken and has to be with a belt.when complains over dogs behavour, owner should see that it should be respected and dog to be linied.probably dog was held illigal.still entering victims house without permission and killing is a big crime. He should be arrested and dog too should be tested if sick is.Owner has to pay compansation to the family.Heartfelt sympathy to the family.May his soul rest in peace.
