Mangalore: Sub-standard Kudcemp Works - Lokayukta Officials Interrogate Engineers

Mangalore, Apr 27: Lokayutka officials on Monday April 26 interrogated Syed Ilias Pasha, superintending engineer, Karnataka Urban Development and Coastal Environment Management Project (Kudcemp), based on a complaint filed by Dayanand of Maryhill, Konchady. The complainant's grouse was that though bills were prepared as per the specifications, the works carried out were not up to the standard. 








Dayanand in his complaint alleged that the works for drinking water pipeline between Thumbe and Padil that took over eights years for completion was of inferior quality and did not meet specifications. The main reason behind the inferior works is Pasha, alleged Dayanand and added that Pasha in connivance with the company that was given the contract was responsible for poor quality of works and profited over Rs 6 crore from the works. The works carried out at the scientific sanitary landfill site, a Rs 9.5 crore project, at Vamanjoor dumping yard too is sub-standard and that Pasha has profited about Rs 6 lac, he further alleged. 

The Karnataka Urban Infrastructure Development and Finance Corporation (KUIDFC) had implemented the works for the Mangalore City Corporation under the Kudcemp.

According to a senior lokayukta official, Satish, who was earlier an assistant executive engineer with the Kudcemp too was questioned. A preliminary report on the inquiry would be sent to the head office of Lokayukta in Bangalore.

    When we talk about business as far as PRIVATE FIRMS ARE CONCERNED, we have set of established proceedures, standards,controls,so that the system do not break down. But when it comes to Goverment sector, all these are just eye-wash. There is no point in blaming the Government or person.We need to blame ourself. How many of us have exercised our ballot power unbiased and in the interest of society? For us first comes, our caste, religion. There are Corrupt officials around us amongst our near and dear ones. Do we dare to tell them at any point of time that what they are doing is crime, against people and whole countey ? Instead we praise their ill-found wealth and jealous of quick-bucks they made.

    Social boycott is the only answer.Just Passing comments,but behaving blind, dumb and deaf,when encountered, do not serve the purpose.

    Questioning alone wont yield any results. It is necessary that the vigilance department conduct raids and check the wealth of these people in question. Only then can anyone judge if they have been corrupt or not. Government needs to be blamed for this. KUIDFC doesnt have engineers of its own. All engineers right from the chief engineer to the assistant engineer are on deputation from other government departments.

    So KUDIFC doesnt have administrative control over these people and each one behaves like a boss and want to do what they like. I think all the top KUIDFC engineers involved with KUDCEMP need to be investigated. I think this is just the tip of the ice berg. Am sure in a project of this scale many irregularities have taken place and many engineers of KUIDFC have become rich. May be very rich

    Why Lokayukta woken up after 8 yrs, why the inspecting officials were not doing their routine inspection from 1st year itself and stopped the work immediately. Now all the work has been done, are you going to remove the pipeline. It is like all officials have eaten money now govt. will pass judgement, work is not done as per specification, who wil be the loser the people who are paying tax, in few years time there will be leakage in pipes and you have to replace the pipes with new one. Present govt. will blame old govt. & vice versa.

    Hence before starting any job govt. has to make sure the work is done properly and not only giving press conferences every week we are starting one or other new projects. If you do not have the capability to monitor the project do not start& waste tax payers money. Curb the bribe put the officials under bar & have accountability otherwise it is a big drain in taxpayers money. Hope lokayukta officials inturn will not take bribe, you can't trust anyone nowadays specially by the past record of INCOMETAX RAID OFFICALS.
