The average citizen's perception of the police is their handling and governance - manipulataion rather by the political party in power. As such they behave - like the did during the attacks on Catholics recently - like lap-dogs doing the will of their political masters. Secondly the corruption level prevalent in the Police to which the politicans turn a blind eye too as a quid pro quo works against any respect they can get - respect is something that is earned and commanded by their own behaviour and not to be confused with 'fear' which is generated by brutal behaviour.

The ideal situation would be a separate Police act where they function as an autonomous body, governed by that act in a transparent manner to punish those breaching the rules. If and when that happens there will be a sea change in the way the aam admi look at and treat the men in Khaki. The million dollar question however is whether the Politicans would be willing to hand over quietly their control of their private army when in power?
