I am certain that the case registered is against the road construction contractor. The department is charge of road safety. The revenue department for paying the road construction cost with out supervising the quality and basic safety.
Should a case of negligent driving be filed against the rider, the concerned officer should be prosecuted. The police department should maintain caution on the case and accusations it slams on the rider. If there were no witnesses, God or ghost will have to be brought to court to give evidence.
