Nasscom seeks withdrawal of contentious Karnataka quota Bill


New Delhi, July 17 (IANS): Nasscom, representing India’s $200 billion technology industry, on Wednesday said it is seriously concerned about the provisions of a Bill providing for reservation for Kannadigas in private companies in Karnataka.

Nasscom and its members said they were disappointed and expressed deep concern regarding the passage of the Karnataka State Employment of Local Industries Factories Establishment Act Bill, 2024, saying restrictions could force companies to relocate as local skilled talent becomes scarce.

“Nasscom members are seriously concerned about the provisions of this Bill and urge the state government to withdraw it,” said the IT industry’s apex body.

“The Bill's provisions threaten to drive away companies, and stifle startups, especially when more global firms (GCCs) are looking to invest in the state. At the same time, the restrictions could force companies to relocate as local skilled talent becomes scarce,” Nasscom added.

The apex industry chamber said it is seeking an urgent meeting of industry representatives with state authorities to discuss their concerns and prevent Karnataka's progress from being derailed.

Globally, there is a huge shortage of skilled talent and Karnataka despite the large pool, is no exception.

“For states to become a key technology hub a dual strategy is key - magnet for best talent worldwide and focussed investment in building a strong talent pool within the state through formal and vocational channels,” Nasscom noted.

Meanwhile, Karnataka Chief Minister Siddaramaiah has deleted a social media post announcing 100 per cent reservation for Kannadigas in all Group C and Group D jobs in private companies in the state.

On Tuesday, CM Siddaramaiah had posted the 100 per cent reservation news on X.

The technology sector contributes almost 25 per cent of Karnataka’s GDP and has played a key role in enabling higher growth and higher per capita income than the national average.

With over a quarter of India’s digital talent, Karnataka houses over 30 per cent of the total GCCs and around 11,000 startups.

    All State Governments should always push private companies to hire competent locals. For example a company in Mangalore should give preference to employ people from in and around Mangalore. But what is happening is whoever is in the top management of this company prefers to hire people from his or her region by neglecting the locals. This can be seen everywhere including MRPL, Airport, Port, Ship building yards etc.

    Whenever there is such type of quota -- Labour reservations for Kannadigas or locals -- OR IN any STATE /PART OF THE COUNTRY -- --It leads to manipulation -- Harassment by local labor inspectors -- opportunities to make money / bribes---- compliances which are manipulated - records can show Kannadigas hired but reality is different -- - also litigations etc. -- THE MAIN FOCUS OF BUSINESS /ENTREPRENEURSHIP is to make a company grow -- thereby contribute to nation building -- not being harassed-- local Kannada leaders -- job mafia etc. -- ---If time wasted on compliances -- it is a difficult situation -- to run any business--- Even an ordinary post of sweeper has dignity and respect and hence if the job not done well, it will reflect on the company's quality standards and approach to customer / employees --- Why this is being stated is -- IF ALL AND SUNDRY taken in who are incompetent -- lazy and cannot be fired there will be a collapse- --- of standards--- The focus should be on creating more jobs by making it business friendly -- infrastructure etc. -- many are needing good competent people -- there is a problem of Employability not Employment -- IF ONE INTERVIEWS HUNDRED CANDIDATES maybe one is lucky to get 10 -- who are qualified -- also, who are enthusiastic -- willingness to show their skills -- want to come up in life -- willing to learn-- As they say--- fire in the belly -- so we need a major rethink -- to carry a huge population forward safeguarding all stake holders -- entrepreneurs -- business owners and job market -- IT MAY BE NEWS THAT NO MAJOR INVESTMENT HAS COME TO DAKSHINA KANANDA -- LAST 5 years -- despite so much of talent // education systems -- and value systems -- because of some troublemakers -- Hindutva -- religion -- certain deficiencies--

    Perhaps it's a poor decision, but no one can deny the bias in many IT and other companies that prefer to recruit their own siblings and friends simply because they share the same language, caste, or religion. However, Kannadigas must learn to demonstrate their value to the companies they work for, as this is the key to advancing within an organization. Locals often don't perform as well as migrants, and this trend is seen globally. For example, Mangaloreans in Mangalore may exhibit laziness and an attitude that isn’t corporate-friendly. However, the same Mangalorean can perform exceptionally well in Mumbai, Bangalore, or other Gulf nations.

    At a time when " freebies " has become the top priority of the state govt disregarding development and investment opportunities , the state rulers are now assuming the role of the fabled " sakechilli " , ie dismembering the very branch of the tree on which one is sitting.

    Obviously. Competency is what makes private biz competitive, not reservation. Siddu and DKShi have actually decided to act against the very Kannadigas who voted them to power. Yes, this duo also think that this is their last chance to disintegrate India in one name or the other. Siddu being CM for so long and allowing this, means clearly that he is worried about his retirement plan only and has completely outsourced dismemberment of India as we know to Rahul Gandhi and RaGa only. Bad party, bad timing and bad logic; rarely all three align - this is that rare time and RaGa is leader of opposition - LoL.

    There is nothing wrong to hire locals or give priority to locals and train them or get them trained... By the way the bill was not passed for IT companies....
