High beams should not be used on highways and within Mangaluru commissionerate limits where there are street lights.

“Two-wheelers and three-wheelers should have one or two headlights only. Four-wheeler and larger vehicles should have two or four headlights. The light emitted from the vehicles should always be focused downward and should not cause inconvenience to the eyes of a person sitting in a vehicle at a distance of eight meters,” he said.

The police should again bring back the mandatory covering of half of the headlight with black patch. I remember police were painting the headlight with black paint whoever didn't follow it during 90s and early 2000s.

Many vehicles were fined even for stock headlights that came right from showroom. so need of the hour proper knowledge and technical knowledge how is required. they thought it's modified. factory fitted LED cannot be modified it's been approved by govt before the actual dealer launch. registration happens only after RTO check.
