Imphal, Feb 20: Manipur Governor Ajay Kumar Bhalla has issued a seven-day ultimatum for individuals in possession of looted arms and ammunition to surrender them voluntarily, warning that failure to comply will lead to strict action.
Expressing deep concern over the illegal circulation of weapons, Bhalla emphasized that these arms, stolen from state armouries and other sources, pose a serious threat to public safety and security.
His appeal comes eight days after the imposition of President’s Rule in Manipur on February 13, following his recommendation. The Governor acknowledged the suffering endured by the people of Manipur, both in the valley and hill regions, due to the prolonged unrest over the past 20 months. He urged all communities to work towards restoring peace and normalcy.

"As a step toward reconciliation, I sincerely request all communities, especially the youth, to voluntarily surrender illegally held arms and ammunition at the nearest police station, outpost, or security camp within the next seven days, starting from today (February 20). No punitive action will be taken against those who comply. However, after this period, the possession of such weapons will lead to strict legal consequences," Bhalla stated.
Reports indicate that during the ethnic riots of May 3, 2023, mobs and militants looted over 6,000 sophisticated weapons and hundreds of thousands of rounds of ammunition from police stations and security outposts. While security forces have since recovered a significant number of these weapons, a large cache remains unaccounted for. Despite multiple appeals from former Chief Minister N. Biren Singh and other officials, the response to past surrender requests has been minimal.
Since assuming office on January 3, Bhalla has visited conflict-affected districts, engaged with community leaders, civil society organizations (CSOs), and local officials, and held high-level security meetings with Army, paramilitary, and police personnel. His priority remains restoring peace and rebuilding trust in the state.
“The government is committed to finding a peaceful resolution and ensuring a secure future for the youth. Let us rebuild our state together with hope and trust. Choose peace over violence," Bhalla urged in his appeal.
