How come illegal people from Uttar Pradesh enter Mangalore? Once upon a time there weren't outsiders from other states entering Mangalore? Now it has become a regular phenomenon ... how come suddenly these mischievous frivolous characters enter? Are there no norms/procedures/strictures to curb their entry? There should be a visa type of a process from one state to another permitting entry without which entry should be restricted.
