Mangaluru, Dec 3: Applications under the single site and 9/11 provisions must be cleared within the stipulated time without unnecessary delays, and all officials at the local level must review the simplified government rules and ensure that the process is made citizen-friendly, speaker U T Khader said.
He was speaking at a meeting held at the Dakshina Kannada deputy commissioner’s office on Tuesday to address the issues and confusion related to 9/11 applications in Ullal taluk.
Khader said widespread complaints have been received regarding applications submitted under 9/11. “Officials are appointed to ensure smooth functioning of government services. But if people continue to face more problems, what is the meaning of it?” he asked.

Principal secretary of the urban development department Deepa Cholan said an order will soon be issued allowing 9/11 to be granted after obtaining an affidavit regarding the road in single-site applications. Instead of citizens having to repeatedly visit various offices for 9/11 approval, once the urban development authority grants a one-time approval, the documents will be sent directly to the concerned gram panchayats, removing the need to approach MUDA or town planning committees a second time, she said.
If road widening is required, it will be mentioned in the 9/11 document. In hilly areas, a road width of 3.65 metres is permissible, and the possibility of applying this to the coastal and Malnad regions will be examined. Monthly adalats will be held in each taluk to clear 9/11 and single-site applications, she added.
To avoid confusion in 9/11 rules, the rural development and panchayat raj departments will work in coordination. A circular will be issued weekly instructing local officials to grant 9/11 and single-site approvals promptly, she said.
Some incidents have come to notice where confusion in interpreting 9/11 rules has caused difficulties to citizens due to lack of clarity among local officials. This will be examined, she said.
Khader said that for 94 C converted sites, 9/11 documents to permit construction will be issued within 15 days through an online system. Citizens can directly submit their applications online. He said that residential layouts must provide space for playgrounds, parks and civic amenities, as unscientific constructions are leading to more problems. “For the welfare of future generations, space must be reserved for playgrounds,” he said.
MUDA president Sadashiva Ullal, town planning commissioner Venkatachala, deputy commissioner Darshan H V and zilla panchayat chief executive officer Narwade Vinayak Karbari were present.
