Over 91% voter enumeration completed in Goa, draft rolls on Dec 16

Panaji, Dec 14: Goa Chief Electoral Officer Sanjay Goel, IAS, on Saturday said that 10,84,956 enumeration forms of the state’s total electorate of 11,85,034 have been collected and digitised, achieving a coverage of 91.55 per cent.

Addressing the media, Goel said that 1,00,078 electors, accounting for 8.45 per cent of the electorate, have been categorised under ASDD — absent, shifted, dead or duplicate — after booth level officers (BLOs) conducted at least three verification visits. These names will be deleted and will not appear in the draft electoral rolls to be published on December 16.

He said the ASDD list includes 25,574 deceased electors, 29,750 untraceable or absent voters, 40,473 who have permanently shifted, 2,008 already enrolled elsewhere and 2,273 falling under other categories such as refusal to submit or sign forms.

The CEO said BLOs had shared the ASDD lists with booth level agents during meetings held on December 10, with minutes uploaded on the websites of the CEO and district election officers to ensure transparency. This was followed by district-level meetings with political parties on Friday and a state-level briefing with recognised parties on Saturday.

Goel also confirmed that rationalisation of polling booths has been completed as per Election Commission of India guidelines, ensuring no polling station has more than 1,200 electors. Following the exercise, Goa will now have 1,731 polling booths, with 820 in North Goa and 911 in South Goa.

The draft electoral roll along with the final ASDD list will be published on December 16, and citizens will be allowed to file claims and objections till January 15, 2026. The final electoral roll is scheduled to be published on February 14, 2026.

The CEO further revealed that 1,82,855 electors, or 15.43 per cent of those who submitted forms, remain “unmapped”, meaning their current details could not be linked to previous Special Intensive Revision (SIR) records of parents or heads of families.

He said notices will be issued to these voters from December 16 onwards, asking them to appear before Electoral Registration Officers (EROs) or Assistant EROs with any one of 13 prescribed supporting documents. Hearings will be conducted in person and decisions on inclusion or deletion will be taken on the spot.

Goel said the entire exercise is aimed at ensuring accuracy, transparency and inclusivity in Goa’s electoral rolls ahead of the next election cycle.
