M'lore: Central Excise Commissionerate Celebrates Central Excise Day

Mangalore, Feb 24: The city's central excise commissionerate celebrates Central Excise Day on Friday February 24 to commemorate the enactment of the Central Excise Act in 1944 on the same day. Central Excise Day celebrations will be held at 5 pm at Loyola Hall, St Aloysius P U College, K S Rao Road, here.

Sandhya S Pai, managing editor of 'Taranga', Kannada Weekly will be the chief guest and Pratap Reddy C H, IPS, IGP(western range), will preside.

The guests of honour will be Dr Rameela Shekhar, professor and dean of School of Social Work, Roshni Nilaya and Pranitha, south Indian Actress. On this occasion, awards will be presented to selected assessees and meritorious officers. A felicitation of presidential award winners for meritorious service in the department is being held. Also a felicitation of officers, spouse and children of the officers who have excelled in the field of education, sports, art and culture will be held.

This will be followed by a cultural programme and dinner.

Initially Central Excise duty was imposed on about 10 commodities which by now covers all the manufactures commodities except alcohol,
which is administered by the state governments.  The Mangalore Central Excise Commissionerate was formed in April1, 2000. The major
revenue yielding commodities of Mangalore Commissionerate are petroleum products, ores and slags, and Iron and steel products. During the year 2010-11, this Commissionerate has collected Rs 4960 crores of Central Excise duty making it the 9th top revenue yielding commissionerate in the country.

Service Tax as a new levy was introduced in the year 1994 on only four services, which now covers about 119 services. During the year 1994 the service tax revenue was only about Rs 410 crores whereas in the year 2011-12 it is expected to yield around Rs 80,000 crores making the substantial contribution to the national exchequer. The major revenue yielding services of this Commissionerate are banking and financial

services, port services, storage & warehousing service and works contract service. During the year 2010-11, this Commissionerate has collected Rs 260 crores of service tax. The anti evasion team of this department has breaking the new modus operandi adopted by these tax evaders and unearthed duty evasion of Rs 1.50 crores in 05 Central Excise Cases as on date. The anti-evasion team was also successful in detecting service tax evasion of 6.66 Crores in 35 cases and recovering Rs 2.68 Crores as on date. The modus operandi adopted by the tax evaders are (a) collection of service tax from their clients but not declaring and paying to the department. (b) Rendering of taxable service without obtaining Registration and payment of service tax. (C) Mis- interpretation of exemption notifications.

The audit team also detected short levy of Service tax and Central Excise to the tune of Rs 47.45 crores and recovered Rs 9.48 crores. Major cases of import of taxable services on which service tax has not been paid and irregular availment of cenvat credit have been detected.

The Department, through its tax-reform programme, has come a long way in ushering in a friendly and efficient tax system and the department has taken several initiatives in this regard. 1. Regional Advisory Committee and Public Grievances Redressal Committee (Committees consisting of the representatives from the trade and industry and departmental officers) meetings are held once in a quarter to thrash out problems which might be technical or procedural and to examine the grievances /complaints relating to complaints, harassment, difficulties in getting timely and proper assistance from Central Excise staff. 2. The assessees have been extended various e-governance facilities like mandatory Filing of (a) online filing of Application for registration, (b) online filing of statutory e-returns and (c) online
filing of e-payment of duties. This has resulted in “paperless operations and reduced the time aken by tax payers in compliance. The interface between the Officers and tax payers has also been reduced considerably. 3. The Commissionerate has its website www.cexmangalore.gov.in for easy access fortrade and general public. The website contains details of Jurisdictional officers, name and contact details, list of CPIOs for the purpose of RTI, and Trade notices issued from this Commissionerate. The website is also has other useful links of government agencies at one place for the general public, assessees and officers. The website also given link to Public Grievance mechanism wherein the aggrieved assessee can file and also track the status of the complaint online.
