Govt can put 15,000 CCTVs for US Prez but not for Indians: HC


New Delhi, Jan 17 (PTI): Delhi High Court on Friday chided the government for installing 15,000 CCTV cameras within weeks for US President Barack Obama's upcoming visit here, but failing to act fast when it comes to meet the needs of the citizens.

So "let's get someone from outer space," a bench of justices Badar Durrez Ahmed and Sanjeev Sachdeva remarked.

The bench was hearing an application seeking that the cameras being put up for the American President's security should not be removed after the event in light of several incidents like the December 16 gangrape case.

"Because of a foreign President you (government) do it, but not for Indian citizens. If we direct you to do it for Indians, you do in months and years, else you do it in weeks. Let's get someone from outer space," the bench said.

It also issued notices to the Centre, Delhi government and city police and sought their responses on whether the cameras would be removed.

"Will you remove it (cameras)? You take instructions. Notice. Delhi government, Centre and Delhi police seek time for instructions. Renotify on January 30," the bench said.

It also remarked, "it will take them years to remove it, if it is not vandalized before that".

The bench's observations came on an application filed by advocate Meera Bhatia, claiming that the 15,000 CCTV cameras, which were being installed by the government as a security measure ahead of the Obama visit to the capital on Republic Day, should not be removed in a hurry.

"In the light of the Nirbhaya case, it is evident that the law and order situation in Delhi demands that these cameras (being installed for US president's arrival) should not be removed from some strategic places like the entry and exit points of the capital and other places mapped as the high crime rate zones here," it said.

It also alleged that despite the high court's earlier direction to the government to install CCTV camera across the capital for tracking rape cases and keeping vigil, the same has not been followed.

"Had the cameras been installed at the required places, the Nirbhaya case and other the unfortunate incidents of similar nature might have been avoided or tracked easily," the application said.

    The American President is indeed the most powerful man in the world and along with him comes the entire security apparatus from the US and he will be travelling in his own full security proof car.Perhaps the HC finds these thousands of cameras ostentatious in comparison to the none so ever citizens security.

    Hon. Chief Justice of HC, Delhi, the life of US President is more precious and costlier than Delhities. It is like Lives of PM, MPS, Ministers, MLAs,Film Stars, Mafias, Fanatic Religious Leaders and top Industrialists than the ordinary Indians. This is even when it comes to Courts matters (in some cases) too. Neverthless,now our PM, Modi is in competition with his Predecessor, hence 15000 CCTVs is nothing! Is anyone works out the total expenditure of this visit costs to the Indian Tax Payer ultimately? WOH!! around few hundred crores!! JAI HO!!

    It is remarkable achievement by our Central Govt to install 15,000 CCTV Cameras before President Obama arrives. Good pay back gesture by Central Govt. Unfortunately where does our Govt stand when it comes to Install Cameras for safety of it's own Citizens of India. When so many crimes and rapes and robberies take place in our cities why lethargic / luke warm or even cold attitude by our Govts and authorities towards it's own people.!!
    Let us learn to respect our Citizens and their needs first, they are our Indian Citizens, who live here and have the right for their security..!!
    Will these 15,000 CCTV Cameras be functional once President Obama goes back from Delhi or will they be left without taking care & thus go a waste. After all it's Tax Payer's Money & we the Indian Citizens pay for it, isnt it...!!

    In the wake of security threat, I feel what Govt did was right. It is a matter of protocol. Security requirement is on the basis of threat perceptions.
    Honorable court didn't object to it.
    Court only pointed out that, the Govt should show similar concern to citizens needs also.
