Compulsory helmet for pillion riders-State to study public response

Bengaluru, Sep 28 (DHNS): The State government will take a final call on making helmets compulsory for pillion riders across Karnataka only after studying the response from the public on the proposal, Transport Commissioner Ramegowda has said.

“The government will study the suggestions, objections and reactions from the public before making a decision on making helmets compulsory for pillion riders. We will wait for the responses till October 18,” Ramegowda told Deccan Herald on Sunday.

The last date for receiving public responses in BBMP limits was September 27 but a final decision in this regard will be made only after October 18, which is the last date for the public to file objections and forward suggestions. .

According to officials, the State government proposes to make helmets mandatory for pillion riders in Bengaluru, Mysuru, Mangaluru, Hubballi-Dharwad and Belagavi on the lines of several other states and major cities, including New Delhi and Chandigarh.

The Karnataka government had proposed to make helmets compulsory for pillion riders, including children, around six months ago. Now, the government is standing firm on doing so following public outcry after the death of many pillion riders due to bad roads in the recent past.

Karnataka ranks among the top five states in the country in terms of death of pillion riders and motorcyclists in road accidents.

"Compulsory helmet for pillion riders-State to study public response". Sounds like an idiotic statement. Wearing helmets by the rider and the pillion should be made COMPULSORY all over the state and not only in the 5 corporation limits. Our politicians seem to be going backward.

This is indeed a safety measure to protect lives. There has all along been an unwritten law for pillion riders to wear helmets. This has now turned into a government regulation and WISE LAW TOO. A factor to be borne in mind is that road all over Karnataka are in a bad state and therefore it is expedient that the government to provide good roads for all categories of motor vehicles.

Mangalore roads are in bad shape too. Hope the authorities do the necessary repairs urgently.

What study? Dont waste time and make helmet compulsory or also make compulsory to wear metal armour like olden days when you go to war. Such is the condition of roads and traffic today. or the best would be to make a separate lane for two wheelers only.

A Helmet is only as good as its strap. Improperly used , they give us false sense of security.

If police can use digital camera/CCTV footage and audio record - as a proof for not wearing or not properly wearing the helmets, then against the proof - LET THEM SUSPEND DL for 6 months - No harm done. Alternative is to pay 5,000.

If we cannot wear helmets as a necessary protection - we should not ride the bikes or 2 wheelers.

My full support for the police and enforement officials. Let them have solid proof and everything let it be documented.

We can get rid of traffic congestion too !! ( its a win win situation).

PS: for the people who blame police of taking bribes, let us not give scope.

Ways to make helmet wearing comfortable:
    1. Use a small towel or cloth on your head and then wear the helmet. Wash this every second day or as per use.
    3. Carry a small comb in your pocket. You can comb your hair after removing the helmet. No big deal.
    4. Use mild soap Pears is the best if you think daily shampoo is bad for your hair. This way you protect your hair roots.
    5. 1 hour head oil before head bath on a weekly basis also may be done.

Lets not forget : The people who died recently who did wear the helmets without straps. If they new there was going to be an accident and they would end either brain dead or out right dead, they would have gladly taken precautions.

An accident - is an accident. No ones gets premonition and no one is immune to it. Safe drivers also can get hit from others mistakes. True , rash driving is inviting for disaster to happen.

Mangalore heat and humidity is no excuse for our noncompliance ( or rather defiance ) to properly wear the helmets. Whom are we kidding? The police? or the Yamaraya himself?

We blame the MCC we blame the police we blame the politicians. When it comes to our own personal lives, if we break the law, give bad example to the younger generation - how can we expect others to be clean in conscience?

    Siddanna,

Making helmets compulsory for pillion riders, or for that matter for single rider doesn't make any sense unless and until you improve the roads, maintain strict road discipline, strict penalties for all road offences in the first place.

I have seen people buying sub standard helmets on road sides for just few bucks which will crack like egg shells in the event of an accident, that may lead to fatalities on the road as well.

I am a regular bike user. From my own experience i say with very confident that the major accidents are not due to helmet.. its the negligent riding and sadistic condition of our roads.
For example pumpwell circle road, nanthoor circle road, mangalore karkala road, thokot to derlakatte route are the best examples for the pathetic conditions of the road. and not even have a 20 metere width road in many areas.
I do respect the law for protecting citizen but more than that we should check out quality of road.
i remember a joke recently posted on facebook " A policeman who was decided to construct a single floor house.. meanwhile heard about this new Helmet law and he calls his contractor and saying please be ready to make 2 floor also.

i feel its not required. the major issues are the road. sometimes i feel if a new biker comes to a place wer the condition of roads are so poor.. even the helmet cannot save him/her. so its better if our government focus on creating a better roads with good quality

Police checking usually we see in city where we go slow ride, the major injury happens in highway ride where we dont find regular police checking...

I don't think this will bring good changes to society. . It will only creates good opportunity to make money for police

helmet is defnetly required for any two wheeler rider, but it is not due to helmet deaths or injuries causing, it is the negligence, rash driving, poor road conditions and signaling system.

The main reason for accidents is unscientific roads. If the roads are well maintained 50% of the accidents can be avoided. Wearing helmets is secondary.

Nice decision though we assume your brains are acting but in wayward direction.
First try to improve the road conditions, the foot paths, enforce stringent laws on the speeding vehicles.

From my personal experience I would like to appeal to one and all to have the helmet both for the main rider as well as pillion rider, and all the occupants of the front seat of cars and vans or SUVs to wear the seat belts whether it is for a short distance drive or long distance drive.

Likewise Government must appoint a permanent monitor for each road or (roads) in all major towns and cities....who should make sure the roads are free of potholes or half dug-out locations. The monitor ( like the new elderly Traffic warden in Mangalore) should have full powers to prosecute anyone (*including contractors ) who damages the road either by digging or not repairing the road or ignoring potholes.

Yes we should make compulsory helmets for rider and pillion rider on the two wheelers.
I have seen many incidents when i am on holidays at home town i see some bike riders after widening road they go like rockets, they dont even follow the road safety, always two wheelers should go on the left side of road but they are on the high speed lane on the right.
I would like Govt to implement the Helmet compulsory.
I think only We Indian dont wear a helmet but in abroad no helmet no drive.
    let make it.
Once in rainy season even i had fallen due to somebody fault of driving and i had my helmet always on so i didnt get injured when i bumped and went on side, few scratches but nothing major.
One more thing id any bikers goes on high speed as more than 120km/hr no one does nothing.
Yes the road under construction from surathkal to Karwar almost but people take short cuts crossing road going in opposite direction.
The Road company have made drains from one side to other but the two wheelers use it for crossing and cause accidents .
I would suggest that they better put a stone above it so no one can pass a two wheeler. Aware ness is must. Share along people Dont take short cut, It may take a few minutes to go around than taking short cut by going opposite or passing through the drains. Life is sweeter than an accident awareness is main

Preparing the project implementation plan to compulsory helmet for pillion riders is good but If our Police, Government officials or political leaders are preparing the project to collect bribe than there is no use. In India there are plenty of good rules for the benefit of the people but all loopholes used to take only benefit to Police, Politicians, and corrupt.

Please make helmet a compulsory. If a case study of deaths by accidents of two wheelers versus two wheelers with pillion riders, I believe 80% of such deaths are of the later category. Personally, I am in favor of eliminating pillions attached to the two wheelers.

put a speed limit for all vehicles and the disciplined driving will gradually reduce all accidents. unless the driving becomes peaceful no matter helmets , speedbreakers cant reduce accidents. its only following basic driving rules and regulations will help. put in cameras as they do in UAE and see the change.put a heavy penalty on repeated drivers who break traffic rules.

Motorbike & Scooter companies in India will have to now manufacture a 'dicky' to keep this additional helmet. One never knows when he / she may find a friend / pillion to give a . This is ridiculous and ultimately the cops will benefit !! More rules / laws - more beneficial for the cops.

Firstly make the Roads pot hole free.Everyone knows that the conditions of our roads are pathetic and not meant for riders.
Secondly have a speed limit in force. At reasonable speed the pillion rider does not get jolted as much as she/he would were the rider going fast say at over 60 KMP.
