MGNREGA spending at record high, no cut in allocation: FM


New Delhi, Feb 2 (PTI): The BJP-led government has boosted spending under the UPA's flagship rural jobs scheme MGNREGA to a record high and will for the first time ever provide funds over and above the budgeted amount, Finance Minister Arun Jaitley said today.

Dispelling doubts over the fate of the scheme floated by the previous Congress-led government, he said that while in previous years there has always been lower spending as compared to the Budgeted amount, this fiscal the government has not cut Plan Expenditure as it wants to boost growth.

Addressing a MGNREGA Sammelan organised to mark the completion of 10 years of the scheme, Jaitley said there were apprehensions that the NDA government would end or replace the scheme with a new programme.

"But the new government has not only taken the scheme forward, but also hiked the fund allocation under the scheme," he said.

"This government has not followed the practice of just making higher provisions and later cutting it. I think this would be the first year when the Rs 34,000-35,000 crore which was allocated has not only been spent fully, but also some more resources could be given to MGNREGA".

The Finance Minister said the actual spending under the scheme in the fiscal year ending March 31 "would be highest".

"This country's financial system had a practice that when a Budget is presented, people discuss how much money has been allocated. But in full year, how much money is spent and by how much the allocation is cut, that doesn't attract attention," he said.

There was not a single year in recent past when Budget allocations were not cut, he said, adding that it was a practice to reduce allocations every November-December.

"And the effect of this was that there was less spending and when there is less expenditure on economic development (and) cut in plan expenditure, it impacted economic growth," he said.

Jaitley said 2015-16 "will be the first year when there would be no cut in funds allocated for development works. Actual spending would be more than the provisions made in the Budget."

Yesterday, opposition Congress had dubbed as "better late than never" the Narendra Modi government's praise of MGNREGA saying "it shows how the landmark legislation has changed the lives of the rural poor".

    Growth rate of price of toor dal,urud dal,moong dal also one of the highest in last 19 months.NPA in psu banks rose to dangerous level of 6% and net NPA @ 3% is also one of the highest in the history after introduction of NPA concept.Indl production all time low in last 19 months.Inspite of record fall in crude oil on last 13 years we get petrol @ 62 & diesel 45 is also highest when compared to crude oil price fall.

    What is more important is the overall inflation not just the daal price. An average person spends money a lot more on other items.Overall inflation is around 5.5% and it used to be above 10% during UPA. Regarding the NPA, these are corporate loans mostly taken during economic bust of UPA.
    Regarding the petrol price, govt has removed subsidy to pay off the country's debt. It was 6% of GDP during and it was unsustainable. Today it is around 3.8% of GDP.

    Let me add on..., the sustained growth in the service sector is the result of Grand old vision of our Ex Honorable PM Shriman Bharat Ratna Late Rajiv Gandhi to carry on reform in Telecom & IT sector despite the stiff opposition by the BJP & associated labor unions during Mid-80's.

    Populistic pro people schemes whichever the govt introduces should be appreciated.Like MNGREGA,IRDP,SEUY,PMRY,PMJDY etc., Many of a pro people socio econominc schemes of yester years introduced by earlier govts have changed lives of millions in entire country. There might be loop holes too somewhere in implementation level. In totality these good schemes are above political considerations and motive behind should be lauded. The field level functionaries role can not be undervalued at any cost. They are the real power who contribute to success of any schemes of the govt.
    The PMJDY yojana is such a scheme which brought crores of people into banking fold and benifited people got subsidy/govt facilities directly avoiding middlemen who were sometimes eating vitals of the good measures. In PMs jan Dhan Yojana 18 crore SB accounts were opened by Banks and the banking fraternity worked tirelessly to make the programme a grand success. Opening of 18 crore bank accounts in a short span of six months is by itself a record which never happened in earlier times.
    Unfortunately the credit the success banker deserved for making the scheme a success never given to them and their good work not even acknowledged by Modiji. Again the bankers were degraded by criticizing them in his speech in the country wherever he went and even in foreign soil which is very painful. This mind set is really condemnable.The fact is that there are 20 lakh bankers families in the country who have a greater say in political stability of the country like their contribution to economic growth. I hope that bankers efforts in making PMJDY a success is duly acknowledged/appriciated at least now.

    The best for BJP is not to do anything and not to mess with the scheme as you and your ministers have no clue about it. Just leave it as it is which I see you doing it by saying grapes are sour. After 3.5 years when you completely defeated and the next party comes to power they will pick up from where congress left and people will enjoy the benefit.

    Roshan..programes are good but how its implemented , how its managed!!..look at AADHAR..it was a mess, even SC said its flawed & cant make mandatory even after spending crores of tax payers money..MODI almost thinking to close it down it..since already crores are spent, MODI took initiative to correctly implement it..look at the registration data in UPA 10 years and NDA 2 years..Congress chest beat for this also saying its our program..For MNREGA/NREGA Govt spending thousands of crores but there is not even half Asset creation on spending, ghost labours looting tax payers money..How many year you can spend like that..ultimately you have to reduce spending on others like education,Health..MODI in parliament said, unless MNREGA modified to create Assets its going to fail..its MODI's political compulsion keeping afloat this scheme..Congress/black listed NGOs/YADAV/BHUSHANs waiting MODI to take first step on MNREGA..But it seems MODI learned hard lesson..

    MNREGA was a good programme that UPA 1 & 2 failed to implement properly. Bad management & high corruption across levels damaged this scheme

    Now NDA has clearly shown how a populist scheme can be effectively managed & efficiently implemented. The poor who are beneficiaries are gaining immensely. Now tell us who is the better Government?

    Modiji and BjP were all saying rubbish about Aadhar, DBT, MGNREGA, Jan dan (relabelling of Financial inclusion!), and so many other schemes of UPA!. But today they are like ingu thinda manga!. They have not been able to show a single wrongdoing nor able to launch anything new of their own!. Maun mohan was much superior to loud mouth!
