Ishrat missing papers panel set up not to implicate anyone: Rajnath


Ahmedabad, Jun 19 (PTI) : The purpose of setting up an inquiry panel to find the missing files related to the encounter killing of Ishrat Jahan was not to implicate anyone but to recover the documents, Home Minister Rajnath Singh said today amid the controversy over the officer conducting the probe having allegedly tutored a witness.

"The inquiry committee was set up not to implicate anyone but to find the missing files," he told PTI here, amidst allegations that the NDA government set up the panel to find faults in the previous UPA government.

The Home Minister, however, refused to comment on the news report that the inquiry officer, Additional Secretary B K Prasad, tutored one of the key witnesses before taking his statement on the missing files.

Asked what will be the next course of action of the government as the panel has submitted its report, Singh said he was yet to go through its contents and will take a view only after talking to all people concerned.

In its report, the inquiry panel has said that only one missing document of the five related to the Ishrat Jahan case has been found.

The documents which continue to be missing were from the period when P Chidambaram was the Home Minister.

The inquiry panel, which submitted its report last weeek, has concluded that the papers were "removed knowingly or unknowingly or misplaced" in September, 2009, a period when Congress leader P Chidambaram was the Home Minister.

The inquiry panel, however, made no reference to Chidambaram or anyone in the then UPA government.

Based on the statements of 11 serving and retired officers, including the then Home Secretary G K Pillai, the report said the documents went missing between September 18 and 28, 2009.

Ishrat, Javed Shaikh alias Pranesh Pillai, Amjadali Akbarali Rana and Zeeshan Johar were killed in an alleged staged encounter with Gujarat Police on the outskirts of Ahmedabad on June 15, 2004.

The Gujarat Police had claimed those killed were LeT terrorists and planned to assassinate the then Chief Minister Narendra Modi.

    In a major setback to the 2008 Malegaon blasts case, seven statements of witnesses - all recorded in the presence of a magistrate and admissible as evidence - have GONE MISSING from the Special NIA Court.

    Coming in the wake of Special Public Prosecutor Rohini Salian's statement in June last year that National Investigation Agency (NIA) officers were putting pressure on her to go soft in the case, the disappearance of the crucial court documents will again call into question the prosecution's intent and ability to take the case, in which members of an alleged Hindu radical group stand accused, to its logical conclusion.

    During investigation, "sufficient evidences have not been found against" Pragya Singh Thakur and five others, the NIA said, adding it has submitted in the chargesheet "that the prosecution against them is not maintainable".Calling Karkare’s probe ‘dubious' and s MCOCA.

    While the nation is heading for 'Digital India' Union Home Minister Rajnath Singh has already clarified in parliament that out of the 11,000 files destroyed to weed out files and papers, none belonged to the assassination of Mahatma Gandhi.

    Why the files are not declassified and put out in the public space of the national archives so that researchers could use them for archival value and for historical research?

    Irony of 'Digital India'.In one hand they want to weed out 1.5 lakh official files.In other hand looking for lost and found Ishrat Jahan case while NIA crucial witness missing prior to Malegaon verdict.

    You better know his qualification and ability. He is only one person resigned when he was criticized by Subramanian swamy. Just show me any Indian ministers took any responsibility for wrong doing in their department and resigned. Only I heard about Lal Bahadur Shastri when he was Railway minister. All Indian Ministers are shameless even after going jail also stand for election.

    No doubt Raghuram is an able and best suited person,as RBI GOVERNOR, but we must remember no one is indispensable, his tenure is going to be completed,let someone else hold the reins,then only we can compare and contrast.

    Still I 'm much confused and puzzled.
    How did a young gal from mumbra seen along with pak nationals.
    What her family members are doing on that time..when there daughter not reaching home from college.
    She is to visit other places along with pillai and these pak nationals. What she is working under exploration team without knowledge of parents.
