Bengaluru, Aug 29: The Chairman and Speaker of the Karnataka State Legislative Council and Legislative Assembly have initiated a move to put their Houses in order to ensure use of legislators’ precious time and end waste of tax payers’ money.
The presiding officers of both houses of State Legislature have constituted a joint house committee to enable legislators’ stage protest only during post-lunch session of the legislature.
Speaker K B Koliwad on Monday chaired a meeting of legislators and officials to discuss framing of new rules of the Legislature.
Speaking to media persons after the meeting, he said the proposed new rules would not permit legislators stage dharnas or moving adjournment motions as soon as the House commenced.
Both Houses would conduct proceedings as per the items listed in the day’s agenda during the first four hours of the session.
This means all adjournment motions would be taken up only after 2 pm (post lunch session). Generally, during the session, members assemble at 10 am.
The new rules would curb unruly behaviour of legislators and ensure disciplined conduct of proceedings.
Karnataka Governor Vajubhai Vala has also appreciated the proposal for ensuring effective use of the legislature time and curbing wastage of tax-payers’ money.
