Hassan: Experts fighting to plug leakage in Mangaluru - Solur LPG pipeline

Hassan, Nov 17: Hindustan Petroleum Corporation Ltd's (HPCL) teams of experts from Mangaluru and Mumbai are finding it hard to contain a leak in the gas pipeline between Mangaluru and Bengaluru that has been completed till Solur. The pipeline ruptured near Jenukallu valley on Ankapura-Mosalehosahalli road in the taluk on Tuesday night. The experts had not been able to repair the section till Wednesday night.

The teams of experts arrived and identified the spot of leakage but they were unable to address the issue till the amount of leakage considerably reduced. They were waiting till Wednesday evening for the pressure to reduce. HPCL executive director, J S Prakash from Mumbai himself came down to the spot and led the team of experts, as this is considered to be a rare and serious incident.

On Tuesday night, LPG was seen spewing out like fountain to a height of six feet and the liquefied petroleum gas was seen flowing down by the small canals in adjacent agricultural fields. The villagers could see leaked LPG getting mixed with environment in moonlight on Tuesday night.

Policemen have banned vehicular movement on Mosalehosahalli-Ankapura route and posted policemen on all directions of the spot three kilometres away to ensure that no vehicular movement happens as it could be disastrous.

It came as a surprise that gas has leaked on this Mangaluru-Hassan-Solur pipeline of HPCL within ten days of its commissioning, although it is equipped with latest safety equipment. It is said that the experts could not properly gauge the exact spot of the pipeline that has been damaged and determine whether the leakage is due to technical reasons or whether thieves who had earlier stolen diesel and petrol by rigging the pipeline had tried to meddle with LPG pipeline. Only a proper investigation will be able to throw more light on these issues.

In view of this serious incident, taluk tahsildar, R B Shivashankarappa, on Wednesday, enforced prohibitory orders in Shantigram revenue division and Ambugondanahalli limits till November 17.

    Testing and commissioning agency (IF ANY ) must be blamed for this. Our people save money during testing and commissioning and pay more than double during operation.

    Only few days ago this line has been inaugurated which gave sigh of relief those travelling through Ghat section to reach Bangalore.

    1.How does this project got approved which cut through the dense populated areas?
    2.Why there are no leak sensors and fire retardant were installed to suppress the fire and to avoid catastrophe?
    3.There are several capsule tankers has been accident in the past.What is the government contingency plan in case major outbreak of fire?

    May be there are not technically expert. Site touring experts. A common man can determine is raptured or drilled by thieves. But it is not so easy to drill hole to LPG pipe with high pressure. Technically live drilling is called as “Hot Joint” and only few companies can do this job as tools involved are too expensive and high standard of safety is involved. My question is considering the media of transportation (LPG) did they follow up NFPA guideline or relevant Indian guide line and protocol for monitoring of the pipe line? Radiography of welding joins and finally hydro test is carried out? Some of the Gulf countries monitor (just) portable water pipe line by the help of satellite to know the accidents. Gas leakage started within 10 days of commissioning, means 100% No sabotage, NO theft but poor quality of workman ship, material or lack of tests.

    Since pipe line carrying LPG line, all the welding joints are 100% x ray test will be done. Also preheating and post heating will be done since special quality pipe lines are used. One station to other station distance is more than 200kms, every 15 to 20 kms gap some intermediate station with control valves/shutdown valves will be provided.SCADA system will monitor the Pipeline flow/ pressure/temperature and other critical parameters through ON line. If any leakage, high pressure/low pressure or other parameters are observed immediately the corresponding section valves will be closed immediately resulting in Stoppage of Pumping station main pumps without any delay. Whatever the liquid or gas present in between the two substation will be spilled through the damaged pipe.
