S D'Souza (29) Detained in British Teenager's Murder Case

Panaji, Mar 10: Intensifying their investigations in the death of 15 year old British girl who was found dead on Goa's seashore, police today arrested a shack boy for raping the girl little before she was found dead.
 
Police arrested Samsung D'Souza, 29, for raping Scarlette Eden Keeling in the wee hours of February 18 few hours before she was found dead in a semi nude condition on Anjuna beach.
 
"He is arrested under the charges of rape as an eye witness has given testimony that he saw Samsung in compromising position with the girl," state inspector general of police Kishan Kumar stated tonight.
 
Kumar said that the charges of rape stands as the girl is minor and as per Indian laws sexual intercourse even with the consent of girl amounts to rape.
 
The family of Scarlette had earlier accused Goa police of attempting to cover up the case after the police registered the case as accidental drowning.
 
It was only after the media and family mounted the pressure and state chief minister Digamber Kamat intervened, the second autopsy was conducted on her body which pointed out 50 bruise marks, half which were ante mortem.
 
Amidst mounting pressure, the state police had changed the investigating officer of the case replacing sub inspector Nerlon Albuquerque with special investigating officer, police inspector Braz Menezes.
 
The police earlier in the day had registered the case as murder and filed FIR under section 302 of indian penal code (IPC).
 
In the afternoon, police had taken custody of three people – including Samsung D'Souza – who were seen with the girl during the last moments.
 
"We will arrest more accused soon," Kumar said.
 
Police sources confirmed that they are trying to probe into the murder angle of the mystery as the girl was found dead just one hour forty minutes after she was seen with Samsung.
 
"This is a crucial time period. We are able to get to know what happened during this time span, we will be able to solve the case in toto," Kumar said.
 
The police investigations are surrounding around few hours of Scarlette's movements before her death. Eye witnesses have already revealed that Scarlette was seen partying with a group on a beach shack at Anjuna, few metres away from where her body was found.
 
Police officials stated that after nabbing Samsung who is having a sure role to play in the entire episode, they will be able to piece together the clues which will lead them to whether Scarlette was murdered or it was actually accidental drowning.

    This new development has just changed the minds of a big group of tourists here who were so keen on visiting Goa. They just cut it out of their itinerary. What a pity. This will continue to affect tourism if the Goans turn a blind eye to what is happening in Goa and if there is no proper protection for tourists.

    I hope Scarlett Keeling's family gets justice. Westerners of all classes are accustomed to the protection of the law at home. They should be aware that in India and many non-western countries the rich and powerful can get away with rape, murder and crime.

    The culprits should be meted out capital punishment. These butchers should have had some pity on a 15 year old kid. Don't they have their own sisters, mothers who can expereince such attrocity from goons like them? Our heartfelt sympathies to the British family and people. It's a shame Goa will have to carry as a result of these few ruthless people.

    Goans wake up, put your pressure on the government to give us better protection on our land especially of our land grabbers, from bad influence on children of crimes, drug addition and robberies etc. etc. to make Goa a safe haven for our future generations.

    This is a shameful and dastardly act on Scarlette Eden Keeling by the criminals. It is disgusting to hear of such crimes are happening on our beautiful and peaceful Goa. If the Police Inspector-in-charge was suspended earlier in 2004 for another similar case, he must be punished and made to pay a large fine for his negligence for not investigating the case properly of Scarlette Eden Keeling and he must be terminated from his service for his second case for negligence.

    We do not need such police officers who neglect their work and do not do their duties. The police are supposed to protect the public and not allow such crimes and robberies to take place. This only goes to show very clearly how our police force is working in Goa. We hope the Goa Government will take appropriate action on these criminal.

    The Government must hang the criminals and not leave them scot free on bail to rape/kill other females. Crimes such as these will only cause fear among young girls to move freely in Goa for fear of rapes and murders. Also incidents like these will definitely obstruct Goa's tourism industry. The Government must take action so Goa is a safe place for the tourist and people of Goa.
