Panaji: State Committed to Achieve Zero Revenue Deficit - CM

Panaji, Jun 19: The State targets to achieve zero revenue deficit and reduce fiscal deficit to three per cent of the gross domestic product, state chief minister Digamber Kamat said.

“We have displayed our determination in providing ample prudence in the fiscal management, and we are committed to achieve zero revenue deficit and reduce fiscal deficit to a manageable three per cent of the gross domestic product by the year 2008-09,” Kamat has said in the message written in the recently released book listing achievements of his government.

The book describing the state government’s achievements marked one year completion of Kamat in his chair, this month.

“If we are able to achieve the targeted fiscal management than Goa will become one of the best governed states of the country,” the chief minister added.

Post-June two elections, Kamat emerged as a consensus candidate between two major contenders – Pratapsingh Rane and Ravi Naik.

Right from the day one, Congress-led government is rattled with troubles and Kamat with the help of high command is most of the time busy in troubleshooting. He throttled two toppling bids through the year.

The three-page preface which briefly touches on the achievements mentions that his government’s working model is based on the premise of transparency and trust for the people. 

“Hence our effort and initiatives to empower our various government department to modernize themselves using the modern tools and dynamics and show transparency and e-governance. To be a common man’s user friendly government at all times, has been a collective effort,” he writes.

The chief minister said that government’s astute determination and stoic resonance to enhance the IT services to the State people ensured that this government vigorously implemented IT reforms to harness the true potential of the IT revolution.

Talking about regional plan, which stirred controversy forcing the state government to draft a new one, Kamat said, "government’s collective and pragmatic wisdom helped to steer the much needed regional plan 2021, according to the wishes and aspirations of the people.’’

The chief minister, however, has not mention about the government’s  Special Economic Zones (SEZS) stand. The SEZs have triggered major controversy in the state with Kamat announcing that the State will not have such industrial enclaves.

In an indirect referral to the policy of entertaining non polluting industries, Kamat has said that government’s priorities are focused towards protecting and sustaining the state’s environment.
