Centre plans to withdraw its ban on sale of cattle for slaughter


New Delhi, Nov 30 (Deccan Chronicle): The Central government plans to withdraw its ban on sale of cattle for slaughter in animal markets, a senior official from the Ministry of Environment and Forests told The Indian Express.

The ministry, in its May 23 notification, has sought feedback on changes made to the Prevention of Cruelty to Animals (Regulation of Livestock Market) Rules, 2017.

The official told the national daily that they have sent a file to the Ministry of Law stating that the ministry is withdrawing the notification due to several issues and will be revising it.

The official, however, said that the time-frame for the process has not yet been decided.

After the notification in May, the BJP-led NDA government faced a heavy lash out by the Opposition and the cattle traders for attempting to impose the nationwide ban on ideological grounds.

The ban on the sale of cattle for slaughter, implemented on May 23, not only affected the small traders in the market but also gave rise to vigilantism which took lives of many during the past few months.

Farmers, too, opposed the move to restrict trade in markets only to animals meant for agricultural use, saying they cannot directly access slaughterhouses.

Farmers normally bring their redundant animals to livestock markets from where traders purchase and transport the cattle to abattoirs.

For the first time in September, Environment Minister Harsh Vardhan indicated that the Centre may lift the ban. He said the rules were a “regulatory regime” for preventing cruelty to animals and the government “did not intend to directly or indirectly affect slaughterhouses or harm farmers” or “influence the food habits of people”.

After this, the ministry asked all the states to send their opinion on the notification that prohibited the sale of cattle for slaughter at animal markets.

The Ministry had sent two sets of letters to states - the first was soon after the Supreme Court stayed the ban - reminding them to respond. It had also attached a copy of the notification and said that a new draft would be framed based on feedback. The Ministry also held consultations with animal rights activists and traders on the issue.

The government’s decision in May had sparked outrage, notably from states such as Kerala, West Bengal and Meghalaya on the grounds that it related to an issue under their jurisdiction.

In May-end, the Madras High Court granted an interim stay on the implementation of the rules, specifically Rule 22(b)(iii) that required a person bringing cattle for sale to the market to furnish a written declaration that it would not be sold for slaughter.

In July, the Supreme Court extended the stay to the entire country.

    Maintaining cows in Gau shalas was found to be disastrous with the cost, dirt & pollution in the surroundings. Even dead cows were not lifted by the certain section of the people for fear of lynching. Hence they thought it best to reverse its decision. Hypocrites.

    Now it is clear that issue of 'cow' is not religious but only political for RSS political wing BJP. Finally PM Modi is also realised from empty chairs from elections campaign in Gujarat his Nehru, Indira mudslinging is not working anymore. The Narendra Modi government has decided to revisit the controversial restrictions now being seen as a major blow to dairy farming, leather production and beef export.
    It should be noted that 'pink revolution' is one of the main issue for CM Modi in his all election rallies blamed Congress and polarised the voters.
    Finally BJP has realised that Cow only gives milk not vote. Hope our 'Dharma Sansad' Santh/Swamijis understand the ground reality of the subject. It should be high time for Sangh Parivar
    go back to the holy Hindu scriptures like 'Vedas', Ramayana, Mahabharata which referred meat eating and offerings in many Shlokhas.

    Better sense prevailed with the Government if it really withdraws the ban on Cattle sale for slaughter. Government is well aware of the repercussions caused due to their decision to ban the Cattle slaughter, as more and more cattle's seen frequenting the roads in the metro's and already the image was badly hit in the western world. Moreover there was more cruelty inflicted on the animals because most of the old cattle die on the roads/streets with starvation as in reality there is no care was being given as per the Govt program through Gau Rakshaks. So govt realized that this is the systematic and natural remedy to eliminate this problem of cows frequenting the city limits and multiplying in numbers, hence creating nonsense to the public and India's image in western world.

    Did Gau Rakshan & Bhakshan start after 2014 ? It has been happening since the beginning of universe. Those who want to worship gau, they did but at the same time they molested her, milked her and made money out of her. All the love RSS has been shouting at the top of their voice is fake, a drama to mislead you guys. Banning clow slaughter once and reconsidering to withdraw it is the proof that you guys are taken for granted, for the sake of a vote from each of you.

    If there is somebody who rears cows without milking one drop out of her, he surely needs to be respected as a pure Hindu. Others are all businessmen, making business out of their own mother. As such, those who rear a cow for commercial purpose are rather honest. They don't deceive a living being (though its an animal) by crowning it to the level of humans yet using it as a product/asset.

    If this is true we are more happy. We are unable to sell our old cattle for the last 3 years at our native in mangalore. Even BD, Rama Sena, RSS are also not willing to take care our old cattle.

    Government must have taken wise decision considering people's aspirations. Let it be continued same like before as food for those who are eating it. Now it is a common knowledge that just banning has not reduced cruelty on animals instead increased as illegal traders hide cows and transport it in a suffocating environment, stealing poor farmers cattle, settling scores in the name of cow and thus harming human being and spreading communal hatred. Those who are really interested in cow protection should be encouraged to take care of street and orphaned sick cattle instead of allowing it to die in the streets.

    That is why, business and personal matters should not be mixed. Politics is business, religion is a personal matter. You either be a worshiper or be an administrator. BJP had promised millions of Hindus in India about its intention to bring Hinduism to the ruling, by making cow-protection their primary motto/agenda.

    Now, let BJP go from door-to-door and apologize all those who trusted them.
