Rajasthan govt introduces 20% liquor surcharge to generate funds for cow protection


Jaipur, Jun 25 (PTI): JaipurThe Vasundhara Raje government in Rajasthan has introduced a 20 per cent surcharge on liquor, the proceeds of which will be used for protection of cows in the state, an official said.

“The state government hereby notifies that surcharge at the rate of 20 per cent shall be levied and collected on the amount of tax or any sum in lieu of tax payable on the sale of foreign liquor, Indian made foreign liquor, country liquor and beer sold by dealers registered under the provisions of the Rajasthan Value Added Tax Act 2003 with effect from July 23, 2018,” an official order read.

The surcharge imposed on liquor is meant for cow protection, Additional Chief Secretary (Finance and Taxation) Mukesh Kumar Sharma said.

The state government had in April last year imposed a 10 per cent surcharge on all non-judicial instruments for the protection of cows thus making rent agreements, mortgage papers and lease agreement costlier.

Official sources said the state government was also considering increasing the surcharge on non-judicial instruments to 20 per cent from existing 10 per cent for cow protection and propagation in addition to the liquor surcharge.

In the drought affected areas of the state, there are 1,682 cow-shelters with 5.86 lakh cows. There are a total 2,562 cow-shelters having a population of nearly 8.58 lakh cows in Rajasthan.

Officials said in the past two financial years, the Rajasthan government has earned approximately Rs 895-crore from the 10 percent surcharge levied on stamp duty for conservation and propagation of cows and their progeny.

Under the proposals for cow conservation and propagation fund rules-2016, the state government provided Rs 132.68 crore in the financial year 2016-17. The funds were provided for fodder and water to 1160 cow-shelters.

In 2017-2018, the state government spent Rs 123.07 crore on 1603 cow-shelters. In the year 2015-16, before the surcharge was imposed, the state government spent Rs 1.80 crore for nurturing 4,449 bovines rescued from smuggling and slaughtering, they said.

    Cows are responsibility of the owner why state should fund for its sustenance???. How many houses has BJP built for poor and low income people compared to famed Goshalas?. Is BJP promoting liquor to earn 20% more to its already swollen kitty and push people into more debt and destroy houses to build cow sheds????.

    For instance, didn't you come accross yeddi and Amabanies type of weddings 100's of crores simply flaw like water. (all dark money)

    Reddy/Ambani parents will weigh their daughters in gold/diamonds (tulaabhaar). For them a few more Rupees in tax is pittance. But ordinary girl's parents will run from pillar to post to meet every demand put forward by the boy's side. Most posh hall, most expensive menu and whats more. This is besides the jewelry and textile burden on them. Hence I disagreed with your suggestion.

    When GST is levied on liquor, again how come VAT is applicable. So how many types of tax system is prevailing in INDIA. (Where did ONE COUNTRY and ONE TAX SYSTEM- GST, has gone.
    TAX AND TAX, BURDEN ON BURDEN, COWS ARE BETTER TREATED THAN THE HUMANS
    Is the government accumulating the funds through these type of taxes keeping in mind of GREAT 2019 MP ELECTION.
    Election commission should keep an eye on all these ,money making developments all over India.

    Amount collected = 895 crores
    Amount spent = 132.68 +123.07+1.8 = 257.55 crores
    Where is rest of the money which = 637.45 crores????
    Why another surcharge is necessary? To breed cows for beef export. What else???

    How can you protest against this 20% surcharge ? By refraining from consuming liquor - right ? I am sure this is possible and many ladies will be happy about it. On the whole, what is the government trying ? to impose non-alcoholic lifestyle, or forcing cow-love on citizens ? Why does it want to have cow-shed at the expense of the public ? It should instead impose two cows in each household that worships cows.

    Nevertheless, how to protest :

    I am fed up of hearing all this nonsense. Which part of the body is this CM thinking from? By all means, raise the surcharge of liquor but she is diverting it to protect the cows?

    Please don't make India a laughing stock. If an educated person like Vasundara is doing this, it clearly means she is doing it with an eye on the elections. These politicians are taking the utmost advantage of illiteracy and superstition in India. Terrible thinking. Why doesn't she share her room with a cow?

    What kind of ruling is this? Human being have no respect at all. Instead of looking at the troubles people of the state going through, taking care of the rape victims and punishing the culprits, they are focusing on this. Where our country is heading? Four years ago, there was no such attitudes. Cows were living happily and human beings were in peace and care.
