Panaji, Oct 22: German mother today gave her written consent for the medical examination of her minor daughter, who was allegedly raped by education minister Atanasio Monserratte's son, Rohit.
"The mother this morning has written to the superintendent of police giving her consent for the medical examination of the girl," Aires Rodrigues, a lawyer representing mother, stated.
Police had decided to review the case as girl's statement was not forthcoming and she was also reluctant to get herself medically examined despite persistent efforts by NGO and psychiatrists.
"The letter written to SP clearly states that the mother has no objection for the medical examination. She has also said that since the offences are grave, the police investigation should be expedited in the case," Rodrigues said.
The state police have booked Rohit (21), of raping, outraging modesty, abeting the crime and sending lewd messages to 14 year old German girl. The complaint was registered on October 2 and 12 days later mother's statement was recorded.
"Even seven days after the statement, the girl was unwilling to come forward. This is posing difficulties in proceeding with the case," superintendent of police (North) Bosco George who is spearheading the investigations, had said.
The police were also giving thought to drop some sections against Rohit, as they cannot be proved sans medical examination.
Meanwhile, state public works department minister Churchill Alemao addressed a press conference accusing state police of unnecessarily harassing Rohit on Wednesday October 22.
"If he (Rohit) has really raped that girl you can hang him. But unnecessarily he should not be charged for rape just on mother's complaint. Tomorrow someone will say that I have raped their daughter. Will it be right on the part of the police just to arrest him?," Alemao reacted.
Recalling the year 1990 when he was put behind bars for almost one and half months for alleged smuggling activities, Alemao said that the police have all the powers and tend to misuse at the directives of political masters.
Alemao was then former chief minister of the state and charged under stringent Conservation of Foreign Exchange and Prevention of Smuggling Act (COFEPOSA).
"Ravi Naik who is current home minister was then chief minister when I was behind bars," he said adding that he does not demand sacking of home ministry from Naik.
"I am just trying to make a point that law and order situation is at its low in the state. Police are not doing their duty right," the minister said.
Alemao had lobbied with Monserratte, last week, when Rohit was booked, forcing the congress emissaries to land in Goa and resolve the crisis.
