Mangaluru, Sep 19: The state government has decided to make Property Card (document of property ownership), which was implemented on an experimental basis for the first time in coastal Karnataka, compulsory for the people who own property under the limits of Mangaluru City Corporation (MCC). The district administration has started the supplementary process in this direction.

In April 2012 the process of Property Card had started in the city. However, due to the confusion with regards to making the card compulsory, there was no progress in the distribution of the same. Now the Urban Property Ownership Record (UPOR) project is being implemented under the aegis of land survey, revenue system and land records departments. The government has decided to make this compulsory in all the 60 wards of 32 villages under MCC.

What is a property card?

Property card, which is called as Urban Property Ownership Record (UPOR), is a computerized document. This includes the format of the property, documents of the property, loan obligation and details of the property map. It also includes the name of the city, ward name and number and the name of the owner of the property. Every property will have a separate UPOR number and barcode. This card is given as per rule 83 (2), chapter 12 of Karnataka Land Revenue Act of 1966.

Process followed at present

Under MCC, 1,65,010 properties are registered. Out of this, the process of collection of records, data entry and scanning process was being carried out for 1,46,129 properties. At present the ad-hoc property card is being distributed after measurement and plotting map of the property, taking photographs of the property, collection of ownership documents, verification, scanning, entering the data and the process of ownership inquiry by the department. The owner of the property has to verify the same and get the amendments done, if any, within 30 days. If there are issues, the inquiry of the same will be done. Fingerprints of the owner are also collected. After the completion of all these steps, a permanent or pukka card is issued to the property owner after collecting a specific scheduled fee.

Benefits of property card

The owner of the property can get statutory property records with the exact map of the property. There is possibility of smooth transfer of property rights and also faster change of rights after selling the property due to use of the software. The buyers of property can clearly verify the loan obligations. The card will help in preventing illegal possession and encroachment of property.

    Govt can amend the property card rule to make it mandatory only for independent buildings and exempt flat owners because frauds mostly happen in land or independent buildings dealings. This way rush can be prevented. If at all govt feels that flats owners too should go for it, it can be done in second phase ie after finishing for independent structures.

    Another money making racket by corrupt Congress government. If they are really interested in giving property card they should come to our house like they do for census and measure our property and issue property card. Some people are waiting since last 3 years to get the card as they did got grease enough to the corrupt officials.

    Another money making business by MCC staff. People had to struggle to get their Aadhaar card which still haven't completed, property card will definitely give way to huge corruption with MCC officials.

    When we have a Katha, why do we now require a Property Card. Stop this nonsense. We had Ration Card, not sufficient, then Passport, then Voter's Id Card, then Aadhar Card. What is going on. We can't be satisfied with Katha, which is the ultimate to prove our right on our property.

    I had recently done my property card. One thing should be taken care. Except layouts and apartments, almost every land will have excess or less land compared to property document. In many cases, this excess land is not due to encroachment. So while the map is done by UPOR personal, the excess land will be marked adjacent to existing road. If the property got more than one adjacent road, the owner has the right to prefer where this excess land need to be marked. In future land registrations, all the excess land will be automatically forfeited from the purchaser.

    I belive MCC has all the data which was used during the filing of property tax.
    Please use the same data and deliver the cards to our houses.
    Don't make us wait in long lines like you did for Aadhar.
    Not to forget the times you guys made us wait for days together outside Atms during demonetization

    When british were ruling Our country they done complete survey and given number. Not even a inch of land is not excluded, even in ghat arears also covered with survey numbers. Unfortunatly our political leaders and curruption done mix and match for their profit. Every day new rule , transfering hard copies to digital,computerised,scanned,biomatrics etc,etc... now totally lost ... something like headless chicken.. problem is for poor peoples those who do not have enough money to bribe officials and do not have enough contacts of political leaders..

    I got my property card done recently after a long wait. I had to make numerous visits to the Property office, take the surveyor to my property on my own and also had to pay "dakshine" to all concerned in order to get the card done finally.

    Shimoga was the first city to get property cards.It took 6 months for me to get the card after several correction.They make so many mistakes while data transfer from your documents.Survyor asked Rs500 dakshina with out hesitation.If you don't pay ,he write wrong dimensions.That is for sure.Becareful . Check the data for errors.

    We have submitted our property documents 4 years ago and followed up with the the concerned department continuously. The girls at the front office keep on saying that their survey department will call us until then we don't have to do anything. Can any one share with me how I can go further about it and get the property card done?

    Earlier when this process was started , some incompetent people (outsourced from Andhra Pradesh) with no knowledge of English, kannada or tulu were deputed to do the survey work.

    When they came to my property they refused to do survey saying that there are trees and they should be cut down so that they can use their instruments. I had complained to the authorities but nothing came of it.

    In todays world, when GPS surveying equipment is available and at a reasonable cost, it is foolish to send people to survey with antiquated surveying equipment especially when the land value is very high and mistakes of a few square feet here and there may turn out to be costly.
