PM Modi lays foundation stone for Mangaluru 'City Gas' scheme

Mangaluru, Nov 22: Prime Minister Narendra Modi laid foundation stone for the innovative 'City Gas' project of the central government at Vigyan Bhavan in New Delhi on Thursday, November 22.

The project will be planned in 129 districts of the country including the city of Mangaluru. This programme was telecasted simultaneously in all the districts, which are covered under the scheme.

In his speech, Prime Minister Modi said, “City Gas Distribution is an important start for India for its future growth in utilizing the natural resources. When it completes our country will change entirely in this sector. 70 % of people will get benefit of this project. This is a major step towards providing advanced facilities to the citizens. 25 lac households had facility to direct gas connection in 2014. But last four years it has multiplied. In this short term government, Petroleum and Natural Gas Regulatory board made many achievements with its new projects. A major development happened in CNG industry.”

“City Gas Distribution Project has two objectives: First, to distribute Piped Natural Gas to domestic, commercial and industrial users; Second, to supply Compressed Natural Gas for vehicles. Through PNG, GAIL intends to replace LPG cylinders which are mostly used for domestic and commercial consumption. Cylinders will be replaced by natural gas through direct pipe connection to households. Houses will be fitted with smart meters and the consumer has to pay the bill based on quantity consumed.

“CNG will be stored in the CNG stations that are to be setup in different locations, to be supplied to vehicles that ply using CNG. With the implementation of City Gas Distribution Project, many districts will follow the footsteps of Delhi and Mumbai where the project has already been rolled out.

“I congratulate the Petroleum ministry and bidders, for a good start on CGD project and thank citizens to their cooperation on developmental projects,” he said.

A separate programme was organized in this connection in the Town Hall of the city. Central minister Sadananda Gowda, MP Nalin Kumar Kateel, MLAs Vedavyas Kamath and mayor of MCC Bhaskar K were the chief guests.

Addressing the gathering, Sadananda Gowda said, “Strong economy and a visionary leadership can convert a country to a developed and achievable nation. Since last four years under the leadership of Narendra Modi, our country made many achievements which were appreciated globally. Hundreds of people friendly projects are implemented by his government. The City Gas Distribution is one of its kind and it is very essential to the development of households. For our district, GAIL is the charge of this project. By this government is planning to distribute gas in very cheap rate and control the pollution. The project emphasizes on nature friendly development. By implementing this project a revolution will happen in our country."

In his speech, MP Nalin Kumar Kateel said, "After becoming Prime Minister, India’s visionary leader Narendra Modi granted many projects to Mangaluru city and Dakshina Kannada district. Roads, flyovers, tinkering labs, railway, smart city projects and many more approved by his tenure. By his four years administration Mangaluru city got a new look and suddenly accepted the development. CGD project is one of the major gift to the city by central government. By this the city will convert as an eco-friendly city soon. Gas will avail cheaper and it will help both households and taxi owners.”

CGD project of Dakshina Kannada district will supply Compressed Natural Gas for transport sector, piped natural gas for households, industrial and commercial Units. The project will cover 4861 sq kms area in the district and will include 5 charge areas namely Bantwal, Beltangady, Mangaluru, Puttur and Sullia . The total capital investment for the project is Rs 1,972 crores for initial 25 years. The district will have 100 CNG stations and approximately 3,50,000 households connected with piped natural gas. A network of 1250 inch kms will be laid in the district, benefiting 20 lacs of population. The supply of piped natural gas to industries and commercial units will also help in reduction of pollution in the city. The project will connect hotels and restaurants in cities. The main source pipeline for the CGD project will be GAIL’s Kochi - Koottanad- Bengaluru- Mangaluru Pipeline project (KKBMPL) pipeline.

    Piped gas distribution to Udupi and Dakshina Kannada (DK) Districts:
    This is a very good move conceptually to install piped gas distribution network to Udupi & Mangalore. However here are some techno-commercial suggestions which can be considered to successfully implement the project:
    Ownership: Can this be under Public Private Partnerships (PPP)
    Project milestones: A detailed feasibility study, Concept optimization, Front End Engineering and Design (FEED), Engineering, Procurement, Installation and Commissioning (EPIC) phase. Once the FEED is completed it takes normally 36 to 48 months for EPIC completion and at every phase of the project a Hazard and Operability Study (HAZOP) need to be performed.
    How can the distribution of LNG be managed for city gas: This be made by installing Gas distribution stations at strategic location similar to the existing Electricity distribution stations (MPSS)
    How can such a low temperature (minus 163 ºC and 1 atmospheric pressure) gas be converted for distribution to Piped gas: This requires LNG regasification terminals which currently India is now constructing in addition to the existing Regasification terminals.
    About Piped Natural Gas: Piped Natural Gas – It is nothing but Liquefied Natural Gas which is liquid at minus 163 ºC and 1 atmospheric pressure. It requires special material to store under those conditions.
    Demand in India: Currently demand is approx. 23 Million Metric Tonnes per Annum (MMTPA) & is likely to grow up to 52 MMTPA by 2035.
    Measurements: It is measured in Million BTU (MMBTU) where I MMBTU is approx. 1000 Cubic feet of gas. Where it can be measured using Smart Metering System or Custody Transfer Metering System (CTMS).
    Environmental hazards: It is a cleaner fuel where Green House Emissions (Carbon dioxide) are very minimal.
    Benefits to DK & Udupi Districts: Many Small and Medium scale industries can be developed with the inception of Power industries. A typical example is Japan current Imports are 85 MMTPA

    Let them first finish pumpwell flyover before "leaving gas to the city"!. Four and half years they were sleeping and now suddenly just few months before the elections started laying foundation stones!!! Congress also did the same thing just few months before assembly elections started laying foundation stones. All political parties are fooling public :(

    Piped gas to households will be a great money-spinner to GAIL.

    But, many of these pipes will ne laid under existing roads (as it may not be easy to lay them under private properties).

    The citizens must be ready to see the roads dug up all over - so that they can get piped gas.

    The roads won't be dug just for laying the pipes, but also everytime some other diggers damage the gas pipelines!

    Encase the pipes in 6 inches of concrete. We are famous for pilfering. I salute Mr. Modi for this great initiative. It will have a positive impact on the environment by way of less pollution due to Coal, wood, diesel ect. for primary fuel.

    At an event to mark World Biofuel Day in New Delhi on August 10, 2018, Prime Minister Narendra Modi claimed that he had once read about a tea seller in a small town who tapped into gas emanating from a gutter to make the beverage. “There used to be a dirty river flowing through this town,” Modi said. “Now, this man had an idea. He took a small utensil, inverted it, made a hole in it and put a pipe through that. The gas used to emanate from the gutter and using that pipeline, he used the gas for his tea stall. An easy technique.”

    Is this Mangalore 'City Gas' is based on the ‘Liquid Nala Gas’ of PM Modi's theory on using Gutter Gas for preparing tea?

    Is the 'Pumpwell' flyover is going to withstand the LPG tanker weight under construction from last 9 years?

    What talk by our the most useless MP says that in the last four years the look of Mangalore as changed that is after Narendra Modi became PM and this why on May 29 2018 we had a bad day with the rains first time and never such a problem in the past
    Our MP says only in the last four years there is development in Mangalore before that there was no development what the MP doing only sitting at home and instigating saffron supporters to create problems. Mr. MP what about the flyover or are you flying over.

    To supply gas the roads and other infrastructure should be in place. What about the flyover at Pumpwell. Direct gas connection to houses will not be so easy in Mangalore.
