CAG finds NDA deal for 36 Rafale jets 2.86% cheaper than UPA's


New Delhi, Feb 13 (IANS): The Comptroller and Auditor General (CAG) has found that the Rafale fighter jet deal signed by the National Democratic Alliance (NDA) government was 2.86 per cent lower than the price negotiated by the United Progressive Alliance government.

The much-awaited report on Capital Acquisition on Indian Air Force was tabled by the government in Rajya Sabha on Wednesday.

The report does not disclose the actual price of the 36 Rafale fighter jets contracted by the NDA government. However, it includes examination of the pricing.

The prices have been redacted in the report based on the insistence of the Defence Ministry citing the Indo-French agreement of 2008 and the provisions of inter-government agreement.

    During the Supreme Court hearing on 'Rafale Jet' Comptroller and Auditor General lied the highest Court that the CAG report was presented in the House and before the PAC and the PAC has probed it. The government said in SC that it CAG report is in public domain. Where is it? Have you seen it?
    Secondly, CAG Rajiv Mehrishi of conflict of interest. How could Mehrishi “investigate himself,” since he had been the Union Finance Economic Affairs Secretary when Prime Minister Narendra Modi announced the Rafale deal in April 2015?
    “The same CAG was involved as finance secretary in harming the national security when the deal was struck in 2015. The same CAG would present the report,” noted the former union minister. After serving as finance secretary, Mehrishi was appointed as the Union Home Secretary in August 2015, before he took charge as C&AG in September last year.
    When you feed wrong information to the Supreme Court and get a clean chit on that then it is not right. We respect the Supreme Court but it is not a probe agency, only the Joint Parliamentary Committee(JPC) can investigate the Rafale deal. The government has not followed the proper procedure in the court.
    The 29-page judgment delivered by the apex court on December 14, states that the CAG report on Rafale was shared with the PAC. After the Supreme Court has given 'Clean chit' Modi government wanted to submit a correction.
    Supreme Court judgment on Rafale deal should be recalled. When there is an error in something which goes to the heart of the matter, the judgment can’t be considered a judgment in the eye of law. It has to be recalled.
    The Hindu’s report has absolutely debunked all the claims of Modi Govt. Corruption led to dropping of anti-corruption clauses from Rafale agreement.
    We want to raise a very fundamental question today. Why would the NDA-BJP Government waive the anti-corruption clauses in the Rafale deal?

    Surprised at the poor knowledge of Charles D'Mello.CAG is the Comptroller and Auditor General of India.He is not bothered about who is in power.His job is to audit and give report.Just because you want adverse report as Congress sychopants he cannot change the truth.If a lecturer is truthful you cannot ask who taught him Commerce ,Arts or Mathematics.

    The Government has control over every institution to play with the reports. Is anyone ready to agree that 3=1?. What type of calculation methodology is this?

    This is same as the Government reports that said that India grew at 8.2% when there was demonetization and when the India was loosing crores of jobs.

    This is same as the Government reports that said that 8,50,000 toilets were constructed in Bihar only within a week. (1,21,428 toilets per day).

    36 jets are off the shelf purchases & not to be built in India. As per 50% offset clause dassault chose 100 partners in India to supply components, ancillary services over the life of the aircraft. Reliance defence is one of them as there are many others.
    D assault must have assessed HAL& come to the conclusion. By the way the LCA Tejas itself took 25 years for HAL & also the MIG's serviced by HAL keeps falling from the sky every week & we lose our valuable pilots. Just 2 weeks back we lost 2 pilots when even the aircraft didn't fully take off..
    By your logic without any qualification how dirubhai started refineries, how JRD Tara started TCS, how mukesh started jio ....etc. They are investors who will have a team of professionals to see them through with technology transfer & quality control by Dassault..
    This is the effect of making a dumb person as chief of a family enterprise. Good luck & wish you better wisdom...
