Bengaluru: Fines for traffic rule violations go up manifold - Notification issued

Bengaluru, Sep 4: The state government, on Tuesday September 3, issued a notification bringing into force revised fines for violations of traffic rules in tune with the amended Central Motor Vehicles Act 2019 in the state. The revised fines have come into effect immediately. 

Motor vehicle inspectors of the transport department, and officials holding ranks that are equivalent to assistant police sub-inspector and higher have been empowered to impose the revised fine. 


For violations about dangerous driving (use of phones, blue tooth and use of hand held communication devices), Rs 5,000 fine has been fixed for first violation and Rs 10,000 for repeat offence. Creating hurdles in the smooth movement of ambulances, fire engines and other emergency vehicles now attract fine of Rs 10,000. Blowing horns in no horn zones like hospital areas will attract penalty of Rs 1,000 in the first instance and Rs 2,000 for the second offence. 

Use of vehicles not covered by insurance attracts fine of Rs 2,000 for the first time offenders and Rs 4,000 thereafter. Offences like changing of silencer and using such methods to increase the decibel level of the horns will be fined Rs 5,000. Driving of vehicles over and above the speed limit prescribed will be fined Rs 2,000 for the first violation and Rs 4,000 for subsequent violations. 

Not using seat belts will be fined Rs 1,000, while helmet-less bike riding also would be fined Rs 1,000, driving without licence will attract Rs 5,000 fine, Rs 100 would be charged for not using safe seat belt for children, riding another person's motor bike will be fined Rs 5,000 and non-cooperation or refusal to provide information when sought by the officials would attract Rs 5,000 fine.

    Note ban and GST didn't bring any additional revenue or reduction in black money to the government. Instead the government has drained all the money in the treasury and gone bankrupt. Even after stealing 1.76 lakh crore from RBI BJP is not able to control the downfall of the GDP. Sensex nifty crashing day by day and seeing new low on daily basis. Now they want to introduce fines which has no meaning at all. Government has totally gone bankrupt

    The government should also levy an additional penalty, on intoxicated individuals, walking on the roads.... could cause injuries to self, other pedestrians, or even cause road accidents !!!! with a fine of Rs 10, 000/- Innovative way, to increase revenues, for the local administration !!!!!!

    Fines to motorists for speeding, without helmet/seatbelt, under inflence of alcohol, signal violation, etc., etc., are for our own benefit and safety.

    But how about the contractors build potholed roads endangering motorists life?
    How about dugout roads by municipalities left unrepaired?
    How about signal failures?
    How about encroached footpaths, forcing pedestrains to walk on the roads risking their life?
    How about blind banners hoisted by the politicians?

    Are only the voiceless motorists made to pay penalties?
    And all others go scot free?

    What about :

    01. bad roads with deep potholes?
    02. no foot path for pedestrians to walk ?
    03. foot path being used by vendors / builders & business people?
    04. no water drainage which results in flash floods in city roads?
    05. buses / trucks which drive rashly with drivers horning until we are almost deaf?
    06. bus / truck drivers who talk on mobile while driving?
    07. vehicles which carry school children without proper signage about the same?

    few fines look reasonable. But why fine if I am riding another person's bike with my documents being valid & vehicle documents intact? if you think it is stolen, you can always call the owner to verify during your check?
    Does this apply for cars as well? then that is bad, coz a family with multiple cars exchange cars to drive - then what happens?
    talking while driving : pls provide drive ways around the road sides so that drivers can pull up cars & talk on mobile like foreign countries.
    Authorities : compensate to vehicle owners for Tyre / vehicle maintenance for poor roads and infrastructure.

    Dear Authorities, Let us be reasonable in what we do & do justice to fines.

    Please impose heavy fines on ambulance drivers who unnecessarily flash beacon lights and put on blaring siren without any emergency situation (no patients inside) and create panic among drivers/ riders on heavy traffic roads in the city. This is my personal experience where i have noticed such drivers who misuse the law to make way during traffic jams. Most of the time it would be just staff inside trying to reach other end of the city.

    Talking on phone while driving - 5000 Fine
    almost all cars have blue tooth built in, even if not we can use vox cable which cost hardly 50 Rs.

    Also it may save many life.

    not wearing seat belt - 5000 Fine,
    Every car have seat belt, and thats for drivers and passengers safety, whats the problem if you use?

    Not wearing helmet - 2000 Fine
    if you can afford 75000 worth bike, off course u can buy helmet worth 500 Rs.- this is for our own safety

    Jumping traffic signal - 10 000 fine
    Traffic signal is to stop car and make way for other side flow, hardly u need to wait 90 second, life is more precious than 90 second, also jumping signal may cause accident and harm others too

    Speeding car - 2000 Fine
    Road and car is designed for certain speed, and also speed limit decided by surrounding area, as for highway different speed, for residential area different speed, speeding car may hit other vehicle or loose control over vehicle - this is for our own safety

    Driving with influence of alcohol - 10000 fine
    driving with alcohol may cause harmful to self as well as others and public property-law is again for self and others safety

    like this each and every law is for our own safety and others safety. Pay fine if u are not ready to follow rules, also make law that no insurance coverage if accident happens due to not following law.

    Riding another person's motor bike will be fined Rs 5,000? Are u serious.I have dominar 400, I couldnt get the loan in my name so its registered in the name of my dad.So do i need to sell it or gv it to my dad who is a senior citizen and doesnt know to Ride ;-) Nice concept

    AMAR NATHAL, MANGALORE, totally agree with you. I was also confused and rather amused by this fine. That means if you are a license holder then you should buy a vehicle of your own, or else no use of the license. You cannot ride even your brother's bike. What a rule.

    I won't pay any fine until every single pothole is repaired in mangalore.
    Please support this my fellow citizens.

    MCC Should reimburse me my cars suspension and axle repair cost of RS. 8000 which was recently damaged due to pothole near pumpwell

    what about the fines to reckless city bus driver's? Impose heavy fines to them too who are creating nuisance in DK. Bus mafia rules Mangalore and DK. Put an end. No point in fining poor 2 weel or 3 wheel drivers. City buses are the biggest nuisance in our District.

    I wish and pray with this heavy fine for violations of traffic rule, the number of vehicles, the horn nuisance, wrong parking, speeding etc will reduce in Mangalore. 90% of vehicle users are arrogant and stupid and think they are the king or queen of the road. They should be tamed.
