Mangalore: Legislators’ Role Prime in Ending Corruption - Lokayukta

Legislators’ role is more important in bringing an end to corruption by working in the system and thereby bringing about a change. This will slowly, but surely lead a corruption-free society,” said Lokayukta Justice N Santhosh Hegde, Lokayuktha at the inaugural ceremony of a national seminar in Sri Dharmastala Manjunatheswara Law College on Sunday August 9. The seminar, `Indian constitution - 60 years of action and inaction’ was held in memory of Late K Yellianna Poojary, eminent advocate of Mangalore Bar Association.


 
Speaking on the occasion, Hegde said that corruption is rampant and has grown in such a manner that it is very difficult to eradicate it from the society altogether. However, to root out the corruption, our legislators who are the policy making bodies of the state should improve their performance without giving in to corrupt practices.

Justice Hegde also participated as a resource person in the seminar and answered several questions posed by the law students as well as members of  Mangalore Bar Association. The question posed comprised national and state issues. One of the delegate in the seminar asked a question on why Kasab, the lone surviving terrorist who was behind 26/11 attack, was facing court trial when everyone knew he was guilty.

Answering to the question Justice Hegde said that as we are a civilized country, we have to prove his guilt in a proper way. It is only after the trials a person can be convicted, he said.
 
High court justice N Kumar presided. The seminar was organized by Muggaguthu K Yellianna Poojary Janma Shatabdi Samiti in association with SDM Law College. Samiti president Purushottam Poojary and SDM Law College principal Dr B K Raveendra were also present.

    Requesting the Lokayukta to tell the public in general the Govt fee (percentage) charges towards bond papers, court fee stamp, lawyer or document writer fee etc for seliing & buying property. Also requesting Lokayukta that all the jobs like trasfer of assets / property to be completed /done by the Govt officials upon paying a certain amount of fee and the method should be crystal clear to all. For eg. like window no. 1, window no. 2, window no. 3 etc.

    The buyer and seller must be present in the sub registrars office and no agents / lawyers / document writer are allowed inside the office. For each and every transactions a receipt to be given. It is better that the Govt to appoint lawyers and get the smooth transactions done, thus we can avaoid the corruption in this offices.

    Corruption is an age old practice and not an easy job to eradicate, but not impossible. The day we citizens stop taking favours, the day we provide all the required documents in order, the day we do not show urgency in getting things done, the day we pay our taxes in full, the day we follow the rules, the day we take receipt for every transaction, the day we stop running behind politicians and government servants, the day we refuse to pay bribe we will have a corruption free society. I take pride in sharing the truth that I got my KHATA transferred without paying a paisa of bribe whereas all the others in our building got it only after paying a certain amount.

    They made me to run around all the government offices, even they asked me to get the death certificate of the landlady who sold the land to our builder which I did. None of other owners submitted any of the documents which they asked from me. These officers stop you from paying your tax and demand a share from the benefit. When the particular officer gets transferred the new officer will approach you for his share and finally you will end up in paying more than what you are supposed to pay the official tax. This is the time to wakeup from our sleep and support Lokayuktha.

    Corruption cannot be removed from the Indian society for 99% of the govt officials are courrupt. This may be by taking money or getting favours done. No one want''s to wait to get his things done, there is a normal charge for every transaction which has to be compulsorily paid over that to speed up things you have to pay more. There might be a few people who are scincere only a handfull who cannot influence the society.

    Mr. Hegde you are being Lokayukta Justice pay a surprise visit to a panchayat / taluk / district level land reform office and check their officers and subordinates for corruption. A poor land owner runs pillar to post from morning till evening with a trust of judgement and the officers / subordinates reject him for not paying bribe and because of this poor land owner''s reform file''s are piled up in these offices.
