Courts to be Set up at Hobli Level

BANGALORE, Aug 19: In a bid to ensure speedy disposal of cases at the lower level of judiciary at a lesser cost, Karnataka has decided to set up civil courts at the hobli level.

Announcing the government’s decision at a news conference, home ministr Dr V S Acharya said the courts would be set in all hoblis of a taluk on a pilot basis in each of the four revenue divisions in the state.

Subsequently, the scheme would be extended to cover all the 745 hoblis in the state.
The proposed hobli level courts in each of the four revenue divisions would become functional from the ensuing Rajyothsava Day on November 1, he said.

Pointing out that the government was keen to establish ``Grama Nayalayas’’ or village-level courts throughout the state to ensure expeditious disposal of cases, the minister said the scheme would be implemented in a phased manner in view of the huge financial costs for providing infrastructure facilities and recruiting the necessary manpower.

Dr Acharya, who participated in a meeting on internal security presided by Prime Minister Manmohan Singh in New Delhi, said the government has agreed to the Centre’s proposal to appoint judges by the All India Judicial Commission.

``We have sought Centre’s help for training the personnel recruited for Internal Security Division in the Home Department,’’ he said pointing out that the government wanted Central permission for the Border Security Force (BSF) to train personnel of the Internal Security Division.

The Internal Security Division is headed by an officer of the rank of Additional Director General of Police (ADGP) and will have three IGPs, two DIGs, eight SPs, 18 Deputy Superintendent of Police, 44 Police Inspectors and 100 Police Sub-Inspectors. 742 personnel of other ranks have also been sanctioned. The unit has already become functional.
The Additional Director General of Police, Internal Security, is also in-charge of Coastal Security and Anti Naxal Force. The Anti Terrorist Cell with State-wide jurisdiction, is also part of the Internal Security Division.

Five Coastal Security Police Stations have been made functional since late last year, he said.

Several hundred fishermen along the coastline have been contacted and their full co-operation in maintaining vigilance along the coast line sought. A voluntary outfit, called ‘Sagar Rakshak Dal’, has been formed for this purpose. About 50 mobile phones have been given to them to keep in touch with the police, he added.
